Dear Offeror:
This solicitation package has been provided for your consideration. This RFQ is for Bread items. This solicitation is due in the Contracting Office no later than 4:00 p.m. EST, November 29, 2023.
All products delivered must have a shelf life of 90 days from date delivered to FCI McDowell.
The following MUST be completed before your offer can be accepted:
Representations and Certifications (FAR 52.212-3). Each offeror is required, per 52.212-3, to complete representations and certifications via the On-line Representations and Certifications Applications (OCRA) at www.sam.gov All offerors MUST be capable of and comply with FAR 52.204-7, Central Contractor Registration (Oct 2003) and FAR 52.204-6 Data Universal Numbering System (DUNS) Number (Oct 2003). Submission of your offer constitutes compliance.
Standard Form (SF) 1449 - Solicitation/Contract/Order for Commercial Items. Please complete blocks 17a, 23, 24, and 30 a-c of SF 1449 and continuation sheets. Please include your telephone number in block 17a. Original signatures are required on bids submitted.
The Government shall award by line item to the lowest responsive/responsible bidder. Award will be acceptance of our offer; therefore, ensure all requirements can be satisfied in terms of quantity required, delivery dates, specifications, packaging, labeling, and invoicing procedures, etc., prior to bidding on the item(s). DO NOT CHANGE THE ITEM DESCRIPTION OR THE UNIT OF ISSUE. Do not use phrases such as “Minimum award amount”, “All or none”, and any other phrases that would limit the Government from awarding by line item. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT REJECTING PART OR ALL OF THE BID SUBMITTED. All offerors that do not meet the requirements of the RFQ will be noted and utilized as Past Performance Information and may be shared with other Bureau of Prison facilities.
All prices to be FOB destination. Deliveries are to be made to the FCI McDowell Warehouse. Deliveries will be accepted weekly on an as needed basis. Orders will be made by the FCI McDowell Food Services Department and deliveries can be made on or after January 2, 2024 and on or before March 31, 2024.
