Question 1:
During the site visit, there was severe water intrusion in the crawl space, Will the owner handle this issue before contractors entry?
Clarification – Yes, owner / institution will handle this issue before project start.
Question 2:
Will the contractor be allowed to enter the crawl space to install shoring at demo locations?
Clarification – Yes, contractor is allowed to enter the crawl space.
Question 3:
At the location where the wall is to be reinforced, it was noticed that the floor and wall has severely lowered and presents a dangerous situation. There was concern for the width of the gap in the CMU wall as it appears to greaten over a period of time. It is not addressed in the SOW for repairs to the slab that has dropped/sagged underneath the wall. How should the contractor proceed?
Clarification – The SOW includes methods to stabilize the wall and slab from further movement. The SOW and project do not require the floor to be jacked / lifted to original build elevations. Once stabilized per the SOW no further effort is required by the contractor.
Question 4:
There are some locations that are inaccessible for the helical pile application due to the inability to get equipment and material to the location. Will the owner be open to different design location presented by the awarded contractor?
Clarification – No, contractor should bid based upon the locations shown on the SOW. Helical pier installation will likely need to be accomplished using portable and handheld equipment. SOW includes cutting openings in the floor to allow access for handheld equipment use above. The owner’s engineer will be available during construction to review reasonable movements / changes proposed by contractor, but approval shall not be assumed. Contractor shall enter bid based upon completing work as shown on design documents and any discounts for contractor proposed modifications shall be at contractor’s own risk.
Question 5:
Will the contractor be able to stage material overnight inside the project sight?
Clarification - Some materials may be stored inside the secured Food Service Building with the Captains approval. Larger items that pose a potential security risk (i.e., stacked up or leaned against the perimeter fence) must be stored outside of the secured perimeter of the institution.
Question 6:
Will the contractor be allowed to have a job box with tools and lock inside the project site?
Clarification – No, all tools must be stored outside the secured perimeter and inventoried daily upon entry and exit.
Question 7:
Understanding that the current magnitude of $500,000 to $1,000,000 is not where the current budget is at nor should the contractor assume that is the amount the contractor should anticipate to bid in. Although, from the site visit and current project requirement, this is a extremely low budget amount for what is a highly complex project. Will the owner and A/E firm anticipate to acquire additional funding due to the value and complexity of the project requested?
Clarification – Contractors shall bid according to their estimations.
Question 8:
Will the contractor need to phase out the project for safety and/or security reasons? Such as complete the shoring/pile/new concrete on the New Addition before install on the old addition?
Clarification – No additional phasing is required outside of what is provided on the plans and necessary to complete the
SOW.
Question 9:
Will the hood vent and gas line be relocated by the contractor for the installation of the wall reinforcing?
Clarification – Contractor shall relocate as necessary for installation of wall reinforcing.
Question 10:
What is the total length of the wall reinforcing in the bakery?
Clarification – Refer to drawings Sheet 2.4
Question 11:
Will the contractor be responsible for replacing all the flooring in the project site area?
Clarification – No, patch and repair flooring and topping removed and/or damaged during the construction process.
If yes, will the topping need to be replaced as well? See above.
Question 12:
Will the contractor need to provide soil samples before the installation of the concrete and helical piles?
Clarification – No
Question 13:
Will the contractor be responsible for any unintentional damage created by the shoring methods applied throughout this project?
Clarification - Refer to drawings Sheet 1.1
Question 14:
It is noted to the contractor of several utilities in the crawlspace that may inhibit the installation of the helical placement.
Due to the lack of knowledge of utilities routing in the crawlspace, how should the contractor anticipate the amount of utilities to be relocated?
Clarification – Refer to drawings Sheet 1.1. Existing utilities can be observed via crawlspace access.
Question 15:
The current requirements for the concrete is a 4,000 psi, 6in max slump, 3/4 aggregate. Due to the possible difficulty to pump that mix design of concrete into the limited access areas of the project. Will the A/E and owner allow a different pump mix design that will allow a line pump truck be utilized for this?
Clarification – Per Sheet 1.0 concrete mix design shall be submitted for review and approval. Alternative mix designs that meet or exceed the final strength / durability standards will be accepted.
Question 16:
Confirm the number of helical piles?
Clarification – Contractor shall make independent count of all items necessary to complete project per SOW. “7A” and “7B” on Sheet 1.1 provide an approximate count of 42 for the addition and 99 for the original for an approximate total of 141.
Question 17:
It is not clear why battered piles are called out in drawings; can these pile locations be installed vertical?
Clarification – No, the battered pile provides some lateral stability in the plane of the batter. Also, the battered pier requires a smaller floor opening for installation. Without batter additional lateral bracing may be required. The owner’s engineer will be available during construction to review reasonable movements / changes proposed by contractor, but approval shall not be assumed. Contractor shall enter bid based upon completing work as shown on design documents and any discounts for contractor proposed modifications shall be at contractor’s own risk.
Question 18:
Is hot-dip galvanized required?
Clarification – For helical piers refer to specification 31 63 26.60 Page 5 (Page 88 of pdf)
If so, what is the required lifespan of material?
Clarification – See above
Question 19:
Are stamped helical pile calculations and shop drawings required?
Clarification – Refer to Helical Pier Notes on Sheet 1.0 and helical pier specifications. In general, Helical Piers should have ICC-ES Code Evaluation Reports and proven past performance. If not available, additional documentation would need to be provided for approval. This additional documentation may include calculations and Professional Engineer Certification.
If so, we will require a geotechnical soils report to provide a stamped design.
Clarification – If helical pier products do not have established ICC-ES Code Compliance testing contractor will bear all cost associated with demonstrating product is acceptable for intended use per SOW.
Question 20:
Due to lack of geotechnical information, is there a helix configuration and length DHG would like the base bid to be based on? This will ensure similar designs are used for the bid due to the lack of information at this point.
Clarification – Record plans for addition structure indicate that the “Top of Redish Brown & Grey Clayey Shale ELEV
2569.0 MSL.” “Finish Floor El 2589.22 ft MSL.” Based upon these items DHG anticipates that the helical piers would obtain necessary installation torque within 5 to 10 feet of encountering the Clayey Shale layer, which is about 15 to 20 feet below the crawlspace surface. DHG anticipates the length of helical pier would be 15 to 30 feet below crawlspace surface. A single 8-inch helix would likely reach the required torque soon after encountering the shale layer. If not, a double helix can be attempted to shorten final lengths. Contractor shall bid based upon his own experience with similar site conditions and proposed products / combinations along with acceptable risk.
Question 21:
Due to access issues, are alternate deep foundations acceptable?
Clarification – No, contractor shall bid to complete work per SOW. The owner’s engineer will be available during construction to review reasonable movements / changes proposed by contractor, but approval shall not be assumed.
Contractor shall enter bid based upon completing work as shown on design documents and any discounts for contractor proposed modifications shall be at contractor’s own risk.
Question 22:
Access is a concern, can openings into rooms be increased to fit equipment that is minimum 35 inches wide?
Clarification - Yes, contractor shall be responsible for all work related to creating the larger opening and shall restore opening to original and/or like new condition.
