Questions – Site Visit for Yuma Fence Repair – Sol#140R3024Q0030

1. Statement of Work page 2 Section 1.2 Objective: A and A1

Clarification on Statement of Work- Section 1.2 A: calls out for 7 ft high, with 3-strand barbwire chain link fence fabric. Then on section A1: it specifies Height: 72-inch, or as specified in the drawings. Would like this clarified just to eliminate any confusion.

The existing chain link fence fabric is 6-feet tall. Fencing that needs to be removed and replaced includes sections of damaged chain link fence fabric, top caps/barbwire posts, 3-strand barbwire, and tension wires (top and bottom to match existing fencing), as shown in the attached image (See images below). Also note that splicing will be required to tie-in new fencing to existing fencing.

2. Can the section with the biggest area of work, next to roadway fence line, be cleared for access on the roadway side for easier job access?

The section with the biggest area of work, next to the roadway fence line, will be cleared for access on the roadway side by Reclamation (government) prior to onsite work by contractor.

3. Can twist ties be used?

Twist ties are an acceptable option for use in securing the chain link fence fabric to the existing posts provided the twist ties are of suitable size (gauge) required for the specified chain link fence fabric.

4. Please confirm that the USBR will ensure unobstructed access to the contractor for the following:

Along both the exterior and interior of the fence? If so, what is the preferred width for clearance on both sides (with a minimum of 10')? It is essential to have exterior clearance to facilitate the rollout and installation of fabric panels.

To each designated work area for a pickup truck and towed trailer, including traversing existing ditches where necessary?

Reclamation will provide unobstructed access along sections of fencing requiring replacement to allow the contractor to complete the work. Reclamation will plan to provide a minimum of 10' clearance on both sides of the fence, where possible, to allow for rollout and installation of chain link fence fabric panels. At Reclamation's discretion, Reclamation will seek to provide access from the adjacent highway, including traversing existing ditches.

5. Please confirm the USBR will remove any accumulated dirt at the base of the existing fence panels, thereby relieving the contractor of any responsibility for direct removal during the installation of new fence panels.

To the extent possible, Reclamation will provide unobstructed access to the fence requiring replacement, including removal of accumulated dirt at the base of the fencing resulting from work to provide unobstructed access.

6. Please confirm no posts are being replaced under this contract. If there are any posts that require replacement, please specify the quantity and location(s).

NO posts will be replaced.

7. Please confirm that all barbed wire arms shall be replaced at locations where the fence paneling is being replaced.

Barbed wire arms (Top Cap/Barbwire Posts) shall be replaced at locations where chain link fence fabric requires replacement.

8. Please confirm that the top and bottom tension wires for new fence panels are required.

Top and bottom tension wires are required where chain link fence fabric requires replacement.

9. Is it permissible to splice the top and bottom panel tension wires at the end posts of panels being replaced, rather than extending the entire run back to the original tie point?

Yes, it is permissible to splice the top and bottom panel tension wires at the end posts of panels being replaced, where feasible to do so without causing damage (excessive stress) to the end posts and adjacent fencing.

10. Is it permissible to splice and redirect the barbed wire runs to a barbed wire arm rather than extending the entire run back to the original tie point?

Yes, it is permissible to splice and redirect the barbed wire runs to a barbed wire arm (Top Cap/Barbwire Post), where feasible to do so without causing damage (excessive stress) to the barbed wire arm and adjacent fencing.

11. Are we permitted to utilize the existing hardware at the terminal posts, which are situated approximately every 500 feet along the fence line and at corners?

Yes, it is permissible to use the existing hardware at the terminal posts (situated approximately every 500 feet along the fence line and at corners) including the tension band and tension bar.

12. Please confirm the contractor will be allowed to remove all damaged fence panels and barbed wire scheduled to be replaced (approximately 3500 linear feet) and subsequently install the new fence panels and barbed wire. If not, please provide direction that any opening created by removal of the existing fence fabric and barbed wire must be secured by close of business each day. This approach will have a substantial effect on production and cost to the project.

Yes, it is permissible for the contractor to perform demolition work prior to installation of new fencing (i.e., contractor will not be required to secure the Fencing at the close of each business day).
