Q&A 06/10/2019
1. Are the Bureau of Prisons Complexes counted as one facility, or individual facilities when it references 33 facilities a year?
a. Bureau of Prisons Complexes are counted as one facility.
2. If I understand, the Past Performance Questionnaire should be provided by me with the proposal, meaning I seek them from current entities I have or am doing business with, have them return to me, and I attach them?
a. Past Performance Questionnaire shall be submitted along with the contractor’s proposal.
3. My bank insists that they will not provide information to any third parties, regardless of what permission they have from me in writing. Can I send statements and accounts available to suffice as my ability to financially honor the contract, or can I provide the information, have you contact them, have them provide me the documentation and then send to you? Or, do you have any information that can help with this concern?
a. The purpose of bank notification letter is to determine responsible, a prospective contractor must have adequate financial resources to perform the contract. In response to this solicitation, a copy of bank notification letter that was issued to the bank shall submitted along with the contractor’s proposal.
4. In section 3 of the SOW, it is mentioned that onsite audits shall be no more than 3 days onsite with up to 2/3 auditors. Is the BOP requiring to use more than one auditor for each facility?
a. FOR Federal Correctional Institutions (FCI’s), Federal
Prison Camps (FPC’s), Metropolitan Detention Centers
(MDC’s), Metropolitan Correctional Centers (MCC’s), Federal Detention Center’s (FDC’s), United States
Penitentiaries (USP’s), Federal Transfer Center (FTC), and Federal Medical Centers (FMC’s) shall be no more than 3-days on-site with up to 2 auditors.
For Federal Correctional Complexes (FCC’s) shall be no more than 3-days on-site with up to 3 auditors.
5. In section 8 of the SOW, it is mentioned that travel will normally take place on Monday and Friday with the audits beginning on Tuesday and ending no later than Thursday. Is this a requirement or could travel take place on a Sunday and the audit begin on a Monday?
a. This is a requirement as audits shall start on Tuesday and end on Thursday.
