Dear Sirs, USAID Macedonia is seeking your Quote for the supply of IT Equipment and Software.
Terms and Conditions of the Purchase
1. Funding Source The Funding Source for this purchase is USAID Macedonia.
2.
Product Source Eligibility
Any area or country except the foreign policy restricted countries, namely: Iran, Iraq, Syria, North Korea, Laos, Cuba and Libya are authorized source countries or areas.
3.
Product Description and Quantity
· See enclosed IT Equipment and Software Specifications.
· 220/Volt/50Hz Equipment operating power option is desirable, but 110V is acceptable as well.
4.
Price Presentation
In preparing the Financial Proposal, the bidder is expected to take into account the:
· Cost of the items; and
· Delivery requirements outlined in this document.
The delivery destination for the goods is Airport Skopje, Republic of Macedonia, thus the total delivery price should include:
(a) Freight Charge
(b) Insurance cost
(c) Other eligible expenses 5.
Awards Multiple US Government Purchase Order/Contract awards are expected to be made against this solicitation. The totally requested quantity of each item is the Minimum quantity that may be ordered. In case a complete and competitive quote is received – single award shall be made respectively.
6.
Price Validity
The quote must be expressed in $US and must remain valid until at least April 11, 2008.
7.
Payment
(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.
(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR Part 1315.
(3) Electronic Funds Transfer (EFT). If the Government makes payment by EFT, see 52.212-5(b) for the appropriate EFT clause.
8.
Warranty
A three-year warranty is requested for all computer/network equipment and a one-year warranty for all peripherals, such as printers and scanners.
9.
Selection The quote(s) shall be evaluated on the best value principle on the following bases:
a) Completeness of the quote(s)
b) Technical responsiveness of the offered goods
c) Warranty
d) Total Price 10.
Quotes Submission Quotes must be submitted to Mr. Rade Knezevic, EXO Procurement at rknezevic@usaid.gov on or before COB on 11 March 2008.
If in need of Additional Information
Any question(s) or items clarifications you might have in regard to this RFQ should be e-mailed to rknezevic@usaid.gov, NO later then February 29, 2008.
11.
Late Submission
Quotes received after the deadline will not be considered.
12.
Award Commitment This Request for Quotation is not a commitment that an award of contract will be made. USAID Macedonia will make no payment for cost incurred prior to entering into a contract.
USAID Macedonia reserves the right to reject any or all quotes, award only parts of them, split the requirements and award separate contracts and to negotiate with any source it may consider.

Language
All documentation should be in the English language.
14.
Important Tags
The bidders are requested to submit the EFT data and the DUNS Number prior to being issued a Purchase Order/Contract (the EFT form and DUNS number obtaining guidance are attached to this RFQ).
15.
Information
The winning offeror(s) will be submitting the following information before the issuance of purchase order/contract.
1. DUNS (D&B) Number:
All vendors doing business with US Government are required to register and provide Dun and Bradstreet (D&B) number. Contractors located within the United States can obtain their DUNS number (at no charge) by calling Dun and Bradstreet (D&B) at 1-866-705-5711 or via the internet at http://www.dnb.com. For contractors located outside of the United States, D&B has Information Service offices worldwide. To obtain the location and contact information of the local D&B office, those contractors can also visit http://www.dnb.com. FAR 52.204-6
2. Central Contractor Register: all vendors based in the US and doing business with Federal Government are required to register with the Central Contractor Register (CCR) http://www.ccr.gov/. In order to register in the CCR, a DUNS number is required.
3. Tax Identification Number: all vendors located in the US are required to submit their TIN.
4. US vendors should provide information on their socio economic status such as large business, small business, woman owned business, veteran owned business, HUBZONE business…etc.
You are kindly requested to confirm receipt of this RFQ and to provide information on whether or not you will submit a quotation.
