SECTION B – CONTINUATION OF 1449 BLOCKS
B.1 - PERFORMANCE WORK STATEMENT
Technical American Sign Language (ASL) Interpreter Services
1. INTRODUCTION
1.1. The Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the United States. Reclamation is organized into five regions (California Great Basin [CGB], Missouri Basin [MB], Lower Colorado Basin [LCB], Upper Colorado Basin [UCB], and Columbia Pacific Northwest
[CPN]).
1.2. Location of Work: Work will be performed primarily at the Denver Federal Center, 6th and Kipling, Building 56, Denver, Colorado 80225-0007.
1.3. Throughout this document, the terms contractor, contractor employees, and Interpreter are used interchangeably. The contractor is responsible for all requirements and its Interpreters and employees.
2. SCOPE
2.1. Reclamation’s Technical Service Center (TSC), a world class science and engineering service provider, has a requirement for qualified American Sign Language (ASL) Interpreter services to be performed at an advanced science and engineering technical level.
2.2. In-Person ASL Interpreting Services requires interpreter(s) present for the entire duration of the event
(meetings, site visits, technical skills training, and conferences). The interpreter shall effectively facilitate communication between spoken English and American Sign Language in various Science, Technology, Engineering, and Mathematic disciplines (STEM) commonly found in Reclamation (see 3.0 Personnel Qualifications) as required for all ordered events.
2.3. Event Conditions: Events at the TSC are generally staff meetings, science and engineering project group meetings, or trainings that take place indoors. These meetings and trainings may take place in conference rooms, offices, roundtable‐styled discussion rooms, and engineering/science laboratories. These meetings and trainings may include off‐line and on‐line audio, video, and screen sharing monitors such as conference calls, webinars, PowerPoint presentations, and Microsoft Teams. Events in the field generally take place near, or at, one of the many hydropower and water delivery facilities in isolated locations such as dams, canals, and powerplants. These events may be indoors and/or outdoors and may be in isolated locations with no cellphone coverage.
2.4. Interpreters must be prepared for site conditions and weather, be able to walk moderate distances on varying terrains, and adhere to all safety and health protocols while on site as defined in the “Job‐Hazard Analysis” document provided before the ordered event.
2.5. Video Conference Events requiring Dual Channel Video Remote Interpreter System (DCVRIS): Reclamation requires services for events utilizing requiring DCVRIS, such as: staff meetings; science and engineering
P a g e | 9 project group meetings; trainings; and other audio-video conference sessions. The interpreter works remotely and separated from the deaf employee participating from another location.
2.5.1. The interpreter shall possess the necessary technology (device(s), technical knowledge and/or support, and internet service) to attend the video conference as an attendee (1st channel), to interpret in real-time the discussion and all content presented (agenda topics and visuals such as PowerPoint presentations, screen sharing, drawings, etc.). Deaf employee(s) will be viewing the event simultaneously with the interpreter.
2.5.1.1. Conference platforms include, but are not limited to, Microsoft Teams, Zoom, and WebEx.
2.5.2. Events will be viewed simultaneously by the Reclamation employee and the Interpreter while the
Interpreter signs the audio exchange on a separate video platform (2nd channel).
2.5.3. The contractor is responsible for ensuring its employees performing services possess the technical capability for full motion face-to-face video conference with the deaf employee(s).
2.6. Audio-Only Conference Calls requiring a Single Video Remote Interpreter System (SCVRIS): Reclamation may require services for interpretations via telephone conference call from a separate location where the interpreter calls in as an attendee and uses a single video conference platform to provide ASL interpretation to employee(s).
2.7. Contractor is responsible to track the hours used and money spent for each CLIN. A tracking report will be submitted monthly from the Contractor to the Government showing the current amounts used and remaining amounts.
2.8. Contractor shall invoice for only the actual amount of time services were provided.
3. PERSONNEL QUALIFICATIONS
3.1. Interpreters shall be proficient interpreting technical discussions for professional disciplines in a meeting, conference, indoor/outdoor site‐visit, or training setting with minimal interruption for interpreter clarifications. The services required are listed in Section 2 of this Performance Work Statement (PWS) require, at a minimum, qualified technical ASL interpreters that meet the definition of a “qualified interpreter” as defined in federal regulations:
3.1.1. A qualified interpreter must be able to interpret effectively, accurately and impartially, both receptively and expressively, using any necessary specialized vocabulary.
3.1.2. To meet this definition at Reclamation, interpreters must be linguistically fluent in the science and engineering disciplines commonly found in Reclamation. Interpreters are required to have documented evidence of education, experience, or specialized training. The required candidate(s) qualifications include:
3.1.2.1. Experience. Documented performance and proficiency at an advanced level of technical
ASL interpreting skills, including appropriate gestures, with the specialized vocabulary commonly used at Reclamation in the following areas:
3.1.2.1.1. Engineering (chemical, civil, electrical, environmental, materials, and mechanical engineering).
3.1.2.1.2. Physical Sciences (chemistry, biology, and environmental sciences).
3.1.2.1.3. Dams and Powerplants
P a g e | 10
3.1.2.1.3.1. Concrete and earth dams along with their appurtenant structures or components (such as outlet works, intake structures, conduits, gatehouses, and stilling basins), spillways (gates, chutes, and stilling basins), and seepage control drain systems.
3.1.2.1.3.2. Hydropower plants (turbines, generators, transformers, and power transmissions).
3.1.2.1.4. Environmental Compliance and Management (invasive species, environmental compliance audits for facilities, National Environmental Policy Act, metal and concrete corrosion, hazardous materials, protective coatings, endangered species, and the Resource, Conservation, and Recovery Act).
3.1.2.2. Education or Specialized Experience. Bachelor’s degree or higher in engineering or physical sciences, graduation from an accredited interpreter preparation program, national certification in ASL interpretation, and continuing education; OR 200 hours of specialized experience that meets or exceeds the “qualified” personnel requirements listed above.; OR two (2) years’ experience that meets or exceeds the “qualified” personnel requirements listed above.
4. PERIOD OF PERFORMANCE
4.1. It is anticipated the term of the contract will be period of 12 months, with three (3) option years. Each request will include period of performance dates applicable to that specific request.
4.2. RECOGNIZED HOLIDAYS. Services will not be required on recognized Federal holidays established by Federal law (5 U.S.C. 6103). A schedule of the recognized holidays can be found at the following website:
www.opm.gov/policy-data-oversight/pay-leave/federal-holidays.
4.3. Most events are scheduled during normal work hours of 8:00 am to 5:00 pm, local time; however, there may be events that are scheduled outside of normal work hours.
4.3.1 Services required at the Denver Federal Center in Lakewood, Colorado are estimated at 1-2 events per week, requiring at least one ASL interpreter. Typical durations of events are two (2) hours; however, occasionally an event requires eight (8) hours.
4.3.2 Services required outside the Denver Federal Center (i.e. site visits) are estimated at twenty-four (24) events per year, requiring one ASL interpreter. Site visits require more walking than interpreting and the interpreter must be prepared for conditions on site.
4.3.3 This will be a bulk-funded order for ASL Interpreter Services. The not to exceed dollar amount is to be determined. The amount obligated will be based on an estimated annual quantity of hours needed. The contractor shall only invoice for the actual number of hours of ASL Interpreter Services provided. The final annual total will be reflected via a bilateral modification based on actual usage.
5. GOVERNMENT‐FURNISHED EQUIPMENT (GFE) AND MATERIALS (GFM)
5.1 Reclamation will not issue any Government property to the contractor. The contractor is responsible for providing all labor, equipment, materials, and supplies necessary to meet the requirements of each request.
5.2 All contractor employees performing services under this shall provide their own Personal Protective Equipment (such as clothing, steel toed shoes, environmental protection, hearing protection, safety glasses, etc.)
http://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays
P a g e | 11
5.2.1 Hard hats and/or safety vests may be provided for the duration of certain events by Reclamation, only if available.
5.3 Government furnished information provided to the contractor and/or contractor employee, work products, and deliverables are designated Controlled Unclassified Information (CUI), except when contractor-produced and Government‐furnished information related to this contract is designated Public Information (non‐CUI).
6. REGULATIONS/POLICIES
6.1. Federal regulations, policies, and standards of performance and conduct apply. In addition, interpreters and the interpreter service provider agencies must adhere to the NAD‐RID Code of Professional Conduct (formerly known as Code of Ethics). The NAD‐RID Code of Professional Conduct can be found at:
https://rid.org/ethics/code-of-professional-conduct.
7. TRAVEL
7.1. No travel costs will be reimbursed to the contractor or its employees for events at the Denver Federal Center or events within 50 miles of the Denver Federal Center.
7.2. Events may also take place at hydropower and water delivery facilities in the western 17 states including Arizona, California, Colorado, Idaho, Kansas, Nebraska, New Mexico, Montana, Nevada, North Dakota, Oklahoma, Oregon, Texas, South Dakota, Utah, Washington, and Wyoming.
7.3. Travel will be reimbursed on actual expenses incurred in accordance with FAR 31.205-46 and Federal Travel
Regulations. The contractor shall be responsible for any charges determined to be unallowable. A pre-travel authorization must be completed. Travel reimbursement must be pre-approved by the CO. A complete list of all requested expenses including printouts showing travel cost must be submitted to the COR for approval at least five (5) business days prior to travel. Printouts would include documents that show pricing for airlines, hotels, rental cars, rental car fuel estimates, taxis/Ubers, parking, MapQuest mileage, and any other requested expenses. There should be a total travel cost estimate submitted for approval.
Long term parking should be utilized at airports. Pre-paid gas services for rental cars will not be reimbursed.
If multiple Interpreters are required for a single trip, rental car ride share should be used to the maximum extent practicable.
Any travel cost not preapproved will not be reimbursed unless extenuating circumstances can be used to explain the reasoning for the need of reimbursement. The determination of these extenuating circumstances and whether the reimbursement will be completed, will be made on a case-by-case determination.
7.4. To ensure prompt reimbursement for invoices the contractor’s confirmation code must match invoice.
7.4.1. FOR ESTIMATION PURPOSES ONLY: Reclamation anticipates approximately twenty-four (24) events per year requiring travel, requiring 3-5 days travel. Travel expenses may include lodging, M&IE (per diem), parking, airport shuttle, baggage fees.
7.5. The contractor shall provide its own transportation whenever possible.
7.5.1. In the event contractor employees are transported via Government vehicle, all personnel are required to complete Attachment 1 Hold Harmless Government Vehicle Release before occupying a Government vehicle.
7.5.2. No contractor employees shall not operate any Government vehicle (including vehicles rented by the government).

8. SECURITY
8.1. All contractor employees must comply with Reclamation security procedures and security training requirements.
8.1.1. The name(s) of the interpreters must be provided in advance to ensure interpreter(s) are on the entrance memo for access to government facilities. Failure to do so may prevent interpreter(s) from entering facilities.
8.1.2. Visitors to the Denver Federal Center must be prepared to present a valid driver license and current vehicle registration at the entrance gates. The visitor entrances are Gate 1 (Kipling one block north of Alameda Ave.) and Gate 4 (Union Blvd and 4th Ave.).
8.1.2.1. Contractor employees performing services at the Denver Federal Center must enter Building
56 through the East Visitor’s Entrance and Building 67 through the South Visitor’s Entrance and be prepared to show identification.
8.1.3. Reclamation will inform the contractor employee of security procedures and must escort the contractor employee entry into government facilities.
8.1.4. Reclamation has identified specific security sensitivity designations for information related to Reclamation facilities. The contractor and/or its employees performing services under this may be required to complete a Federal Non-Disclosure Agreement.
8.1.5. All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are government employees.
9. TRAINING
9.1. The contractor is responsible for any necessary training for its employees to maintain proper certifications required by the industry and/or required to successfully perform the services required.
9.1.1. Reclamation specific training may include Lock-out Tag-out, Confined Space Entry, Fall
