SUBJECT: Pre-Bid Meeting Minutes for 15B40319B0000001, New Vehicle and Pedestrian Gates
A preconstruction meeting for the above referenced solicitation was held on October 16, 2019 at 9:00 a.m.
Attendees:
Rachel Brown, Bureau of Prisons Linda Hampton, Bureau of Prisons Steven Zerr, Burea'u of Prisons Scott Dove, Bureau of Prisons Rochelle Infante, Bureau of Prisons Amber Ramirez, Bureau of Prisons Andrew Sharp, Vertex Perimeters Petar Bubalo, Penns Co.

Meeting Minutes
Ms. Brown opened up the meeting with introductions. She advised the contractors that discussions during this meeting would not alter or ch~nge the terms/conditions of the solicitation and that all changes will be made in writing via an amendment to the solicitation by the issuing contracting officer. Ms. Brown, notified the potential vendors that Ms. Morgan is the Contracting officer for this solicitation. Mr.
Dove, Contracting Officer Representative, will be the technical advisor.
All questions must be sent to Ms. Morgan, Contract Specialist, via the email provided in the solicitation. Questions must be submitted no later than October 21st , 2019. Potential Contractors must abide by all Federal, State and local laws,' codes and regulations. Bids are due November 5, 2019 at 2:00 p.m. CST.
Contractors were advised to read the solicitation in its entirety to ensure that all information is clear. This will ensure that proper proposals are submitted.
Ms. Brown went over the points listed in the agenda i.e. bid bond, Bank reference, NCIC clearance requirements, safety and the importance of the contractor meeting OSHA requirements, Medical emergencies, availability of parking, brand name or equivalent and the past performance questionnaire.
The meeting was on site and a walk through of the area was conducted.
During the walk through of the site Ms. Hampton stated that the job. ~s the solicitation states is to replace two electronic and two manual pedestrian gates. The manual gates were pointed out and it was stated that they will be wider than the existing gates as specified in the solicitation. Mr. Sharp took measurements of the outside vehicle gate.
The following questions were asked:
Q. Can we use the existing column and fence posts for the vehicle gates?
A. Yes, the manual pedestrian gate will need a post removed in order to widen the gate.
Q. Are we using existing wires?
A. Yes, the new gates will need to be tested for functionality as stated in the solicitation.
Q. Are the gates going to be 2150's A. Yes or equivalent as stated in the solicitation.
Q. Can we take measurements on the interior gate?
A. No, It is exactly the same as the exterior gate.
Q. Will there be one escort or two?
A: You will be assigned at least one escort.
Q. Will traffic through the site be limited?
A. Yes
Q. How will tool control be conducted, will we be able to park a job box on site?
A. Yes, we will account for all tools every morning and every evening as stated in the solicitation.
The meeting was concluded at 9:20 a.m.
