SUBJECT: Combined Synopsis/Solicitation - Request for Quote (RFQ) 192123FHQIHSCFSPC.01

Dear Industry Partners:

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, and under the authority of FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation, No. 192123FHQIHSCFSPC.01, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

The ICE Office of Acquisition Management (OAQ) anticipates that this combined synopsis/solicitation will result in award of a Firm-Fixed Price (FFP) Purchase Order (PO). This acquisition is a 100% Small Business (SB) set-aside. Quotes will only be accepted from SBs certified in the System for Award Management (SAM) as a SB for North American Industry Classification System (NAICS) code 336991 - Motorcycle, Bicycle, and Parts Manufacturing with a small business size standard of 1,050 employees at the time of proposal submission. The SAM registration must also be active at time of proposal submission in order for the quote to be accepted.

The Product Service Code (PSC) is 2340 - Motorcycles, Motor Scooters, and Bicycles.

1. DESCRIPTION

1.1. Description: DHS/ICE requires one (1) fully functioning and operational new electric/battery operated golf cart that meets ALL of the minimum specifications/requirements described in Attachment 1 – Statement of Work (SOW). The golf cart must be new. Refurbished or used golf carts are not acceptable.

1.2. Place of Contract Performance: The place of performance/delivery location is:

1.3. Period of Performance: Delivery shall be Free on Board (FOB) destination and must be made within 45 days or less after receipt of order (ARO).

2. SOLICITATION GENERAL INFORMATION

2.1. General Conditions. The ICE OAQ is releasing this RFQ in electronic format only. The

Government will not be obligated to pay any costs incurred by a quoter in preparation and submission of a quote in response to this solicitation. A quoter who includes data in their quote that it does not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall prepare text conforming to paragraph (e) of the provision at FAR 52.215-1, Instructions to Offerors - Competitive Acquisition. Quoters shall fully understand and accept these terms, as well as all other terms and conditions stated herein, before deciding whether to participate in this solicitation.

3. SOLICITATION SUBMISSION INSTRUCTIONS

3.1. Submissions. Unless otherwise indicated in this solicitation, all submissions shall be provided electronically to all Points of Contact (POCs) listed in Section 3.2 of this RFQ. Electronic copies shall be formatted using Microsoft Office with file names that are consistent with the structure of the quote. All submissions must include the RFQ number in the subject line of the e-mail.

Omission of any information from these submission requirements may result in rejection of the quote.

3.2. Government Points of Contact (POCs). Unless otherwise indicated in this RFQ, all correspondence and submissions relating to this solicitation shall be directed to the Government Contracting Officer and Contract Specialist identified below:

3.3. RFQ Questions. The cutoff date for questions relating to this RFQ is August 18, 2023, at 5:00

PM Eastern Time (ET). Quoters shall email questions utilizing Attachment 3 – Quoter Questions to the POCs cited RFQ Section 3.2. Questions submitted after the cutoff date may be mailto:Genna.Braden@ice.dhs.gov mailto:Jenna.Wiley@ice.dhs.gov responded to at the discretion of the CO. Please be advised that the Government reserves the right to publish those questions and answers to all prospective quoters. As such, quoter’s should refrain from including proprietary information in their questions. Please note, the Government may not provide a response to every question received.

3.4. Submission Due Date. Quotes shall be emailed to all POCs cited in Section 3.2 no later than

Thursday, August 24, 2023, at 12:00 PM ET. Submissions must be received no later than the date prescribed above. Submissions received after the date prescribed above will not be considered “responsive” and will not be accepted or evaluated. Further, quoters shall only submit one (1) quote. Should a quoter attempt to submit multiple quotes, only the most recent submission will be evaluated.

3.5. Quote Preparation. Quoters shall follow the below quote preparation instructions.

3.5.1. Page Limitations. Submissions shall not exceed seven (7) pages. The title page, table of contents, table of figures, list of tables and glossary of abbreviations & acronyms do not count against page count limitations. Quote contents that exceed the stated page limitations will be removed from the quote by the CO prior to turning the quote over to the Government evaluation team and will not be considered in the evaluation.

3.5.2. Format. Print shall be on 8½” x 11” paper (except as specifically noted). Print shall be of a minimum 12-point font. Graphic presentations, including tables, while not subject to the same font size and spacing requirements, shall have spacing and print that is easily readable. All submissions shall be provided electronically.

3.5.3. Contents. Quoters must include extended specifications, manufacturer name, part numbers, etc. that readily illustrate the quoted product meets all of the minimum specifications/requirements outlined in Section 2.1 of the SOW. This information is REQUIRED in order for a quoter’s submission to be deemed ‘responsive’ and to be evaluated/considered for award. The quote shall only include extended specifications, manufacturer name, part numbers, etc. for one (1) type of golf cart, i.e. the submission cannot include multiple different types, brands, etc. of golf carts. Quotes that include more than one (1) type, brand, etc. of golf cart will not be evaluated. Note, recycled, refurbished, used, or grey market item(s) are not acceptable.

Quoter shall submit pricing that outlines the total cost for all equipment, deliverables, etc.

outlined in the SOW, i.e. inclusive of all costs associated with this effort. The quoter shall not hide any cost cells and provide viewable formula access to all cells if applicable. Quoters are encouraged to offer the best discount available. The quote shall include the delivery timeframe. Shipping/delivery costs, if any, must be included in the overall price.

The Government intends to evaluate quotes and award a contract without discussions with quoters. Therefore, the quoter’s initial submission should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the CO to be necessary. Any conditional assumptions taken with respect to the requirements and the RFQ shall be fully explained in the quote.

4. BASIS FOR AWARD, EVALUTION FACTORS, AND EVALUATION METHODOLOGY

4.1. Basis for Award. The Government anticipates awarding a single award Firm Fixed Price (FFP) Purchase Order (PO) for the requirements described in Attachment 1 – SOW to the quoter whose quote offers the best value to the Government in terms of the evaluation factors described below. The Government intends to evaluate responsive quotes to this solicitation using the

Lowest Price Technically Acceptable (LPTA) process. Quotes that are not deemed responsive will not be evaluated. Quotes are considered responsive if they meet all of the below conditions:

1. The quote was received on or before the submission due date and time cited in

RFQ Section 3.4.

2. The quoter has an active SAM registration.

3. The quoter is certified in SAM as a SB for NAICS code 336991 - Motorcycle, Bicycle, and Parts Manufacturing

4. The quote included extended specifications, manufacturer name, part numbers, etc.

4.2. Evaluation. Responsive quotes shall be evaluated in order of total price (lowest price first) until a technically acceptable quote is determined. Responsive quotes will be evaluated for acceptability only. A responsive quote shall be determined to be technically acceptable or unacceptable based on the rating definitions in the table below. The technically acceptable quote will then have its price evaluated for reasonableness. All responsive quotes may not be evaluated at the Government’s discretion.

Rating Definitions:

Acceptable The quotation offers a product that meets or exceeds all of the minimum specifications/requirements outlined in Section 2.1 of the SOW.

Unacceptable The quotation:

1. Does not offer a product that meets all of the minimum specifications/requirements outlined in Section 2.1 of the SOW and/or,

2. Offers recycled, refurbished, used, or grey market items.
