SOW-1 CURRENCY EXCHANGE AND PURCHASING PLATFORM REQUIREMENTS

Foreign Currency Purchasing AND EXCHANGE RATE Platform Charleston & COOP location

1. Background

The Bureau of the Comptroller and Global Financial Services (CGFS), Office of Global Disbursing Operations, located at 1969 Dyess Avenue, Charleston, SC has an on-going requirement for a communication platform to facilitate foreign currency purchasing services and provide a foreign currency exchange rate API data feed for the US Department of State. These mission critical services are vital for the proper execution of CGFS’s re-sponsibility to procure foreign currencies, as needed, to support ongoing international operations at the Depart-ment’s overseas posts and missions. In the event of an emergency situation, these functions would be per-formed at Charleston’s designated contingency operations site (COOP).

2. Requirements

Currency Purchasing:

Global Disbursing Operations (CGFS/S/DO/IB) generally sells US dollars against foreign currencies to fund ap-proximately 150 bank accounts held in the names of both the Bangkok and Charleston United States Disbursing Officers (USDO). The office trades in various amounts up to $50 million on any given deal, or may have occa-sion to sell as little as $5,000 on a given transaction. The office’s annual US dollar sales against foreign curren-cies are approximately US $3.2 Billion. The average number of trades executed annually is 5500. The average size of the trades executed is $540,000 in US dollar terms. On occasion, the office sells foreign currencies against the US Dollar from posts that have excess local currency (LCU) due to collections from machine-read-able visas and other sources. With every trade, the office will, if possible, obtain at least 3 blind simultaneous bids. This currency purchasing communication system will be used to transact these foreign exchanges. This currency purchasing platform,

• must have the capability to sell US dollars in exchange for every currency that can be purchased at non-fixed legal rates.

• must provide the ability to store and make available during the currency trade LCU buy instructions and LCU settlement instructions for each USDO account. Accordingly, the system must allow for connectivity with small and large foreign exchange traders and banks throughout the world and maintain a large sub-scription base of foreign exchange traders.

• must allow a minimum of 5 simultaneous real time conversations.

• must provide a complete audit trail of all transactions made in the system and meet Department of State computer and information security requirements.

• must be available 24 hours a day – seven days a week.

Licensing and Equipment for:

• (2) Dealing Stations – Charleston, SC location (with printing capabilities. The two dealing stations will be accessed by four traders in Charleston.)

• Dealing Station – Beltsville, MD location (with printing capabilities. The one dealing station will be ac-cessed by no more than four traders temporarily relocated from the Charleston office to COOP site. The COOP site location is subject to change during the life of the contract.

Foreign Exchange Rate Database:

The vendor must supply a database from which CGFS Charleston can pull prevailing exchange rate data for all currencies in circulation. The vendor’s database must be available 24 hours a day – seven days a week. CGFS Charleston must be able to download the exchange rates via a web service API in the form of an XML output.

There will also be manually populated exchange rates to our feeder application for some of these currencies with the exchange rate provided by U.S. Embassy Financial Management Officers. The XML output will be used as a feeder file for the Department of State’s financial systems and website for:

updating the daily exchange rates in the U.S. Department of States financial systems publishing the official daily exchange rate listing on the Department’s intranet limited email distribution to other U.S. Government agency officials

Licensing and Equipment for:
