Q: In reference to the Subject solicitation how many full time courier drivers are included in the solicitation?

A: There is one full time courier position for this solicitation

Q: Does the Combined Synopsis/Solicitation under solicitation number 1645BC17R00001 contain requirements similar to a current contract?

A: Yes Q:If possible, please provide the current contract number.

A: DOLJ114R24106

Q: Or, is this a new requirement for the government?

A: No, it is not a new requirement

Q: Can the Government please provide the name of the incumbent contractor?

A: Banker’s Business Management Service

Q: Can the Government advise the length of time the incumbent has provided contracted courier driver services to meet this Department requirement?

A: the previous contract was for 1 year with 4 option periods

Q: Can the Government please advise the number of courier drivers it is requesting to provide the required service under this new contract requirement?

A: 1 driver

Q: Can the Government clarify its requirements regarding Key Personnel and any required resumes?

A: The driver is the only key personnel. The driver must meet the requirements in the statement of work. Adequate proof must be provided to show the driver meets those requirements. The solicitation is not requiring resumes.

Q: Can the Government clarify the types of volumes required for response to this solicitation (i.e., does the Government require a separate volume each for Technical Quote, Past Performance Quote and Price Quote? Will the Government accept the Past Performance as a section within the Technical Quote?)

A: Please see Addendum to FAR 52.212-1 in the solicitation.

Quote Content – Quotes must be valid for a minimum of 90 days and shall contain the following information in electronic format; no hard copy quotes will be accepted. The quotes shall consist of:

Technical Approach – the offeror’s response to the RFQ that addresses the requirement outlined in the SOW

Past Performance – The Government will evaluate past performance of 3 current or previous contracts for relevancy (within the last 3 years) based on how well the contractor performed on contracts of similar dollar value, scope, and complexity. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered into with Government agencies or private sectors.

Price Quote. Shall contain the items identified herein:

CLIN 0001 – 12 month Base period – 12 Months – Monthly rate + 1 hour OT rate CLIN 1001 – 12 month Option period 1 -12 Months – Monthly rate + 1 hour OT rate CLIN 2001- 12 month Option period 2 - 12 Months – Monthly rate+ 1 hour OT rate CLIN 3001 – 12 month Option period 3- 12 Months – Monthly rate + 1 hour OT rate CLIN 4001- 12 Month Option period -12 Months – Monthly rate+ 1 hour OT rate Q: Can the Government please advise whether there are any page limit requirements associated with any volume?

A: There are no page limits. This is a LTPA solicitation. The response must contain sufficient information to meet the technical requirements to be deemed technically acceptable. See 52.212-2 for specific requirements to be deemed technically acceptable.

Q: Can the Government advise whether there are any formatting requirements associated with any volume?

A: The required information is listed in the addendum to FAR 52.212-1

Q: If there is no separate pricing volume requirement, does the Government wish to have the SF1449 provided as a separate document with pricing and associated information appended?

A: Vendors may submit the price quote independent of the SF 1449, or use the SF 1449 for the price quote, as long as the information required in the solicitation is contained in the response.

Q: Typically information from SAM.gov (i.e., paragraph B “reps and certs”) is provided in a pricing volume. If only an SF1449 is required, does the Government wish to have this information provided with the Technical response or appended to the SF 1449 or provided separately? Please clarify.

A: The information may be provided either with the SF1449 or with the pricing quote, as the responding party wishes to format, provided all of the information required in the solicitation is contained in the response.
