About this file
This document contains Questions and Answers related to a solicitation for 3000 Gallon Aboveground Fuel Storage Tanks issued by the Department of the Interior Bureau of Reclamation (Solicitation Number: 140R3024Q0090).
The key details are:
- The solicitation allows for a remote grade level fill in the bunded cabinet or the other end of the tank, in addition to the required tank top fill with ladder access and spill containment.
- The interstitial monitoring can be provided through a gauge instead of a dipstick.
- The tanks must have lifting lugs to facilitate movement by crane, but should not be moved when full of fuel.
- An access ladder to the fill location is required, or the fill location can be piped down to ground level.
- A lockable pump bay with spill containment is required for security and environmental protection reasons, though the supplier's offering of lockable dispensers without an enclosed cabinet may be acceptable.

Questions and Answers
1. Rather than a ladder to access a tank top fill, would it be acceptable to provide a remote grade level fill in the bunded cabinet or the other end of the tank by welding a 10-20 gallon fill / spill containment sump at either location?
The tank top fill with ladder access and spill containment is needed. It is fine to add the level fill in the bundled cabinet in addition to the top fill. Our fuel service trucks are not set up for level fill and some of our fuel providers are not set up with level fill. We need the access on top of the tank to be able to fill with a traditional fuel fill nozzle.
2. Interstitial Monitoring Port: The RFQ specifies an interstitial monitoring port with a dipstick. Our supplier recommends using a gauge for interstitial monitoring instead.
Would it be acceptable to quote a gauge in place of a dipstick?
YES
3. Portable Design for Lifting and Transport: The RFQ mentions that the tanks should have a portable design for lifting and transport. Our supplier's tanks are equipped with lifting lugs to facilitate movement by a crane, but they should not be moved when full of fuel. Does this meet the requirements, or is there an intention to move the tank while it is full?
Lifting lugs meet the requirement.
4. Access Ladder to Fill Location: While the RFQ calls for a ladder to access the fill location, our supplier can either accommodate this request or alternatively pipe the fill location down to ground level. Could you please advise on the preferred option?
Access ladder and top fill location required.
5. Pump Bay Availability: At this time, our supplier is unable to provide the pump bay as specified. However, they can offer lockable dispensers, though these would not be enclosed in a cabinet. Would this be acceptable?
Lockable pump bay required as specified for security reasons and protection of the equipment from the elements and bay must have spill containment to prevent environmental hazards.
