STATEMENT OF WORK
PROGRAM: INL ARAVI
1. DESCRIPTION
Acquisition of training modules in electronic, electrical, avionics, instruments, communication, and aeronautical navigation skills, to be installed at the Police Aviation School in San Sebastián de Mariquita (Tolima).
2. OBJECTIVE
Acquisition of training modules in electronic, electrical, avionics, instruments, communication, and aeronautical navigation skills, allowing with this to qualify the initial technicians significantly raising the quality and safety standards, to support the training of specialists in Electrical Systems and Instruments (TEEI).
3. PERFORMANCE PERIOD
The period of performance for the delivery of the equipment shall be no later than 3 months from the date of contract award. The training shall be provided no later than three weeks after the date of delivery of the equipment for a total of 40 hours of training. Training model software updates shall be provided over a two-year period beginning on the date of delivery and acceptance of the equipment.
4. PLACE OF PERFORMANCE
The training modules must be delivered and installed at the Police Aviation School in San Sebastián de Mariquita (Tolima), where the temperature range averages 35 degrees centigrade.
5. TERMS OF SERVICE, TECHNICAL SPECIFICATIONS
The instructional equipment in electronic, communication and aeronautical navigation systems will require the following technical specifications for their correct operation:
5.1. Technical specifications:
The equipment required for the avionics laboratory must have at least:
• The system must allow the minimum and simultaneous training of fifteen (15) users distributed as follows: Four (4) users in the electronics / electrical module, four (4) in electromagnetism / magnetism, three (3) in avionics that include instructor station and four (4) for Transponder and static Pitot instrumentation, through custom-made theoretical-practical exercises.
• The modules must have the portability and mobility capacity that guarantees quick and easy relocation and configuration in training spaces.
• Each module must guarantee the simultaneous training of a minimum of two (2) users regarding electronics / electrical, electromagnetism / magnetism and avionics. For the
Transponder and Static Pitot instrumentation module, each module must guarantee the training of at least one (1) user.
• Each module must be accompanied by the necessary computer equipment to carry out the normal instruction tasks.
• The offeror must submit a proposal for the complete training system.
• The system must have at least:
1. Two (2) laboratory modules for training in electronic and electrical skills and competencies with the following characteristic:
▪ Console with a minimum of three (3) interchangeable positions that functions as a primary platform to develop electronic experiments, using computer-aided instruction and the ability to use experiment cards in three (3) interchangeable positions.
▪ Dimensions: 17.3”W (44cm) 12.6”D (32cm) 4.7”H (12cm)
▪ Weight: 11 lbs. (5 kg)
▪ Accompaniment of virtual learning content for each of the cases studied.
▪ The module must have sets of experimental cards for Electronics and Electrical, of varied and specialized practices for use in the interchangeable console with the following minimum quantities:
• DC Circuits (x 13)
• AC Circuits (x 20)
• Analog Circuits (x 36)
• Digital Circuits (x 17)
• Avionics and Communications (x 6)
• Electronics in aircraft (x 6)
• Experimental welding (15 Types of consumables)
• Filters in circuits (x 4)
• Wire and connectors (+ 20 Types of consumables)
• Electrical in aircraft (x 14)
• Aircraft electronic systems (x11)
▪ The module must have a virtual support training system, minimum with the following themes:
• General principles of aircraft
• Secure electrical wiring
• Differential transmitters
• Troubleshooting procedures
• Measurement
• Physicist.
▪ Each module must have one (1) computer hardware system that allows its control by
Laptop with the following minimum characteristics:
• Operating system: Windows 10 (64 bit)
• Processor: Last generation processor with at least two cores and optimal performance characteristics for continuous operation.
• Memory RAM: 12 GB – Hard disk: 1TB
• Screen: 15.6 inches - HD
• Connectivity: bluetooth, sd, usb 2.0, usb-c, wifi
▪ Each module must be delivered with the following complementary equipment:
• One (1) Multimeter. The digital multimeter provides the student with an instrument to measure voltage, current, and resistance. Range selection is automatic and can also be selected manually. Features:
o 3 ½ digit display on screen.
o DC Voltage:
Range - 0 to 1000 Volts.
Precision - mV ±(1.0% + 3 dígit), V ±(0.5% + 1 dígit) Impedance: ≥10 MΩ o AC Voltage:
Range - 0 a 750 Volts.
Precision - mV ±(1.3% + 5 digit), Volt ±(1.0% + 4 digit) Impedance: ≥10 MΩ o Current DC:

Overload protection: 1000 VDC / 750 VAC Diode test, continuity test
• One (1) Oscilloscope: Digital oscilloscope with color LCD screen. Key features include easy-to-use menu operations, compact size, ergonomic and convenient design.
o Vertical channels: 2 o Range: 2 mV/Div – 5 V/Div o Bandwidth: DC – 50 MHz (-3dB) o Imput Impedance: 1 MΩ o Input couplings: AC, DC and ground.
o Polarity: Normal and inverted.
• One (1) Signal generator. The function generator provides the student with an instrument to generate external signal sources. Provides sine, triangle, square, ± pulse, and ± ramp waves with a frequency range of 0.2 Hz to 20 MHz.
o Duty cycle: 20% to 80%.
o Modes: Normal, AM, FM.
o Output characteristics:
Level: 10Vpp, 20Vpp Attenuation: -20dB DC Offset: ±5 V, ±10V o Power requirements: AC 115V ±10%, AC 230V +10%/-15%, 50/60Hz
• One (1) logical test. Instrument to detect, memorize and display logic levels, pulses and transient voltage in logical and unique mixed family of systems o Imput Impedance: 100K Ω o Minimum detectable pulse width: 50 ns.
o Maximum input signal frequency: 10 MHz.
o Input over voltage protection: ± 40V continue 117VAC for less than 15 seconds.
o Power requirements: 5V Vcc @ 30mA, 15V Vcc @ 40mA, 30V max.
o Dimensions: 15.37cm L x 2.54cm W x 1.78cm D.
2. Two (2) laboratory modules for training in magnetism and electromagnetism skills and competencies, with the following characteristics:
▪ Console – Magnetism and Electromagnetism topics with a training module that allows students to present practical and updated applications in magnetism and electromagnetism. The module must guarantee student practice in:
• Magnetic bornes
• Magnetic lines of force
• Electromagnet – Solenoid
• Control circuit
▪ Enhancer
▪ The module must have a training program that guarantees students familiarity with all the components of the board, as well as the ability to isolate, identify and test series of circuits.
▪ The module must have a virtual support training system based on a course with units based on the complexity of the subject and that submits the student to a pre-test of at least fifty (50) questions and concludes with a subsequent test with at least fifty (50) questions.
Each unit must have a fundamentals section followed by a series of exercises that allow students to apply the fundamentals information. Each exercise should conclude with a set of gradual revision questions. Units must conclude with an evaluation of at least ten (10) questions.
▪ The virtual support training system must have an estimated duration of ten (10) hours minimum.
▪ Each module must have one (1) computer hardware system that allows its control by
Laptop with the following minimum characteristics:

3. One (1) laboratory module for training in avionics systems skills and competencies, with the following characteristics:
▪ Module with the ability to provide practical and instruction in aeronautical electronics and avionics. This should be aimed at providing students with practical experience with Airplane
Avionics, and should be made up of the following minimum components:
• One (1) Basic avionics package IFR
• One (1) Standard radio NAV/COM
• One (1) Transponder
• One (1) ADF system with indicator
• One (1) Audio Panel
• One (1) ILS/VOR Indicator
• One (1) Intercom with double headsets and microphone
• One (1) Marker Beacon receiver
• One (1) Tester VOR, COMM, Marker Beacon, glide slope y localizer
▪ The module should include a avionics package of flight rules (IFR) with fully functional components, as well as:
• One (1) an instructor panel with enabling for troubleshooting practice.
• One (1) system manual with technical specifications and circuit diagram.
▪ The module must guarantee that all its components can be placed in a personalized way on a mobile workbench.
▪ The module must include one (1) computer-based training package.
▪ Minimum module dimensions: 34"l × 37"d × 80"h
▪ The module must have two (2) computer hardware systems that allows its control and the installation and operation of the computer-based training package simultaneously, by
Laptops with the following minimum characteristics:
• Operating system: Windows 10 (64 bit)
• Processor: Last generation processor with at least two cores and optimal performance characteristics for continuous operation.
• Memory RAM: 12 GB – Hard disk: 1TB
• Screen: 15.6 inches - HD
• Connectivity: bluetooth, sd, usb 2.0, usb-c, wifi
4. Four (4) laboratory modules for training in transponder instruments and static pitot competencies and skills, with the following characteristics:
▪ Each module must be a portable and autonomous workstation for transponder training and certification of static pitot systems.
▪ Each module must be built with a welded steel chassis which must be connected to a static port and a pitot tube, using accessories approved by the aeronautics.
▪ The module must have at least the following elements:
• One (1) altimeter
• One (1) V.S.I: Vertical Situation Indicator
• One (1) Airspeed Indicator
• One (1) Decoder
• One (1) Collins Transponder
▪ The module must be powered by 14 VDC, supplied through a power receptacle.
▪ The module must have (1) an RF connector connected to the transponder test set connection.
▪ The configuration of the trainer should guarantee its initial availability with the instruction without implying additional connections or complex configurations.
5.2 Upgrade Specifications:
The contractor must update the training modules that apply according to their latest version as required. Update all the equipment during the following two years after the delivery of modules.
5.3 Training Specifications:
Operation and maintenance training:
The contractor must train and certify all instructors in the operation of the equipment, troubleshooting, performance evaluation, etc.
The contractor must train and certify at least ten (10) people in everything related to the operation, preventive maintenance and correct maintenance of the modules. The contractor is required to provide a minimum of 40 hours of training in Spanish language.
5.5 Warranty:
• A minimum of 24 months warranty after delivery.
• A minimum of 24 months maintenance service.
• Must provide support to repair and / or replace any parts worn due to standard use of equipment.
• The selected company must provide a guarantee against manufacturing defects or poor quality of its components.
6. OTHER REQUIREMENTS
The company contracted to acquire the purchase of training modules in electronic, electrical, avionics, instruments, communication and aeronautical navigation competencies, must provide user manuals, technical and administrative manuals, and the type of connectivity required for the proper use of the tool in each of the training equipment.
The equipment and all its components must be in optimal unused condition at the time of delivery and ready to be used by the instructors.
7. LANGUAGE
The training of the use of the modules in electronic, electrical, avionics, instruments, communication and aeronautical navigation skills, operation as maintenance, must be in Spanish language.
8. ACCEPTANCE CRITERIA
The Contractor SHALL comply with all written requirements on this document. – The delivery of the modules must be in Colombia. The contractor must have a technical representative in Colombia to guarantee advice and guarantee on time. The contractor must have 5 years of experience in providing similar services.
