For consideration to work under the contract, the Contractor must hold a current Facility Clearance at the TOP SECRET or INTERIM Top Secret level through the U.S. Department of Defense/Defense Security Service (DOD/DSS).

Would the DEA please clarify if the offeror must have the facility clearance to submit a proposal, or if DEA will sponsor the awardee for a top secret clearance?

Yes, the prime contractor shall hold an active Top Secret facility clearance to bid on this requirement.

(i) Under no circumstances is any item to be delivered to any Government employee, contractor, or external customer without being signed for utilizing SCLogic mail tracking system or other method as approved by the COR. All signatures shall include manually entering the first and last name of the recipient before signing. All contractors will follow all established procedures and policies when utilizing SCLogic and are responsible for the scanner assigned to each of them. At the beginning of the next duty day, each SCLogic user will validate that all items assigned to their name have been delivered. Any item that remains open must be delivered that same day. If after two days the item has still not been delivered, the contractor will notify the Government immediately.

Sec 2. Services to be Performed

(a) Mail Services, i. Incoming Mail

2. Contractor employees are responsible for X-raying and processing mail within the Negative Mail Pressure Suite (NMPS) located at the Springfield Warehouse. The Contractors are responsible for ensuring all items received and processed is date stamped using Government provided equipment. Every piece of mail shall be stamped “X-rayed” and dated.

•What method, device, or equipment is used to perform the “X-rayed and Date” process?

(d) The Contractor shall provide a training plan to the COR for each current and new employee to include training requirements, training start to finish, and signatures by both the employee and the contractor certifying training completion and employees’ competency in all requirements trained.

Question: Is the training plan required to be submitted with the proposal or is this to be submitted during the transition plan?

No, Throughout the contract period as new employees are hired for each position. The contractor must provide a training plan for that new employee and any other employees the contractor wishes to cross train.

a. Would it be acceptable to use company name/logo embroidered shirts but have the employee identified via a badge instead of being a permanent part of the shirt?

Our interpretation of the below requirement is that it is not explicitly stated that the logo and name are to be embroidered or stenciled permanently on the shirt, but it appears that it could be implied. A picture ID badge would accomplish the same purpose without the need for personalization of attire which could delay its issuance and thereby impact the program.

(b) QUICK COPY CENTER SERVICES – The Contractor shall provide a duplicating machine operator who shall be primarily assigned to the Quick Copy Center (QCC). This position shall be(b) QUICK COPY CENTER SERVICES – The Contractor shall provide a duplicating machine operator who shall be primarily assigned to the Quick Copy Center (QCC). This position shall be thoroughly knowledgeable in standard duplicating and printing requirements. This position shall maintain and ensure that all related supplies for the copy center are available. This individual shall be trained and proficient in operating and performing operator servicing on all equipment in the copy center.

Equipment to be operated includes, but is not limited to, copier machines, a drill press, heavy duty stapling machine, and an autopen machine. This position shall prepare a number of production reports for the government as requested. In addition to operating the required machines, this position shall be required to collate, drill, fold, bind, and all other requirements identified on the DEA-18 (Request for Courier Service) or as instructed by the QCC government supervisor.

“ . . .use of any contractor equipment” appears to imply that contractor should expect to provide pallet jacks/fork lifts on-site (or other moving equipment). Is this a correct assumption? And if so, how many (or how many are currently in use)? (NOTE:

Sec 3.0(c)(iv), pg 16 seems to imply all moving equipment (i.e., pallet jacks/fork-lifts etc.) will be GFE. Just looking to clarify if any “moving equipment” is to be provided.

All equipment is Government Furnished, if the vendor wishes to provide anything other than what the Government provides it must be approved by the Government.

“The Contractor shall disassemble and reassemble equipment, removal of packing and crating materials” What kind of specific equipment (type/model) needs to be dissembled and re-assembled and what is the frequency of breaking it down and re-assembling such equipment (and how many units of this equipment)?

This varies based on what is ordered and received by HQ offices. From tables and chairs to Shelving.

The frequency varies based on orders and office requests. Unit’s varies as well based on what is ordered. There is no definitive answer.

Can average daily volumes of incoming mail (by type or in general) by provided and are there cyclical or monthly (or weekly) spikes or drops in mail (for example on a weekly basis are Friday’s the slowest volumes of incoming mail)?

Sec. 5. Accountable and Non-Accountable Property

Property is picked up by either the Lincoln Place material handlers or the Springfield warehouse truck driver or courier when tasked, as requested by the Office Services Unit or the COR. For example, if the request was tasked or received by the contractor by 12:00 p.m. Wednesday, the contractor must pick up that property by Thursday of the same week. If the request was received or tasked after 12:00 p.m. Wednesday, the property is picked up the following Thursday. A Government representative must accompany the contractor for all “Accountable” property pickup. Accountable property can only be signed for by a Government employee. Non-accountable property can be picked up and signed for by the contractor.

Contractors must verify serial numbers and asset numbers on all property during pickup. Property is not to be stored on either Lincoln Place loading dock or storage room without prior approval. All documentation must accompany the property when transported to the Springfield Warehouse.

Question:

•Please provide a definition of accountable property and non-accountable property with examples of each.

Capitalized Property is Administrative personal property that has an acquisition cost of $50,000 or more.

Examples: $65,000 Server, $55,000 Video Telecommunication System

Accountable Property is Administrative personal property that has an acquisition cost of $2,500 to $49,999 or any device that contains internal memory without the use of a memory card, regardless of the cost.

Examples: $10,000 Server Blade, $695 iPhone, $2,200 HP Laptop Computer

Non-Accountable Property is Administrative property that has an acquisition cost under the $2,500 accountable threshold.

Examples: $1,500 HP Printer, $525 Camera, $800 Desk

Sec. 6(a) paragraph 1 Page 16, Please clarify, the government will or will not be providing time keeping devices for use of the contractor at each site?

A sign in sheet for the “Governments use only” is provided for the COR to reconcile and validate invoices. The contractor is responsible for providing their own time keeping devices for invoicing.

Sec. 6. Additional Requirements (c ) Maintainability

(c) Maintainability. Contractor shall maintain all equipment and ensure that all ancillary equipment used in the interior of buildings has rubber tire wheels and is maintained free from grease and dirt. Equipment shall be reliable and available at all reasonable times. All equipment and tools shall be maintained in accordance with OSHA standards. All employees operating Springfield Warehouse equipment shall ensure daily, and prior to use, inspections are performed in accordance with manufacturer recommendations and any discrepancies reported to their supervisor immediately. All tools and equipment must be secured at all times when not in use.

Question:

Is the Contractor required to pay for all maintenance or are such expenses to be billed to the DEA for reimbursement?

Government pays for all maintenance required above operator care, contractor must inspect as required by operator manuals and perform any operator care maintenance. Operator servicing supplies are provided by DEA.

There is no specific timeframe but contractor employees will be vetted and cleared to work on the contract as packages are submitted to the Office of Security Programs for approval. No contractor can start work until such approval has been received from the Office of Security Programs.
