Combined Synopsis – Solicitation # 15M30020QA3700159 Amendment 0001

a. The purpose of this Amendment is to provide responses to the following questions:

QUESTION #1: Understanding that the JPATS is seeking an SDK for its inhouse developers to develop facial recognition applications for JMIS and MPAC, if an application already exists and only needs minor editing and compiling to meet the JPAC requirements, does JPATS still intend to develop its own application, or would it consider adopting the existing application as modified to meet their needs?

RESPONSE: JPATS has an existing mobile application that provides additional resources and functions for the prisoner transfer team. The existing application interfaces with several other systems and is not anticipated to be replaced, but rather augmented to include biometric identification.

QUESTION #2: Can you clarify what is meant by solution and how it differs from SDK? In the background, the RFQ states JPATS is looking for a software development kit to develop applications for Android and iOS. SDKs are commercial items that can operate on stand-alone devices and need not meet all the guidelines and regulations stated in the RFQ.

However, the developer, in creating an application must follow the guidelines and regulations so that the application is compliant. Yet, throughout the RFQ there are questions about how the mobile solution meets the requirements. This further reinforces the preceding question as to the intent of JPATS. Is solution, as it relates to mobile devices, interchangeable with APK and APP for Android and iOS respectively?

RESPONSE: Reference Response to #1 above.

QUESTION #3: In the system requirements you state the submission must accommodate a downloaded library of approximately 7,000 records. What is the size of the data associated with such a library?

RESPONSE: The 7,000 records references the biometric identification/signature file used to perform matching with the acquired sample. The size of the data would potentially be 7,000 of these files created by pre-processing known photos.

QUESTION #4: Does the USMS use a mobile device management suite?

RESPONSE: Yes, the USMS uses a mobile device management suite.

QUESTION #5: Do JMIS and MPAC already have mobile?

RESPONSE: Yes, JMIS & MPAC have mobile devices and mobile applications.

QUESTION #6: Do the mobile phones currently used in JPATS meet HSPD 12 and have a CAC reader?

RESPONSE: No, they do not currently.

QUESTION #7: Are the mobile devices used for JPATS government issued or BYOD? If they are BOYD, are they locked down and managed by an MDM Suite.

RESPONE: JPATS uses government issued devices.

QUESTION #8: Is there a set format for the records library used by JMIS and MPAC?

RESPONSE: Photos = JPG Documents = PDF

b. The RFQ closing date is being extended until 3:00 pm ET, September 25, 2020. Late quotes will not be accepted.

c. All other terms and conditions remain the same and in full force and effect.
