CALL OUTS

To provide services which are out of the normal scope of the monthly pest control. The vendor will respond to the call and will charge the Government based on a negotiated rate at the time of occurrence.

5. Performance Requirements Summary (PRS)

The work rendered under the contract is subject to Government inspection during all times of the Contractor’s work and after completion of the tasks. The PRS identifies critical performance measures the Government will use to evaluate the Contractor’s performance.

The Performance Objective lists activities the Contractor must perform to accomplish the

PWS requirements. However, the absence of any contract requirement from the PRS shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract, including the clauses entitled “Inspection of Services” and “Default.”

The Performance Requirements Summary Table includes has five columns that include the

Performance Objective, Performance Standard, Acceptable Quality Level, Incentives, and

Method of Surveillance.

The Performance Standard describes the task to be accomplished.

The Acceptable Quality Level (AQL) describes the minimum level of acceptable performance from perfect performance for each listed service and how much error the

Government is willing to accept. If performance fails to meet the AQL, the Government will invoke the negative incentive stated in column 4 of the PRS table.

The Incentives identify positive and negative incentives that will be invoked for meeting or not meeting the AQL. The incentives are designed to motivate the contractor to perform at their best. The contractor will be rewarded with positive past performance reports for performance that meets or exceeds the AQL. The contractor will realize negative incentives in the form of negative past performance ratings.

The Method of Surveillance identifies the methods the Government will use to monitor and evaluate contractor performance. The Government will utilize two main methods to evaluate performance (1) Direct physical inspections and (2) notification by other Government agency representatives. Direct physical inspections will include on-site observations and inspections of the conditions.

Government Quality Assurance

The Government’s quality assurance (QA) program is not a substitute for the Contractor’s quality control. The Government will monitor the Contractor’s Quality Control program in accordance with the standards referenced and listed in the PRS, or other remedies it deems appropriate.

The Contractor’s performance will be compared to the contract standards and performance requirements using the Quality Assurance Surveillance Plan (QASP).

The Government may use a variety of surveillance methods to evaluate the Contractor’s performance. The methods of surveillance that may be used include (1) random physical inspections and (2) notification by other Government agency representatives.

Criteria for Evaluating Performance

If the Contractor meets or exceeds the AQL, positive past performance will be documented.

When the Contractor performs at a level below the AQL, the Contractor will be issued a

Contract Discrepancy Report (CDR). The Contractor shall respond to the CDR in writing, and explain why performance was unacceptable, how performance will be returned to acceptable levels, and how recurrence of the problem will be prevented in the future. The

CO will evaluate the Contractor’s explanation if contract termination process is applicable.

At the sole election of the Government, the Contractor may be required to re-perform, or perform late, defective work disclosed by Government inspection including defective and incomplete performance. Where the Government so elects, the Contractor will be notified promptly after inspection that specified defective services will be re-performed or performed late and completed within a reasonable time specified by the Government. Re-performance of defective and incomplete work will be at no additional cost to the Government.
