Threat Investigations and Analysis The Diplomatic Security Directorate of Threat Investigations and Analysis analyzes, assesses, investigates, and disseminates information on threats directed against U.S. diplomatic personnel overseas and domestically.
New 24x7x365 open source intelligence initiative Focused on domestic equities and protectees Information must be protected and used in strict compliance with the Privacy Act of 1974 and other federal and agency regulations regarding the handling of personal and law enforcement sensitive information.
All sources of publicly available information (including international) Consist largely of specialists and analysts Specialists will monitor for content of concern and threats and pass (“tip”) the information to the analytical team Analysts will vet information passed from the specialists for accuracy, relevance, and timeliness through a variety of commercial and USG databases.
Information will be passed to appropriate DS office or USG partner, as appropriate Phased plan for staff build-up Approximately 69 personnel (total) by the end of FY2021 Personnel will be mix of foreign service, civil service, personal services contractor, and third-party contractors
“Domestic equities and protectees” include, but are not limited to, DoS VIPs, DoS facilities, visiting high level foreign dignitaries, and foreign mission facilities located in the U.S.
Foreign Service personnel will include Special Agents.
Monitoring and Analysis Monitoring DS-designated priorities focus on the safety and security of State Department equities (such as facilities and personnel) Domestic equities are numerous – several high profile protectees and hundreds of facilities throughout the U.S.
Monitoring will look for threats (direct and indirect) towards designated DS equities, not simply provided a news digest or headline summary, etc.
Indirect threats include significant events that may affect the safety and security of Department facilities or personnel Analysis Generally tactical assessments of potential threats to DS equities with very limited strategic analysis of online trends, public perception, etc.
Assessments will use publicly available information as well as government data to vet the information provided by the monitoring specialists before communicating it to the appropriate DS or USG entity.
DS will provide the tools and tool-specific training
Note: the office is focused on domestic monitoring priorities, but there is an overseas support component within the office to provide domestically-based reach-back support to DS security personnel overseas.
