United States International Boundary and Water Commission (USIBWC) Nogales Field Office

STATEMENT OF WORK (SOW)

FOR

THE BULK NEAT POLYMER

June 21, 2018

1 Background

The United States International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The NIWWTP currently treats approximately between 14 and 16 Million Gallons per Day (MGD) of raw sewage entering from Nogales, Mexico, Arizona and Rio Rico Az. The NIWTP has been upgraded to provide Biological Nutrient Removal (BNR). The Waste Activated Sludge (WAS) is sent to the Rotary Drum Thickener for thickening followed by open pit aerobic digestion or sludge can be sent directly to open pit aerobic digestion. Digested sludge flows from the aerobic digester to the waste sludge storage pond to be pumped into two belt filter presses for polymer assisted sludge dewatering. Belt Press systems and Rotary Drum Thickening systems do not work without polymer to assist in dewatering sludge into biosolids. If biosolids cannot be produced, it will cause both the aerobic digester and waste sludge storage pond to overflow creating a serious human and environmental hazard. This contract is for the purchase of bulk neat Polymer as detailed under article 3 titled “Scope of Work”.

2 Project Location

The USIBWC NIWTP is located in Rio Rico, Santa Cruz County, just north of Nogales, Arizona. The treatment plant is situated between the Santa Cruz River that is to the east and Arizona Highway 19 to the west. There is a railroad track between the highway and the treatment plant. Of particular importance to the contractor, please note rail road deliveries block entrances at random times for various commercial deliveries. It may affect the entry to the plant and exit from the plant of the contractor’s equipment and personnel.

3 Scope of Work

The contractor shall supply and deliver liquid “neat” Polymer in bulk form for dewatering aerobic digested sludge. Contract shall be for one (1) base year and four (4) option years.

1. Delivery information- Destination

a. Delivery shall be in bulk form and placed in a storage tank (4,100 gal. capacity) at the NIWTP located at destination: 865 Rio Rico Industrial Park Rio Rico, Az. 85648.

b. Polymer projected usage is approximately 1700 gallons per month. Contractor shall guarantee delivery within 14 days of notification of shipment request. Deliveries shall be on a needed basis. Delivery hours shall be between 07:30 am and 3:00 pm Monday thru Friday excluding Federal holidays. USIBWC is under no obligation to purchase any specific amount of product.

c. Contractor shall be able to provide four different polymers as follows: C-9545 Polymer, C-6288 Polymer, C-9455 Polymer, C-6266 Polymer (salient physical, functional, or performance characteristics listed below). The Government will determine which polymer shall be delivered. (This is based on which polymer will best serve the needs of the NIWTP). Tests and studies may need to be conducted at a later date.

Four different types of polymer shall be provided as follows:

(1) Typical properties of C-9545 Polymer

Physical form- Milky White Liquid
Density- 8.5 to 8.7 lbs/gal
Cationicity- 60%
% Active- 42
Viscosity (0.5% Sol’n)- 700-850 cPs
Freezing Point- 7 F. (-14 C)
Flash Point- >200 F. (>93 C)

(2) Typical properties of C-6288 Polymer

Physical form- Milky White Liquid
Cationicity- 80%
% Active- 46
Freezing Point- 7 F. (-14 C)
Flash Point- >200 F. (>93 C)

(3) Typical properties of C-9455 Polymer

Physical form- Milky White Liquid
Density- 8.59 lbs/gal
Cationicity- 45%
% Active- 40.2
Viscosity (0.5% Sol’n)- 1000-1500 cPs
Freezing Point- 7 F. (-14 C)
Flash Point- >200 F. (>93 C)

(4) Typical properties if C-6266 Polymer

Physical form- Milky White Liquid
Density- 8.5 to 8.7 lbs/gal
Cationicity- 60%
% Active- 41
Viscosity (0.5% Sol’n)- 300-2000 cPs
Freezing Point- 7 F. (-14 C)
Flash Point- >200 F. (>93 C)

d. Contractor shall be required to provide all necessary equipment including trucks, trailers, pumps, hoses, as necessary to get the Neat Polymer pumped into the site storage tank.

e. The contractor shall be responsible for all maintenance activities and expenses related to trucks, trailers, and other equipment needed to deliver polymer pump into the site storage tank.

f. The contractor shall ensure that all necessary equipment for delivery and pumping is in safe working condition and that all inspections are performed as required by any regulatory agency having jurisdiction.

4. Ordering Information

Delivery orders shall be placed against this Indefinite Delivery Indefinite Quantity (IDIQ) providing the following provisions are complied with:

1. Only authorized individuals or activities designated may place delivery orders under this IDIQ (designation to be provided at contract award). All delivery orders are subject to terms and conditions of this IDIQ. In the event of conflict between a delivery order and this IDIQ, the IDIQ shall take precedence.

2. Contractor shall acknowledge receipt of delivery order and quantity within 1 business day of award.

3. The contractor shall provide a delivery ticket/invoice that contain at a minimum

i) Contractors name,

ii) Contract number,

iii) Name of authorized individual placing the order,

iv) Sate of the order,

v) Date of delivery,

vi) Itemized list of supplies furnished, and

vii) Quantity, unit price, and total cost of each item, less any applicable discounts

5 Definite Quantity

1. At the time of the delivery order the Government is requiring a definite quantity; the quantity delivered is not to exceed the quantity ordered in the delivery order, and shall be the actual volume delivered into the site storage tank.
