Statement of Work

For

Geotechnical Services in

Jacumba, CA

U.S. Border Patrol

Program Management Office Directorate (PMOD)

Date: 8/13/2024

1.0 BACKGROUND

The Federal Aviation Administration Logistics Center in support of the United States Border Patrol (USBP), requires technical design, engineering, geophysical and geotechnical services to provide the design, planning, management, and execution of all critical tasks required to provide up to twelve (12) boreholes of up to forty-two (42”) in diameter up to one hundred feet (100’) deep, assist in the installation of camera equipment and/or other sensor systems, and pour concrete of various compressive strengths.

The completion of the work will also require the rental and operation of several different types of light and heavy equipment that may not be specifically called out in the SOW but should be planned for during the technical design and pre-project planning phase of this effort. The work will be completed at specific locations as directed by USBP personnel within 2 miles of Jacumba, CA.

2.0 SCOPE

2.1 Jacumba, CA

2.1.1 Base Effort

2.1.1.1 Technical Design and Pre-project Planning

Due to the overall complexity of the project, the contractor will need to execute technical research and design activities in addition to the coordination of multiple suppliers, vendors, and subcontractors (See below) prior to field work taking place. The contractor shall plan for these activities to ensure efficient execution of the remainder of the scope once on-site activities begin. Various equipment rentals will be needed to accomplish the scope of this project.

2.1.1.2 Borehole Drilling

The Contractor shall drill five (5) boreholes of up to forty-two-inch (42”) diameter up to a depth of one hundred (100’) feet. Before drilling the boreholes, it will be necessary to excavate the borehole locations to a depth of approximately six (6’) feet to mitigate the potential presence of both surface and underground obstructions that could be damaged or cause damage to the drilling equipment. The site may also require concrete cutting and restoration. At the conclusion of the work, the borehole will be backfilled with the spoils reserved from the original drilling, and the surface shall be returned to the original condition.

2.1.1.3 Concrete Installation

The contractor shall pour up to 250 cubic yards of relatively high compressive strength concrete in the work site which will be accessible through a borehole. The concrete will be a standard mix designed for high compressive strength and high viscosity (low flowability). The contractor shall assume 3500 psi at 28 days. Based upon the viscosity (flowability) of the concrete formulation, the contractor shall determine the correct method to deliver the concrete to the work site including, but not limited to, the use of hoses which can be abandoned-in-place, if necessary. To the extent possible, the delivery method shall be designed to create a complete blockage of the work site.

2.1.2 Optional Tasks

2.1.2.1 Optional Task 1: Uncased Borehole Drilling

2.1.2.2 Optional Task 2: Large Lined Borehole

The Contractor shall drill one (1) lined boreholes of forty-two-inch (42”) diameter up to a depth of one hundred (100’) feet. Before drilling the borehole, it may be necessary to excavate the borehole location to a depth of approximately six (6’) feet to mitigate the potential presence of both surface and underground obstructions that could be damaged or cause damage to the drilling equipment (this will not be necessary if the large borehole is located in the same location as one of the boreholes drilled in the previously described tasks). There may be unforeseen construction debris below grade (i.e., metal landing mat and/or concrete). This may require concrete/asphalt cutting and restoration to the original condition. The borehole will be lined with government furnished thirty-six-inch (36”) diameter corrugated pipe, or other approved material. The corrugated pipe will be secured at the surface to render the casing self-supporting above the bottom of the borehole.

At the conclusion of the work, the corrugated pipe will be removed and retained by the government for future projects, the borehole will be backfilled with the spoils reserved from the original drilling, and the surface shall be returned to the original condition.

2.1.2.3 Optional Task 3: Large Lined Borehole

2.1.2.4 Optional Task 4: Camera and Video Capture Equipment

The Contractor shall procure a Power over Ethernet (PoE) wired camera system, or another approved alternative. The system will be comprised of cameras at the entry and exit borehole locations, a network video recorder with an internal hard drive, and sufficient Ethernet cable to evenly distribute the cameras throughout a work site.

2.1.2.5 Optional Task 5: Change Management Contingency

Due to the highly unpredictable nature of this work, the Contractor shall establish a change management contingency of up to 5% of the total project costs. This will allow the Contractor to be agile and quickly adapt to urgent needs of the project as needs arise or priorities change. Use of the change management contingency funds will be at the written direction of the CO or COR.

2.1.3 Mobilization and Demobilization

The Contractor shall figure two (2) mobilization and demobilization costs per separate equipment type, although this Scope of Work may require short relocations of equipment during the work (up to approximately 1.5 miles).

2.1.4 Surface Marking of Underground Utilities

Surface marking of any underground utilities must be in place prior to the start of work.

2.1.5 Spoils

All spoils shall be graded within the work area and not removed.
