Solicitation – 15BFA022B00000012 – Replace Fire Alarms – FCI Big Spring – Project #22Z5AC7 / Questions and Answer from the site visit held at FCI Big Spring on August 9, 2022 at 9:00 AM
1. Specifications – Section A.1 – “installation of new Edwards EST-4 Fire Alarm System at the FCI and Satellite Prison Camp (SPC)”
a. FBOP Technical Design Guide – Section 28 31 00 – Section2.2 Fire Alarm Control Panels – Paragraph J – “Control Panels shall be Edwards EST3, Edwards Quickstart (obsolete) or another product approved by Contracting Officer
b. Statement of Work – Section B – “for installation of Edwards EST4X (does not exist) fire alarm panels”
Question – Will the owner clarify what fire panel minimum specifications that the Contractor will be required to provide? (EST3 does not comply with EST4 specifications, Quickstart is obsolete, and EST4X does not exist)
ANSWER: Specifications are for EST4. FBOP Technical Design Guidelines will be removed, please do not reference.
2. Specifications – Section B – “Contractor shall network the system” Question – Are all new fire alarm control panels to be networked on an existing fiber backbone (Single Mode) and communicate with the FireWorks Command Workstation?
ANSWER: 2i - All panels will be networked on an existing fiber network. We have MM in all buildings except 601-602-603(These buildings only have SM Fiber). We are working to install SM in the rest of the institution. 3. Specifications – Section B – “affix identification labels on all initiating devices” Question – Will the owner require Addressable Loop Address Numbers for the label? If not Addressable Loop Address Numbers – how will the device be labeled?
ANSWER: All devices will be physically labeled with the device address-The device location description will be noted in programming to identify its location in an alarm situation.
4. Specifications – Section B – “Contractor provided Fire Alarm system shall include programming and installation of new fire alarm panels, annunciator panels, booster power supplies, horn/strobe combos, strobes, manual pull stations, smoke detectors, heat detectors, duct smoke detectors, network switches, power supplies, tamper switches, a UL listed Fireworks Graphical Computer and Ethernet Communication Modules” Question – Will the owner clarify the purpose of the Ethernet Communication Module?
ANSWER: Ethernet connectivity will enhance maintenance capabilities IE programming with a laptop etc.
5. Specifications – Section B – “The fire alarm system shall be networked using single mod fiber optics” Question – Will the contractor be required to install any new single mode fiber optic cable for the fire alarm network? And Question- If new single mode fiber optic is required where will it be installed by contractor?
ANSWER: Yes, fiber optic connections will be made from the fiber drop off point to the FAP but should be less than 15 feet (FBOP goal is to place fiber panels inside/close to the FAP for connection to the fire alarm network requiring only a short patch cable for each panel).

6. Specifications – Section C – Item 1 - “Awarded contractor shall install a new EST4 fire Alarm panel at the FCI Radio Room” Question – What Building is the Radio Room located in?
ANSWER: Bldg 304 Radio Room
7. Specifications – Section C – “When at all possible, existing Fire alarm system wiring shall be reused upon being contractor tested for acceptable circuit integrity”
Question – If the existing wire is defective, how will the owner resolve the defective wiring issue? Question – Will there be a need for a fire watch in each building when the contractor is converting the old system to the new system while reusing the existing wire? Question- If a fire watch is needed the owner will provide this service since the contractor will only has limited accessibility to the site is this correct?
ANSWER: 7i-Contractor will fix wiring issue.
7ii-Yes; however, FBOP currently has fire watch and will continue until new system is certified operational IAW NFPA 72 CH14.
7iii-Yes, BOP will provide fire watch.
8. Specifications – Section E – Spare Parts List – Some of the parts listed in the Spare Parts List are obsolete, some are for the Edwards EST3X and some of the parts listed are for EST3
Question – Will the owner provide a parts list that is compatible with EST 4 fire control panel? Question – Will the owner clarify the amp hour rating of the batteries? Question – Will the owner clarify if the contractor is supposed to supply 8 batteries or 8 sets of batteries?
ANSWER: 8i - No contractor should adjust spare parts list to be equivalent for the installed system.
8ii - Amp Hour must be sufficient to meet NFPA72 requirements for the system.
8iii - 8 Sets.
9. Specifications – Section G – Training – “The contractor shall furnish manufacturer’s factory-certified training and provide system certification for a minimum of two (2) Bureau of Prisons employees, thus enabling them to maintain and repair all equipment and systems.” Question – Will the owner provide all travel, lodging and meals for the two BOP employees when attending the Factory Certified Training Course?
ANSWER: Generally, the training is to be provided onsite at the BOP facility by the contractor. If this cannot be accomplished, the FBOP will provide all necessary training and or travel requirements for the employee if determined necessary.
10. FBOP Technical Design Guidelines – Part 1 – General – Section 1.2-B.f – “Provide floor plans (including HVAC smoke zones, in buildings with smoke control or smoke evacuation systems, derived from the Division 15 drawings and specifications) Question – Will the owner provide Division 15 drawings and specifications?
ANSWER: No, FBOP Technical Design Guidelines will be removed, please do not reference.
11. FBOP Technical Design Guidelines – Part 1 – General – Section 1.2-B.j – “Provide a table listing all duct smoke detectors, duct width, and sampling tube length for each duct detector application. Duct widths are to be derived from the Division 23 drawings. “Question – Will the owner provide Division 23 drawings?
ANSWER: No, FBOP Technical Design Guidelines will be removed, please do not reference.
12. FBOP Technical Design Guidelines – Part 1 – General – Section 1.4-B – “Separate building alarm and trouble conditions shall report to the Central Control facility via the PLC remote I/O of the Security Monitoring & Control System (Sections 28 46 19.30 and 28 46 19.40).
i. Question – Will the owner provide Sections 28 46 19.30 and 28 46 19.40?
ii. Question – Are all buildings that are included in the scope of this project required to report to the PLC at Central Control?
iii. Question – If all buildings are required to report to the PLC at Central Control, will all buildings also be required to report to the new Graphic Command Control Station?
iv. Question – If all buildings are required to report to both the PLC and the Graphic
Command Control Station, will the owner verify that the PLC Controller located in Central Command has enough spare relay output points to interface with addressable monitor modules for communication with the new Graphic Command Control Station?
ANSWER: The system is not connected to a PLC the fire alarm system-All communication will be reported to a main controller (IE Truesite Controller etc) located in control and Radio Room. FBOP Technical Design Guidelines will be removed, please do not reference.
13. Specifications – Section C – Installation requirements – Item 3 - The FCI will include the following buildings; Entry Building Control Center (259), Administrative Unit (260), Multi-Discipline (261), Special Housing Unit (258), Inmate Services Building (262), Gymnasium (249), Chapel / Recreation (250), Facilities / VT (208), Shack Down Shack (354), Sunset Housing Unit (254), Lieutenants Office (266), Inmate Barber Shop (263), Sunrise Housing Unit (255), Food Service (257), Education (253), ISM & Safety (207), Safety & Lower VT (283), ITS Office (281) . The SPC will include the following buildings; Business office / Education (300), Hospital (301), Laundry / Warehouse / Storage (322), Camp Housing Unit (330), Camp Recreation (329), Camp Food Service (328), Garage Heavy (323), Horticulture / Grounds (352), Training Center (282), Warehouse (601), Institution Warehouse (602), Welding Shop (603). Install new system with new Edwards Fire Alarm EST4 panels, remote annunciators, and booster power supplies in BIO-Diesel (326) Outside Maintenance (324). New panels will need to be installed in Buildings 326 and 324.
i. Question – Will the owner provide drawings for all buildings listed above?
ii. The plans that were included with the bid documents that are not within the scope of this project are: 238, 280, 302, 303, 304, 320, 321, 323, 324, 325, 327, 351, 353.
iii. The plans that are missing from the bid documents are: 259, 260, 261, 258, 262, 249, 250, 208, 354, 254, 266, 263, 255, 257, 253, 207, 283, 281, 329
iv. Question – Will the owner list the mounting height for all ceiling mount devices for each building to allow the contractor an estimate for buildings that may require a man lift?
ANSWER: 13i - Yes 13ii - Building Included in this project and are in the Scope include 323 Garage, 304 (Remote Monitoring Station Only for this Building) 13iii – The only plans that were not included in your list were: Bldg. 207, 257, 255, 263, and 354. They will be provided excluding 253.
13iv - ISM 207, Facilities 208, Gym 249, Chapel 250, SHU 258, Laundry 262, Welding Shop 601, Food Service Warehouse 602, Safety/Recycling 603 have ceilings above 10' and may require rolling scaffold/manlift NOTE: 601-602-603 all devices in these buildings can be accessed with an 8' ladder;
however, if any conduit is moved/repaired or wiring needs fixed a manlift may be required.
14. FBOP Technical Design Guidelines – Section 3.9 – Tables – Question – Will the owner provide revised tables 28 31 00-1, 28 31 00-2, 28 31 00-3 and 28 31 00-4 that correspond with the Building Numbers, Descriptions, Drawing Numbers, Room Numbers that are included within the scope of this project?
ANSWER: No, FBOP Technical Design Guidelines will be removed, please do not reference.
15. FBOP Technical Design Guidelines – Section 1.4 – Item D – “All control panels shall stand alone and are not to be networked together unless otherwise specified herein.”
i. Question – Will the owner list each building that is supposed to be networked, the method of networking (fiber or copper) and which buildings are supposed to be connected to the existing PLC Reporting System?
ii. Question – Will the owner confirm that all buildings that require fiber network connections have existing single mode fiber strands available for the contractor?
iii. Question- The method of fire alarm reporting to a Central Location is not clearly defined, will the owner provide a detailed specification outlining how each building will be reporting (fiber network or PLC)?
ANSWER: 15i - FBOP Technical Design Guidelines will be removed, please do not reference. All buildings are to be networked via Fiber Optic EXCEPT Shakedown/Metal Shack 354 (Devices in this
Building connected through copper wire to Sunset Panel).
15ii - All Fire Alarm Panels will have Fiber Connectivity within 15 feet NOTE: Not all FAPS will have the same fiber type-Refer to 2i for explanation.
15iii - All FAPS will report via Fiber to Control (Central Location).
16. FBOP Technical Design Guidelines – Section 1.4 – Item E - E. The following control panels and annunciator panels shall be networked together via RS-485 network circuit: FACP-CC, FACP-CH, FAA-CC (Master Camp FAA Panel), FAA-CH. Question – Will the owner clarify what Building Numbers are associated with the above listed buildings?
ANSWER: NA, FBOP Technical Design Guidelines will be removed, please do not reference.
17. FBOP Technical Design Guidelines – Section 1.5 – Item L – System Wiring - All notification circuits shall be supervised class B in accordance with applicable text in NFPA 72 part 3-4. All signaling circuits used for detection and alarm devices shall be supervised class A in accordance with applicable text in NFPA 72 part 3-4. All signaling circuits used for annunciator panels and networked panels (where applicable) shall be supervised class B in accordance with applicable text in NFPA 72 part 3-4. Question – The Specification (SOW) states the wiring method shall be Class A – will the existing wiring the contractor is to reuse meet the requirements of the project?
ANSWER: FBOP Technical Design Guidelines will be removed, please do not reference.
18. FBOP Technical Design Guidelines – Section 2.2 – Item K - Provide supervised control modules to interface with the PLC Remote I/O system as required to report Alarm and Trouble Status to central control as indicated in the "FIRE ALARM CENTRAL CONTROL REPORTING SCHEDULE," Table 28 31 00-4.
Question – Will the owner provide an updated Schedule 28 31 00-4 that corresponds to the Building Numbers and Drawing Numbers that were provided with the bid documents?
ANSWER: FBOP Technical Design Guidelines will be removed, please do not reference. Yes, refer to 2i.
19. FBOP Technical Design Guidelines – Section 2.3 – Item 1 - Intelligent, photoelectric type as specified herein with appropriate sampling tube sized per Division 23 ductwork drawings. Question – Will the owner provide Division 23 ductwork drawings to provide the contractor with ductwork size?
ANSWER: No, FBOP Technical Design Guidelines will be removed, please do not reference.
20. FBOP Technical Design Guidelines – Section 2.4 – Item D - Shown on fire alarm floor plans for functional intent only. See Division 21 plans and shop drawings for exact locations. Question – Will the owner provide Division 21 plans and shop drawings?
ANSWER: No, FBOP Technical Design Guidelines will be removed, please do not reference.
21. FBOP Technical Design Guidelines – Section 2.7 – Item A.4 - Anechoic horn output shall be at least 98 dBA (peak) Question – Will the owner approve a horn with a rating of 92 dba?
ANSWER: If it meets code-Yes. FBOP Technical Design Guidelines will be removed, please do not reference.
22. Question – Is the scope of this project to replace all existing fire alarm devices in their current locations based on the device counts as provided on the Inspection Reports that were included with the bid documents? In other words, is this is a device replacement only?
ANSWER: Yes, this is a device replacement not a new design - only additional requirements IE order of operations for SHU exhaust fans/AHU will need to be programed. FCI Food Service Shunt/Trip circuit will need programmed. SR/SS Fire Pump processes will need to be addressed. Panel relocated in same building from server room to control center in Bldg. 259. New Remote workstation in Bldg. 304.
23. If additional initiating devices or notification appliances are required (not shown on the Inspection Reports that were included with the bid documents), what is the type and quantity of devices specific to each building that will be required to meet the owners’ expectations of a completed project.
ANSWER: For all devices reference inspection report and FCI Big Spring All Devices Inspection.
24. Who will be the Authority Having Jurisdiction for reviewing plans/submittals and final acceptance?
ANSWER: All plans and submittals will be sent via email to the COR with a cc to the contracting officer
(ACO) and/or the facilities manager if designated. An approval or disapproval of the submittals will be returned to the contractor by the COR on the project.
25. Fire Alarm Annunciators were not shown on the Inspection Reports. In order to provide accurate and competitive pricing will the contractor be provided the quantity per building prior to bid date.
ANSWER: For all devices and totals per building reference inspection report and FCI Big Spring All
Devices Inspection.
26. Are we required to submit banking information and past performances with our bid? Due to Covid closures and limited access during the last 24 months, would you consider extending the PPQ time frame from 24 months to 36 or 48 months? If we are required to send Past Performance Questionnaires can we use
CPARS in place of PPQ’s?
ANSWER: The awardee is required per the solicitation to have a financial institution return one complete banking questionnaire. It is preferable to have it returned prior to bid opening to prevent delay in bid award, as an award will not be processed without this requirement. Yes, the PPQ can be within 48 months and CPARS can be utilized in place of the PPQ, however having at least one PPQ returned is preferable.
27. Instructions to Bidders – page 2 – “Important Dates” - It States that “All bids should be mailed or hand delivered to the following address: Federal Bureau of Prisons, U.S. Armed Forces Reserve Complex, Field
Acquisition Office (FAO), 346 Marine Forces Drive Grand Prairie, TX 75051, Attn: Christy Rios, Contracting Officer. Question: Due to Covid-19 and safety practices can we submit an electronic bid to crios@bop.gov instead of mailing and hand delivering?
ANSWER: No, bids will only be accepted as stated in the solicitation, via hand delivery or mail. COVID
19 has not posed any issues with mail delivery. Please ensure to send your bid allotting for mail delivery time, as late bids will not be accepted.
28. Inspection Reports; Bldg. 254 – Device Types FPR, FPACF and FPPR are not identified – will the owner provide descriptions for those device types?
ANSWER: FPR – Fire Pump Run, FPACF – Fire Pump AC Fail, FPPR – Fire Pump Phase Reversal
29. Inspection Reports; Will the owner provide total device counts for each building for any device with wire guards or protective covers? Question – Will the owner provide total device counts for each building for strobes and horn/strobes since none are shown on inspection reports?
ANSWER: For all devices and totals per building reference inspection report and FCI Big Spring All
Devices Inspection.
30. Inspection Reports; Bldg. 255 – Device Type FPLP is not identified – will the owner provide a description for this device?
ANSWER: FPLP – Fire Pump Loss of Power
31. Inspection Reports are not included for buildings 207, 326, 324, 354 and 263 – Will the owner provide device counts for those buildings? In order to provide accurate and competitive pricing the contractor needs total count of notification devices for each building.
ANSWER: For all required devices and totals, per building, reference inspection report and FCI Big
Spring All Devices Inspection.
32. The inspection reports do not show remote annunciator panels by building- what buildings require remote annunciator panels and quantity per building?
ANSWER: (2) remote annunciator panels are required for 602.
33. Based upon the current 12-16-week supply chain for fire alarm equipment will the Contracting Officer not issue the NTP until all equipment has been received by the contractor? If “no” the contractor will have to build in Liquidated damages as stated in the amount of $533.81 per day.
ANSWER: The NTP will be issued at the time of the pre-construction meeting. The NTP is vital as the contractor needs to start submitting all the necessary clearance paperwork for persons entering the institution and start sending in submittals, which can not be started until the NTP is issued. The COR and CO will work with the awardee to determine if there are confirmed material delays and adjust the calendar days as appropriate, LD’s will not be issued in conjunction with material delays.
34. Based on a 182-calendar day for the contract and 32 buildings within the scope of work for new fire alarm panels & devices how many escorts will the owner provide the contractor daily? The number of escorts is required to budget manpower for installation, and scheduling and calculating Liquidated damages should only ONE escort be provided.
ANSWER: LDs will not be issued if there is an escort issue. The number of escorts shall be determined between the awardee and FBOP at the time of the pre-construction meeting. The COR and awardee should stay in constant immediate communication if any escorts issues arise during the contract phase, so it can be promptly address.
35. It is our understanding that the Solicitation #15BFA022B00000012 is a Sealed Bid (IFB) design-bid-build project with the Government being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being only responsible for bidding and building the project based on the Specifications and Plans and quantity of devices shown on the Inspection Reports provided by the Government. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract- is this Correct?
ANSWER: The project is not a design build. It is to be completed as per the Statement of Work and any amendments to the SOW or attachments as posted on sam.gov.
36. Solicitation page 16 or 51, 52.24-403-70 Notice of Contractor Personnel Security Requirements (OCT 2005) Compliance with Homeland Security Presidential Directive-12 (HSPD-12) and Federal Information Processing Standard Publication 201 (FIPS 201) 1 entitled "Personal Identification Verification (PIV) for Federal Employees and Contractors,Will Contractor be considered to be Long-Term Contractor Personnel or Short-Term Contractor Personnel for this project?
ANSWER: Human Resources will discuss this at the pre-construction meeting. Please refer to the solicitation for the definitions of the long term vs short term.
37. SOW Page 5 of 7 The contractor shall provide one complete set hardcopy D-size drawings of the entire system, an electronic version of all the plans in Computer Aided Design (CAD) format (2015 edition or later) and in PDF format in disc/s upon completion of the project. The Contractor cannot provide system drawings in electronic version without existing as-built drawings of the system in electronic version in
Computer Aided Design (CAD) format showing the device present locations. Does the owner have existing drawings to give the awarded contractor?
ANSWER:
38. Solicitation Page 7 of 51: FAO-0006 Contractor Use of Premises Will owner confirm that the normal work week of eight (8) hours per day, Monday through Friday will be between the hours of 7:00 am – 3:30 pm as stated in the SOW?
ANSWER: Work hours shall be as stated in the SOW. If there is an issue, the awardee can discuss with the COR other arrangements, which if approved, the CO can perform a modification to the contract.
39. Based on the working hours from 7:00 am to 3:30 pm what time will the contractor be required daily to stop work in order to be out of prison by 3:30 pm?
ANSWER: This will be determined at the pre-construction meeting between the awardee and the contractor. If any issues arise, the contractor is reminded to keep in constant immediate email communication to resolve any daily issues.
40. Will the owner give an average time the contractor will lose entering and exiting the facility daily in order to allow the contractor to provide accurate and competitive pricing.
ANSWER: See question 39.
41.Will the contractor be allowed to keep a gang-box with tools and remove Class A and Class AA tools daily?
ANSWER: A gang-box with tools will be allowed but all tools will be required to be removed daily at the end of each workday regardless of tool classification. When work being performed at SPC tool security can be discussed after award.
42.Will the owner confirm the intended number of escorts going to be provided to the contractor for the contract duration. The number escorts are directly related to the production schedule of the contractor and will allow the contractor to calculate the number of liquidated damage days for the contract duration.
ANSWER: See question 34.
43. Will the owner confirm the means of entry and exit daily for the contract duration, will it be the rear gate or the front gate? In prior project we have found there is a difference between the two for calculating the loss time the contractor has.
ANSWER: See question 39. Entry and exit will be discussed at the pre-construction meeting.
44. Clauses by Reference 52.219-6 Notice of Total Small Business Set-Aside (Nov 2020) Is this project a Total Small Business Set-Aside under NAICS 238210?
ANSWER: Yes. Per the solicitation page 46.
45. FBOP Technical Design Guidelines. Would consider removing the FBOP Technical Design Guidelines Issue Date: 09-05-11 since this appears not to be site specific?
ANSWER: Yes, FBOP Technical Design Guidelines will be removed, please do not reference.

ANSWER: No, the only requested laydown areas would be provided outside the secure perimeter.

66. What is the current status of COVID 19 procedures for FCI Big Spring Contract employees?
ANSWER: As COVID 19 is fluid, the current status is a level 1 (Minimal Modification procedures). Per DOJ guidance, face coverings are required at all times in all indoor environments. If procedures change at an given time, the contractor will be immediately notified by the COR.
