1) Page 5 of 32 of the solicitation states under 52.27-103-72 that if the individual is not a U.S citizen, they must be from a country allied with the U.S. Please advise if this applies only to the contractor, or if also applies to subcontractor individuals and employees?
Applies to the prime contractor and any subcontractor and their individuals and employees.
2) Page 5 of 32 of the solicitation under 52.27-103-72 provides a link to the current information regarding allied countries (http://www.opm.gov/employ/html/citizen.htm), however the web page is no longer active. Please provide an updated link or a list of allied countries with the U.S.
Page 5 of 32 52.27-103-72 is amended to remove the link and replace with the following:

3) For PEMB design purposes, advise if a fire suppression system will be installed in the future.
The activities and occupancy type that are planned for the new facility may require installation of a fire suppression system in the future, therefore, the contract requires a 5 PSF collateral load design.
4) Section 01 00 03, 1.1.G refers to the applicable IBC or NFPA 5000 for wind speed and exposure unless the locality provides a higher level of wind resistance safety. The wind load under the IBC 2009 is 90 MPH, and the wind load under the IBC 2015 is 115 MPH. Section 13 34 19, 1.3.B states the wind load is 90 MPH, however paragraph 1.2.A.3 states to use the 2015 IBC which calls for 115 MPH. Please advise if the wind loads will be 90 MPH or 115 MPH.
Wind load shall be as required by IBC 2015, which is 115 MPH, as you point out. Refer to amended specifications.
5) Section 13 34 19, 1.3.A calls for 30 PSF live loads. Is the building manufacturer allowed to take tributary load reduction on the frames?
We have elected to reduce the roof live load requirement from 30 PSF to 20 PSF.
Additionally, the PEMB manufacturer will be allowed to apply load reduction calculations permitted by IBC 2015. Refer to amended specifications.
6) Section 13 34 19, 2.2.B calls for screw down roof panels, and under paragraph 1.6.C calls for a 20-year roof panel weather tightness warranty. It is our understanding no manufacturer offers a 20-year weather tightness warranty on a through fastened roof panel, and for that reason the roof panel would need to be changed to a standing seam panel in order to obtain this warranty listed under 1.6.C. Please advise if we are to provide a screw down roof panel with a standard 1-year warranty, or a standing seam metal roof panel with a 20-year warranty.
We have elected for an economical roofing system and therefore will require “galvalume plus” screw-down PBR roof panels. Because of this, we have removed the requirement for a 20-year roof weathertightness warranty. Refer to the amended specifications.
7) Please confirm the existing building will be demolished by others along with the foundation and adjacent pavement.
The existing “red building”, including foundation and adjacent pavement will be demolished by others and shall not be included in this contract.
8) It is our understanding that building permits would be required for this project as discussed at the pre-bid meeting. Advise you will be the jurisdiction having authority for issuing permits.
This is a federal project on federal property. Municipal building permits will not be required.
9) FAR 52.229-3 is incorporated by reference. Advise if a standard form 1094 will be issued for this project.
The project is not tax exempt. The government will not issue tax exempt certificates. It is the contractors responsibility to determine if they are tax exempt. Contractors should include any/all applicable taxes in their bid. The contractor may contact the State Comptrollers office to determine/obtain any tax exempts if they are applicable.
10) Will any runoff calculations will be required for the storm water swale listed on C-2?
This requirement has been removed. The contractor shall be responsible for providing a site that will drain properly. Refer to the amended drawings and specifications.
11) Section 01 00 03, 1.1.F states the minimum design live loads for the roof is 20 PSF, however the metal building section calls for 30 PSF. Please advise if 20 PSF live load is acceptable.
We have elected to reduce the roof live load requirement from 30 PSF to 20 PSF.
12) Who will determine building life safety code requirements, building occupancy classification for this project? (Egress Travel, Min Foot Candles, Exit Lights, Emergency Lighting -typically done by an Architect)
This work will be completed at a later date and is not a requirement in this contract.
13) Will it be subject to TAS review as part of our contract?
This contract does not require TAS review.
14) Will wall and roof insulation be added at a later date?
We do not intend to add roof or wall insulation at a later date.
15) Will the contractor be required to hire the services of an Architect due to building life safety code requirements, building occupancy classification, TAS requirements, etc. or is the contractor only responsible for delegated design for the PEMB and building slab portion?
This contract does not require services of an architect or life safety engineer and only delegates design of the items identified in the contract documents.
16) Will the contractor be required to perform a site survey or will the FBOP provide one for this project?
The FBOP is providing additional elevations within the construction area to aid bidding only. The contractor shall provide a site survey and shall be responsible for providing a building and site that will drain properly. Refer to the amended drawings and specifications.
17) Advise if the contractor will be allowed to stockpile the soils excavated due to the foundation and pavement scope and if the contractor would be required to seed the piles of can it be left stockpiled on site without any seeding?
The contractor shall stockpile all excavated soils adjacent to the construction site as directed by the BOP.
18) Under bid option 1, only the electrical scope has notes assigned. Please advise if all the other utilities noted on the plan are part of the scope of work such as the sanitary sewer, gas, water, etc.?
Please compare Base Bid sheet C-3 with Bid Option #1 sheet C-3 to understand what is existing and what is New Work in the way of utilities under Bid Option #1. Base Bid sheet C-3 should be taken as an “Existing Utilities Plan” and only requires the work outlined in the keynotes.
19) There is an existing PIV that appears to interfere with the work associated with bid option 1.
Advise if the PIV will be relocated by others or if needs to be relocated by the contractor under this project.

21) Warranty is usually provided by the erector. No manufacturer listed will provide that warranty
(20 years), especially on patch work they did not erect.

22) Will this project need to be permitted with the City of Fort Worth? If so, will there be some exemption allowed for Envelope Compliance (no insulation), fire sprinkler exclusion, emergency lighting, etc., allowing us to build a "Cold, Dark Shell"? Will this project need to be registered with TDLR for TAS compliance? Will this project need to be registered with
TECQ?

23) Please clarify that this project is not tax exempt. Being new construction this means that the contractor will pay sales tax on all materials.
The project is not tax exempt. The government will not issue tax exempt certificates. It is the contractors responsibility to determine if they are tax exempt. 24) Bid Option 1, Sheet A-1 asks for tagged doors, while referring to non-tagged doors in the base bid. Please explain the characteristics of a tagged door. Neither spec set contains Division 8 information.
The “tagged” terminology is meant to refer to labeled doors on the plan. The Base Bid requires installation of two coiling doors and two pedestrian doors. Bid Option #1 requires installation of five coiling doors and three pedestrian doors.
25) At the site visit it was mentioned that we will be able to leave excavation spoils on site near the existing dirt piles. Please verify that this is accurate.
26) At the site visit we were told that the "red building" will be demolished by others, including the foundation, before we arrive. Spec 01 00 03 Part J.2 says that "It is the responsibility of the contractor to remove ...foundations... " - please confirm what we should expect to be demolished by others.
The referenced specification requirement has been removed to avoid ambiguity.
Removal of the “red building” will be accomplished by others and is not required by this contract. Refer to amended specifications/drawings.
27) Will the driveway leading to the red roofed building also be demolished by others?
The existing “red building”, including foundation and adjacent pavement will be demolished by others and shall not be included in this contract. Refer to amended specifications/drawings.
28) We were provided with a Geotechnical study completed by Gessner Engineering. As a prospect design build general contractor I expect to have the following consultants within my scope of work, please verify: Surveyor & construction staking, Materials testing as indicated in 01 45 29, Civil engineer (Base bid site plan, grading plan, erosion control plan; Option 1 for electrical, gas, and wet utilities), Structural engineer for foundation, and PEMB engineer.
We intended to leave some things open for the contractor to determine but have decided to provide clarity in this area to ensure a level bidding situation. Please refer to the amended drawings and specifications.
29) Depending on some of the answers above, is the period of performance negotiable? The solicitation says that we shall commence work within 10 days of NTP and complete the base bid in 189 days. PEMB design must be done (approx. 4 weeks) before structural foundation can be started, foundation design (approx. 4 weeks) needs to be completed to submit for a permit. CFW plan review can take 6-8 weeks. We could be potentially be 112 days into it before we have a permit, leaving 77 days for construction.
The performance period will be amended to 280 calendar days after receipt of the notice to proceed. See Amendment #1.
30) Will the roof & wall panels be Galvalume or colored panels?

31) There is a conflict between the plan and spec. The spec says "no standing seam" , but the plans say it's to be a 26 GA AL-ZN coated standing seam roof.

32) Roof Panel - Specification Section 133419 "Metal Building Systems", Paragraph 2.2 calls for
Screw Down Roof Panels, and says that Standing Seam Roof Panels are "Not used."
However on Sheet C-1 of the Drawings, New Work Keynote #1 calls for Standing Seam Roof.
Please clarify which type of roof panel is needed. (fyi, if code requires insulation blocks on the roof purlins now or in the future, Standing Seam Roof would be required).

33) Live Load - Specification Section 133419 "Metal Building Systems", Paragraph 1.3 A.1 calls for 30 PSF Live Load. Additionally, Paragraph H states that Load reductions on tributary areas (typically allowed) are not allowed. 20 PSF Live Load, reducible is typical for this type of pre-engineered building. Is 30 PSF non-reducible the Live Load required ?
We have elected to reduce the roof live load requirement from 30 PSF to 20 PSF.
34) Heated/Semi-heated/ Conditioned Space - Will this building be heated or air conditioned ?
We do not intend to heat or air condition this facility.
35) Insulation - Is any blanket insulation required for the roof or walls ? (none is currently shown)
If so, please clarify the R-value &/or thickness needed at both Roof and Walls.
We do not intend to add roof or wall insulation at a later date.
36) Overhead Doors/ Walk Doors - There are currently (2 ea.) Overhead Doors shown on Sheet
A-1 of the Drawings. Is this quantity correct ? If not, please clarify the quantity and location of the Overhead Doors. Similarly, (2 ea.) Hollow Metal Walk Doors are shown. Is this quantity correct ?
Correct. Base Bid sheet A-1 requires the installation of two coiling doors and two pedestrian doors.
37) Hollow Metal Gauge/ Galvanizing - Specification Section 133419 "Metal Building Systems", Paragraphs 2.5 A & B call for galvanized 14 ga. Hollow Metal Doors and Frames. Are galvanized frames and doors truly required ? Is the 14 ga. requirement accurate ?
The door specification has been modified. Refer to the amended specifications.
38) FS System - Will this building be Fire Sprinklered ?
39) "Buy American" Requirement - It appears "Buy American" is required. Please confirm if this is correct, and if so, what percentage is required ?
Yes – 100%/and in accordance with the clause.
40) Time after Permit Release - What is the construction timeframe after Building Permit is released by the City ?

41) Use existing site for excavation spoils on site and no haul off will be ok?
42) All design and engineered drawings and specs will be by GC not by owner as a full design build project.
The contractor’s design work is expected to comply with the contract documents, which provide general constraints and requirements.
43) There will be no Fire Sprinkler System in the project at this time?
44) Will there be Pest Control to the new construction?
This is not a requirement in this contract.
45) The Scale on the drawings do not match the given dimensions please clarify?
The drawing scales have been corrected. Refer to the amended drawings.
46) Will the GC need to provide our own temp toilets on site?
Yes. The contractor shall provide and service temporary on-site toilet facilities.
47) Will the GC need to have temporary fencing for the project?
The installation of temporary chain-link fencing will not be required in this contract.
48) The option price for the paving will require pavement marking?
Pavement marking will not be required in this contract.
49) Temporary power and water cost per month is by GC or owner?
It has been determined that a water spigot and electrical receptacles are located within the existing canopy area adjacent to the proposed building site. This will be made available to the contractor. Other utility needs required to accomplish contract work shall be provided by the contractor. See amendment #1 which adds a utility clause.
50) No modifications to the existing building for new construction?
That is correct. The intent is to place the new facility as close to the existing canopy as can reasonably be accomplished without cutting/modifying existing construction. The drawings have been adjusted slightly to depict this goal.
51) All testing and surveyor will be required by the GC not the Owner?
That is correct. This is a design build project that has delegated design work to the contractor. Refer to the amended drawings and specifications.
52) Obtain a copy of the sign in sheet from the Pre-Bid meeting?
A copy of the sing in sheet of the pre bid conference meeting has been uploaded to the federal business opportunities website (FBO).
53) Will there be silt fence required for erosion control by GC?
Stormwater pollution prevention (erosion control) shall be as required by TCEQ for federal construction.
54) Acceptable to use a Storage unit on site for materials and etc?
Yes, as designated by the BOP. The BOP will require it to be appropriately secured during non-working hours.
55) Just glancing through the specifications it appears they are referencing metric material properties (2.3.A of 03 30 00 requires 21 MPa concrete and 2.2.B of 03 30 00 requires grade 420 rebar). I ‘m not sure what this means for design, material purchases, material submittals, and construction. If hard metric materials are required then this will impact the design and construction costs and material approvals.
The contractor is expected to convert metric data to its nearest standard equivalent.

a. 1.3.B notes a 90 MPH design wind speed. 1.3.E references 2015 IBC. These two items are in conflict. I assume the proper design wind speed is 115 MPH in accordance with 2015 IBC and
ASCE 7-10.

b. 1.3.A indicates a roof live load of 30 PSF. This conflicts with 1.0 kPa noted in 1.1.F of 01 00 03.

Additionally, the PEMB manufacturer will be allowed to apply load reduction calculations permitted by IBC 2015. Refer to amended specifications
Column reactions are anticipated to exceed the 15,000 pounds noted under “Deep Foundations” in the geotechnical report. Given that the foundation sizes are currently governed by net uplift and not gravity loading, bearing pressures due to gravity loading are light; on the order of 700 psf. Thus any concerns the geotechnical engineer may have with reactions exceeded 15,000 pounds may not be applicable but Garver doesn’t know that and is not in the position to make such a determination. I suggest the contractor advise the geotechnical engineer of this information and seek advice.
The contractor shall design the foundation in accordance with standard engineering practice and code. The BOP has no reason to believe the requirement that is referenced here is a hard limitation on the design, and would assume at this time that it isn’t applicable in this case. This will be clarified at a later date if determined otherwise.
