STATEMENT OF WORK
Maintenance and Monitoring of HVAC Units Cyber Lab
1.0 Scope/Objective
This requirement is to obtain a HVAC preventative maintenance and monitoring service per the manufacturer’s recommendations and 24x7 monitoring service for eight (8) Liebert machines which includes: five (5) each 3 Ton Split Evaporator Liebert Mini Mate II Precision Cooling System and three
(3) each 5 Ton Liebert Precision Cooling Chilled Water Units at the Cyber Lab located at the Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Special Agent in Charge, San Juan, Puerto Rico, 7 Tabanuco Street Guayanbo, Puerto Rico.
2. Non-Personal Services The Contractor shall provide all management, supervision, labor, transportation, supplies, and equipment to provide monthly HVAC preventative maintenance and monitoring service in accordance with the requirements of this solicitation.
3.0 Period of Performance
The Period of Performance shall be from Date of Award for a one-year period, with four (4) one-year option periods.
4.0 Scope
4.1. The contractor shall provide monthly HVAC preventive maintenance for eight (8) Liebert units consisting of three (3) each 5 ton and five (5) each 3 ton machines located at the San Patricio Office Center located at 7 Tabanuco Street Guaynabo, Puerto Rico. Maintenance shall be performed according to the manufacturer’s recommended procedures as stated in the Liebert service manuals.
The eight (8) each Liebert units consists of five (5) each three-ton split evaporator Liebert Mini Mate II Precision system model# MMD36E7PHSDG with serial numbers: Y11HBI3566, Y11JBI3585, Y11HBI3571, Y11HBI3572, Y11HBI3564 and three (3) each five-ton Liebert Precision Cooling Chilled water units model# MMD92DCAHELG with serial number Y15EBI0165, Y15EBI67 and Y15EBI71.
4.2. The contractor shall provide all labor, equipment, parts and materials that will enable the contractor to remote monitor any HVAC malfunctions via automated alarm. Coverage is to be 24 hours per day, 7 days per week, and 365 days per year. The contractor shall work with the government POC to establish access to the monitoring system to contractor personnel as designated by the government.
4.3. Monthly Report: The contractor shall provide a monthly written report on each unit's status of all air conditioning units verified during preventative maintenance and of all work performed during that reporting period and submit the report to the government point of contact (POC). The monthly report shall indicate the model, serial number of equipment serviced, date of service, status of the units, the name of the service representative, the services performed and parts replaced.
4.4. On Call/Service Hours: The contractor shall be available to provide service around the clock, on call 24x7. The contractor shall be available to review system alarms either remotely or onsite. As determined by the alarm alert, the contractor shall respond telephonically within one hour and provide on-site service

within three hours to restore the system in response to system failures. The contractor shall provide the necessary qualified personnel to assess equipment and perform any maintenance that may be required. In the event that the contractor deems that an alarm alert warrants an onsite visit in order to prevent the damage of government property or equipment, the contractor shall coordinate to visit the restricted site with the POC or designated ICE/HSI/Cyber Lab Special Agent as delegated in writing by the government.
4.5. Spare Part Kit: The contractor shall maintain, at their location, an all-new spare parts kit that will enable them to provide immediate remedial to any damaged part(s). Due to the nature of equipment within this government installation, no unit shall remain inoperable or with degraded cool air output for longer than 2 hours unless otherwise coordinated and approved by the government. The contractor and Government shall maintain a spare parts inventory for each separate unit which shall be reviewed on a quarterly basis to verify parts availability.
5.0 Qualifications
5.1. To be considered eligible for consideration, bidders shall have been engaged in maintaining/servicing the equipment listed (Liebert Mini Mate II and Liebert Precision Cooling Chilled Water Units) for a minimum of three (3) years and shall be factory certified by Liebert as a certified customer engineer to offer maintenance to all Liebert equipment. If a subcontractor is used, the subcontractor shall be factory certified by Liebert as a certified customer engineer to offer maintenance to all Liebert equipment as well.
5.2. Contractor shall provide a copy of training maintenance certificate for the specific model listed in paragraph 5.1 before starting work as specified in this Statement of Work.
5.3. Contractor shall provide, upon request, evidence of appropriate training of any field service representatives including subcontractors providing services under the terms of this contract
6.0 Follow all building security and access guidelines: All contractor personnel shall follow the onsite security rules mandated by the U.S. Government representative. The machines are located within a secure site. Unescorted access to the facility is strictly prohibited. Contractor will be furnished with the name of an onsite point of contact in order to exercise response to emergency alarms. The U.S. Government representative will assist contractor personnel with access to the Cyber Lab as required. In no case may air conditioners or parts be taken off the premises without formal written permission of the government.
7.0 U.S. Government Representative: Contractor shall coordinate services with the government POC.
POC is the point of contact for this contract. Contractor will keep the POC informed of any issues that could impact this statement of work. POC will be identified at time of contract award.
8.0 Contractor Personnel Supervision: Contractor shall be responsible to supervise his/her personnel.
For security reasons all work to be performed within the cyber lab will be done under the supervision of an authorized ICE/HSI/Cyber Lab Special Agent.
