About this file
This document is a Single Source Justification (SSJ) for a sole source procurement by the Department of State's Office of Art in Embassies. The contract is with Salima Filali Creation SARL to deliver and install Zelig tiles measuring 803.4 x 865 cm at the new US Consulate General in Casablanca, Morocco. The total estimated value is $11,640, including delivery and installation. The procurement is justified as unique artwork that cannot be mass-produced, with the artist specifically chosen by the Office of Art in Embassies Curatorial Committee to support the mission of cultural exchange.
The justification emphasizes the unique nature of the artwork, which must reflect US values and meet specific artistic criteria for use in US diplomatic facilities. Market research for the procurement included surveying contemporary art journals, attending art fairs and exhibitions, and consulting with art experts. The selection process considered the culture of the host country and artistic heritage, with the goal of highlighting parallels and differences between cultures through visual arts. The document includes certifications from the Senior Curator and Contracting Officer, with the procurement anticipated to be completed by April 14, 2025.

CITED
Salima Filali is the artist chosen by the Office of Art in Embassies Curatorial Committee and her work is uniquely qualified. Public art which will be presented in the new US Consulate in Casablanca, Morocco must reflect the values of the United States. It will meet the unique artistic criteria which has been established for use at US Embassies and consulates. Based on purchases for similar works, the price is fair and reasonable. This work of art/services are sought for their specific technique, style, medium, or background and often must be negotiated into meeting the Government’s price limitations.
Market research includes surveying all contemporary art journals, publications, and books; attending contemporary domestic and international art fairs; attending related museum exhibitions and gallery exhibitions; and consulting with related field experts such as dealers, specialized curators, and librarians.
Emphasis and selection factors include the culture of the host country and artistic heritage. The mission of cross-cultural exchange through the visual arts is the objective.
Because of the unique nature of this type of procurement for representational art to support the mission of cultural exchange within the Department of State mission, only specific works of art can be procured for their specific style, cultural relevance, medium, and scale as these works are part of the mission to highlight US and Host country artists. Each project is unique as the buildings and host countries change.
ART does not homogenize the collections but works to ensure their relevance. The works of art procured for each project have some cultural relevance that is considered in highlighting the parallels and differences between our cultures.
