1. After reviewing the contract it lists four products (see below) that we plan to bid on. However, it does not list the only product you currently purchase from us which is Clarifloc WE-1503 can this product be added to the bid?
c. Contractor shall be able to provide four different polymers as follows: C-9545 Polymer, C-6288 Polymer, C-9455 Polymer, C-6266 Polymer (salient physical, functional, or performance characteristics listed below). The Government will determine which polymer shall be delivered. (This is based on which polymer will best serve the needs of the NIWTP). Tests and studies may need to be conducted at a later date.
Government response: The SOW describes the properties required for the acceptable types of polymer.
I wanted to reach out to you and ask if the defined quantity section (below) listed under Statement of Work (SOW) could be amended to the quantity delivered and weighed on certified scales? The current system utilized at USIBWC of an employee climbing a ladder using a measuring tape to identify amount delivered in a tank that is expanding and contracting with volume, pressure over tank life, fluctuations in temperature etc. in our opinion is not as accurate as the industry standard method of the bulk truck having been weighed on certified public scales and using the net lbs. delivered to base the Total amount. Please review if this change can be made as it would streamline billing replacing the current system of back and forth.
- The amount of lbs. measured on certified scales is industry standard across the U.S.A. because it is the most accurate method known.
Government response: We measure and pay based on what gets delivered to the storage tank and not what gets loaded in the delivery tanker. Calculating the volume based on field measurements is as accurate as any other method so we are not inclined to change it. The bidder needs to quote the price based on this understanding. Thanks
2. Will you accept “Or Equals” for the polymer bid?
Government response: The SOW describes the properties required for the acceptable types of polymer.
Also, what is your current usage and price per lb?
The SOW states the projected usage of 1,700 gals per month. We decline to provide the current contract price per lb.
