Statement of Work (SOW) Ophthalmic Surgical Microscope and Technical Support, Preventive Maintenance and Repair Services
1. Purpose
The Indian Health Service (IHS), Phoenix Area Office (PAO), Division of Acquisition Management (DAM) is procuring for an Ophthalmic Surgical Microscope and Support, Maintenance and Repair Services for the Integrated Surgical Services (ISS)/Operating Department (OR) Department at the Phoenix Indian Medical Center, Phoenix, AZ. This ophthalmic surgical microscope will replace the end of life cycle ophthalmic microscope purchased back in 1996.
2. Scope
On average ISS/OR Department does about 30-40 eye cases per month utilizing the current ophthalmic surgical microscope. The purchase of an “New” ophthalmic surgical microscope with the latest technology would not only ensure cases would not be cancelled due to mechanical failure but would also increase the number of eye cases to include glaucoma cases the surgeons are currently unable to perform due to poor visibility and rotation of the outdated current ophthalmic surgical microscope.
3. Background
The current ophthalmic surgical microscope is extremely difficult to move with an unsteady base that easily tips in transport providing a work hazard to employees who have to move it multiple times in and out of the OR during the week and back and forth in the room between each case. It also is hazardous to the patient and surgeon during surgery when there is a need to move the scope during a surgical procedure.
In addition, multiple cases have been cancelled because the ophthalmic surgical microscope has had the following repair issues: pedal becomes inoperable, mechanical failure on the zoom magnification, and hydraulics have lost function in the neck of the scope making it inoperable.
