Questions and Answers- MLDL 19AQMM18R0163

1. Page 9 - Please clarify CLIN 4 and CLIN 5. In the tables on pages 5 - 8 and in the RFP Technical Evaluation Criteria document, CLIN 4 is listed as Travel and CLIN 5 as Indirects, but on page 9 in the RFP under "PRICING" the CLINs are reversed (CLIN 4 as Indirects and CLIN 5 as Travel).

This has been corrected please reference amendment one to 19AQMM18R0163.

2. Please clarify the plug figures that offerors should use in their cost proposals. Different amounts are listed for the plug figures on page 20, Section 2.8.6 IN-COUNTRY SUPPORT & SPECIAL PROJECT FUNDS, the tables on pages 5 - 8, and in the RFP Technical Evaluation Criteria document, on Page 10.

This has been corrected please reference amendment one to 19AQMM18R0163.

3. P. 31 of the RFP "Cost/Price Format" states to use the provided Excel spreadsheet. Can INL please provide this spreadsheet?

This has been corrected please reference amendment one to 19AQMM18R0163.

4. P. 32 - Proposal submission states offerors should submit 3 hard copies, while the evaluation criteria states 1 hard copy. Can INL please clarify whether one or three copies should be submitted?

This has been corrected please reference amendment one to 19AQMM18R0163 the government no longer requires hard copies.

5. When does the Govt intend to award this IDIQ?

The government intends to award this stand-alone contract as soon as possible. An exact date is almost impossible to determine at this time.

6. Since the offeror will be employing local nationals, will the offeror be expected to be licensed and registered in Liberia?

Yes, amendment one has been updated to include this requirement clearly.

7. For transparency and fairness, will the government provide position descriptions and qualification for the Program Officer, Program Assistant, Finance Assistants, Administrative and Logistic Personnel, and Driver positions?

No. Those positions are expected positions based off of current staffing however, the contractor would propose their own position descriptions and qualifications based off of their technical plan and strategy to achieve the requirements and their proposal.

8. For transparency and fairness, will the government provide the appropriate LES pay range for the Program Officer, Program Assistant, Finance Assistants, Administrative and Logistic Personnel, and Driver positions?

The contractor is expected to know current market value and salary expectations for the requirements and qualifications for the staff it will propose. The government cannot assist with this.

9. With Phase III, the government requires the offeror to expand “to two additional counties, the Contractor is advised that they may not be successful with only one program management office and should select the number and location of offices wisely that offers coverage to all six counties”. However, in CLIN 2, the government only allots “Office Rent” for 2 lots. Is the offeror authorized to expand beyond 2 office locations in CLIN 2?

The contractor could propose more than two offices however, the expectation is that the Chief of Team and the Deputy Chief of Team would be managing an individual office location. Additional offices would require additional personnel to manage them and could increase costs beyond predictable expectations. The contractor should be thorough in its reasoning to justify more than two offices if more than two is proposed.

10. Will the government provide an extension until 12 July 2018 as a result of the updated information provided in the answers to the questions?

The government will not be extending the solicitation at this time.
