ASR (Airport Surveillance Radar) HVAC Replacement

GSP – Greer, SC

April 2020

STATEMENT OF WORK

1.0 SCOPE:

Furnish all labor, equipment and materials to remove the two existing 15-ton split HVAC systems and replace them with two new 15-ton split HVAC systems located on the buildings South end. The HVAC system shall use one unit as a primary with the second unit to be a backup with automatic change over controls. Installation of the new units will require new refrigerant piping and electrical wiring. The interior ductwork is to be cleaned and reused. A Direct Digital Control (DDC) system will be utilized for this installation. Systems shall be complete, functional, and operational in all respects.

The following items are a summary of the project and are provided solely for the purpose of describing the general nature of the work. The Contractor is responsible for accomplishing all items of work identified in the applicable drawings, specifications, and provisions of the contract:

Ductwork modification in accordance with SMACNA. See attached drawing (.PDF).

All electric cooling with no heat split systems (Submittal required) Units shall have low ambient controls Units shall have winter start kits Units shall have factory installed convenience outlets Units shall have factory installed disconnect switches Units shall have factory or field installed transient electrical surge protection systems as specified in the body of this document.

A direct digital control (DDC) system should be provided to monitor and operate the

HVAC units. The DDC system will control operations such as startup, shutdown, switchover, etc. The system will control the replacement air conditioning units and have the following features and controls:

o Automatic switchover upon unit failure o Automatic switchover upon high space temperature o Scheduled monthly switchover o Local audible and visual alarms o Open controls and front end protocol. FAA personnel shall be able to independently modify the system.

o Capability for future network and internet connection.

Modify equipment pads as needed.

Removal and disposal of old equipment Patch and paint any holes left behind by removal of old units.

Cap and seal any penetrations left behind by removal of old conduit or wire.

Size for new breakers and replace the existing breakers feeding CU1 and CU2 per the requirements of the new HVAC units.

Replace the existing cabling feeding CU1 and CU2. Existing conduit will be reused unless it is inadequate.

Replace the existing outdoor disconnects and fuses.

The final outcome of this project will be a complete and functional HVAC system as described and in accordance with the manufacturer’s installation/operation instructions and this document.

2.0 SUBMITTALS:

The Contractor shall submit product information for FAA approval regarding the HVAC units, sequence-of-operation and other key material and information regarding this project. The submittals listed below will be reviewed by the Government and be approved / disapproved or approved as noted. The Contractor shall not proceed with procurement of material and equipment until the Government approves the submittals.

c. Skill and Qualification Documents, Professional Licenses, NICET Certifications, List of Past Jobs Completed

d. List of workers and subcontractors

e. Safety and accident prevention plan

f. Emergency medical action plan

g. Electrical lock out tag out plan

h. Metal waste recycling plan

i. Equipment plan with information about trucks, cranes, & lifts

j. 15 Ton dual stage split HVAC systems with low ambient temperature control kits, corrosion resistant coil coating, and hail guards

k. Conduit and wire.

l. Ductwork, insulation boards, and duct adhesives

m. DDC Control Unit

n. Damper actuator motors

o. Manufacturer’s equipment warranty

p. Installer’s one-year parts & labor warranty.

3.0 WARRANTIES:

The Contractor shall warrant all materials, equipment and labor for all work performed under this contract. This warranty, including factory start-up, shall be for a period of one calendar year beginning upon the date of contract acceptance inspection (CAI). The warranty shall be unconditional and the Contractor shall furnish all labor and materials required to repair or replace defective or failed portions of the contract work. Any warranty repairs shall be mobilized and on-site within a maximum of 24 hours after notification by the Government for any failure that causes the mechanical system to be inoperative. Other failures or defects that have no operational impact to the facility shall be corrected within a maximum of 15 calendar days after notification by the Government. Years 2-5 shall carry a parts and labor warranty (including but not limited to Compressors) with the same response times required for the first year. The Contractor shall furnish to the Resident Engineer (R.E.) the manufacturer's certificate of this warranty stating the beginning and ending dates of the period of coverage. Also, guarantee that each piece of apparatus shall have a capacity or performance of not less than that specified when the apparatus is operating under specified design conditions.

4.0 PERFORMANCE TIME:

The Contractor shall complete the installation of the units within 45 calendar days after Notice- To-Proceed. The time required for Government submittal review, comment, and approval, will not be included in the Contractor’s performance time. Nor will equipment-ordering lead-time.

Notice-To-Proceed with the construction phase will not be granted until the Contractor certifies to the Contracting Officer that all required materials and equipment, as approved by the Government, are in his possession and ready for installation.

5.0 SCHEDULE OF WORK:

All work shall be performed during normal daytime hours of 7:00 AM to 3:30 PM unless otherwise approved by the R.E. Alternate work schedules such as 10 hours per day for 4 days per week are acceptable; subject to the total work time per week must not exceed 40 hours. All work schedules proposing more than 8 hours of work per day must be approved in advance by the Resident Engineer. No work shall be scheduled or performed on Saturdays, Sundays or federal holidays, or during holiday maintenance moratorium periods, unless approved in advance.

Maintenance moratorium periods usually occur for approximately 10 days around Thanksgiving and for approximately two weeks around Christmas. Exact dates will be provided during the pre-construction meeting.

6.0 AVAILABILITY OF UTILITIES:

Electricity and water are available for the Contractor’s use. Sanitary facilities may not available for use at this site. The Contractor should make provisions for a portable toilet.

Trash removal shall be the Contractor’s responsibility. Furnish appropriate waste receptacles and service to pick up and transport all waste material to an approved commercial dump or waste processing facility.
