Specifications Section 01 11 00 Part 1.1.1 States that the scope of work for the project includes the soils study and field research to verify the structural design for the container pedestals, this contract is a construction contract not a design build contract. There is no place on the bid chart to allocate this design work and soils study requirement – please update the bid chart. Contract section L.13 states firm fixed price..
The scope of the works only includes the verifiaction of the soils studies and strructural foundation conditions. The contractor is free to add lines in the Bid Chart, if deemed necessary.
Please provide the structural details for the concrete foundations/pedestals, otherwise how are we to propose a competitive cost for the concrete foundation? i.e. I might assume that foundation requires 60 x 60 x 60 cm concrete, however competitor may assume 20 x 20 x 20 cm.. yet upon soils study could require 1m x 1m x 1m - what is the basis of comparing apples to apples on this particular line item? I would just assume that the least cost foundation and then upon soils study claim differing site conditions and ask for increase to contract.
The pedestals for the containers shall be 0.40 m x 0.40m x 1.00m. Steel reinforcement as follows: 4 bars D=1/2" & 8 stirrups D=3/8" Refer to detail concrete supports in Drawing A02 Rev 1. If the soil studies report recommends a different design, the contract shall be modified accordingly
18 Please provide soils study conducted previously to be able to determine a proper foundation Refer to As per Attachment # 1 Specifications, Section 01 11 00, Scope of work, paragraph 2

level 0.00 corresponds to elevation 84.62. Refer to Sidewalk concrete slab detail in drawing A-02 Rev 1 . During construction these levels may be adjusted according to the existing terrain and utilities conditions.
1.) Is there a topographical study done? This is needed in order to determine what amount of site work (cut/fill) is to be done? This can become a differing site condition if it is assumed that I am going to backfill 10m3 and it really needs 50m3 of fill to get the correct floor elevation! Please provide us a topographical study or establish a fixed unit rate for m3 backfill.. It is impossible to assume how much fill without the engineering data – this can’t be done based on a visual site visit!
Please refer to drawing A01 Rev 1, where the isoelevation contour lines of the topographical survey are shown and slod refert to answer to question No 19.
Specifications Section 08 87 23.13 Safety Films – Is this specification applicable? It is requesting a 3 year warranty for fragment retention film material? It is not call for in the drawings. Please clarify what is the intent of this specification?

Specifications Section 13 34 19 Section 1.3.1 States that an inspection visit will be held at the containers yard, in order for the COR to previously inspect and approve, the containers that will be purchased for the project. by the CONTRACTING OFFICER’S REPRESENTATIVE. This is a bit subjective and lacking in criteria for approval. If the COR goes to the site and says that a container is not approved, yet I quoted this container then it’s a differing condition. As long as the container meets the specifications then it should be acceptable.
The offeror shall follow the specifications and contract documents as specified, on Section 13 34 19 Paragraph 1.1 System description, General and Paragraph 1.3.1, Inspection and Approval of Containers, Quality Assurance.

The submittal Register seems excessive for the size of the project in which there are many requirements and submittals being requested in which are not applicable to the project. The submittal register seems cut and paste from another project – can a revised submittal register be provided more applicable to the project to fully understand what INL is really requiring as far as submittals are concerned. To fully comply with this submittals implicates time and effort which has an added cost to the project and thus will create and unfair situation in which the local contractor will most likely not comply with all the solicited information!
