LOCAL ADVERTISEMENT/SOLICITATION FOR COMMERCIAL ITEM
The U.S. Embassy in Panama has a requirement to procure POLYGRAPH EQUIPMENT AND ACCESSORIES (I) Please note that this is a combined synopsis/solicitation for a commercial item, prepared in accordance with the format FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
offers are being requested and a written solicitation will not be issued.
The solicitation number is 19PM0724Q0089 and is issued as a Request for Quotation. The solicitation/contract will include all applicable provisions and clauses in effect through FAC 2024-06 | August 29, 2024. Items to be acquired are:

Additional Requirements for this acquisition:
• Partial offers are NOT allowed.
• Offerors are reminded to submit form 52.212-3 “Offerors Representations and Certifications - Commercial
Items”; and a completed item table signed below, or a complete detailed, signed offer. Local guarantee and serviceable.
• Offerors are required to submit complete specification sheet data for all items being offered.
• This is a brand-name or equal solicitation. Any brand names are for reference only, and bidders may offer equivalent brands.
• The resulting order will be performed in the Republic of Panama. Bidders must comply with all local regulations, including quality standards for all products as per DOSAR 652.242-73 – Authorization and Performance. If unsure, bidders are required to clarify if a particular origin is acceptable or not.
• This Request for Quotation (RFQ) does not commit the U.S. Government to make any award and the U.S.
Government may cancel this RFQ or any part of it.

• Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
• Awarded Contractor will provide US Embassy Panama City with a description of the Standard Warranty conditions, indicating expiration date.
• Awarded Contractor is expected to do one complete delivery of all items. Any partial deliveries need to be approved by the Contracting Officer.
Delivery Date: 60 days after award.
Delivery Place: US Embassy Panama City, Bldg. #783, Demetrio B. Lakas Ave., Clayton, Ancon, Panama City. Other places will not be considered.
Set Aside: No set aside or small business standard apply to this acquisition.

The following clauses apply to this acquisition:
FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services; FAR 52.212-2, Evaluation – Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will provide the best overall value to the Government, considering price and other factors. The following factors will be used to evaluate offers : a) technical capability of the item offered to meet the Government's requirements, b) price, c) past performance, d) TAA compliant. The Government reserves the right to evaluate offers for award purposes by considering the total price for all options and may determine an offer to be unacceptable if option prices are significantly unbalanced.
The following contract clauses also apply:
