In Appendix A, Section 1, you talk about “a version of this software must be pre-existent and functioning in a minimum of three of the six listed Justice Sector Operators in
Mexico”. Should we develop this pre-existent software from scratch?

o There are packages in the market that are being used by the Government of
Mexico
