Performance Location: The work is located at mile 7.2 on the Delta-Medota Canal, approximately 10 miles west of Tracy, California in Alameda County.
Brief Description of Work: The work consists of installing Government furnished vertical pumping units and valves into an existing pumping plant and furnishing and installing related equipment.
Pre-Bid Site Visit:
An organized site visit has been scheduled for August 5, 2020 at 10:00 a.m. PST. Interested bidders shall make arrangements to attend the site visit by contacting Steve Holmes via e-mail at Sholmes@usbr.gov. Please include participant names; do not leave a phone message. Further information will be provided at that time regarding the meeting location. Section L FAR Part 52.236-27 Site Visit Alt I (Feb 1995) contains detailed information on the site visit.

Participants are required to wear appropriate footwear (no open-toed shoes), pants, safety vest, and hardhats. Participants are also required to wear face coverings while inside the plant, or outside when social distancing cannot be maintained.
Prospective bidders are strongly encouraged to attend the pre-bid site visit to gain a better understanding of the work requirements and site conditions.
Any questions asked at the site visit must be submitted in writing. Questions must be submitted, to the solicitation point of contact, within a reasonable time to allow for a reply prior to the bid due date. Section l FAR Part 52.214-6 Explanation to Prospective Bidders (Apr 1984) specifies oral explanations or instructions given before the award of Contract will not be binding.
Responses to questions will be issued as an amendment of the IFB. Amendments must be acknowledged on the SF1442, Block 19 or by one of the methods identified on the SF30, Block
11. Failure to do so will disqualify the bid.
This project requires compliance with the latest edition of the Reclamation Safety and Health Standards (RSHS). Section I, WBR 1452.223-81 Safety and Health – Bureau of Reclamation (Jun 2015). http://www.usbr.gov/ssle/safety/RSHS/rshs.html. A review of this guidance is recommended prior to the site visit.
Submitting Bid:
Bids are due on the date and time specified on the SF1442, Solicitation, Offer, and Award, Block 13 to the address identified in Block 8. Include the Solicitation Number, point of contact name, and date and hour of the bid opening on the outside of the sealed bid.
If the IFB requires a bid on all items listed in the Price Schedule in Section B, a failure to do so will disqualify the bid.
Any bid, modification, or withdrawal received at the Government office designated in the IFB after the exact time specified for receipt of bids is “late” and will not be considered unless there is acceptable evidence to establish that it was received at the Government installation designated for receipt of bids and was under the Government’s control prior to the time set for receipt of bids. FAR Part 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999) contains additional information on late bids.

Electronic bids are due no later than September 1, 2020 at 2:00 pm Pacific Time.
Bids submitted by mail should be sent allowing a reasonable delivery time. Mail distribution to the point of contact is often later than receipt of mail in the mailroom due to size of our facility.
The mailroom does date/time stamp mail upon receipt. Bids received date/time stamped before the bid opening will be considered.

Bids submitted in person or individuals attending the bid opening should arrive allowing adequate time to find a parking spot in the Federal Buildings large parking lot and be prepared for security screening.
All individuals attending the bid opening should report to the main entrance of the California Great Basin Regional Office located at 2800 Cottage Way Sacramento, California 95825. The bid opening will be held outside the cafeteria in the seating area.
Helpful hints for submitting a bid:
• the bid (SF1442) is complete and signed
• all price information in Schedule B is included and correct, without math errors
• all amendments have been acknowledged receipt of all amendments by one of the methods identified on the SF30, Block 11
• the required bid guarantee is included as specified in Section I, FAR Part 52.228-1 Bid

Any contractor interested in doing business with the government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. An award will not be made if the contractor is not registered in SAM or has a status of expired.
SAM is a federal government owned and operated free website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). FAR Part 52.204-7 System for Award Management (Oct 2018) contains additional information regarding SAM Registration.
The vendor’s DUNS and Bradstreet number and banking Information are required for SAM registration. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accesses through https://www.sam.gov/SAM/ or by the federal Service desk at 1-866-606-8220.
Payment requests and/or invoices must be Submitted electronically through the U.S. Department of the Treasury’s invoicing processing platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973- 3131.
If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the contracting officer with its proposal or bid. Section G.5 contains detailed information on invoicing and IPP.

SUMMARY OF WORK
PART 1 GENERAL
1.01 BACKGROUND
A. The Delta-Medota Canal (DMC) – California Aqueduct (CA) Intertie intake and pumping plant is a transfer works facility currently operated by the San Luis Delta-Mendota Water Authority (SLDMWA). The plant pumps water supplied from the DMC via six pumping units that manifold into two transmission pipes. The pipes terminate at the CA turnout, owned and operated by the Department of Water Resources (DWR). The plant also allows for reverse, gravity flow from the CA to the DMC through two reverse flow valves. Four of the six pumping units are currently installed and operating. Operation of the plant will continue during the installation of the last two pumping units.
1.02 LOCATION
A. Work is located at Mile Post 7.2 on the DMC, approximately 10 miles west of Tracy, California in Alameda County. The service road to enter the work site is at the intersection of the DMC and West Grant Line Road.
B. Government furnished equipment is stored at the SLDMWA office located at 15990
Kelso Road, Byron CA 95414, in Alameda County.
1.03 PRINCIPAL COMPONENTS OF WORK
A. The work consists of installing Government furnished vertical pumping units and valves into an existing pumping plant and furnishing and installing related equipment. Principal components of the work include:
1. Furnish and install pump pedestals for pumping units 3 and 4. Include the following items:
a. Concrete placement, including formwork, reinforcement, cast-in-place anchors, and nonshrink grout.
b. Concrete demolition and repair for interfacing pedestal ground system to existing ground system.
2. Deliver from storage site, install, and test the following Government provided items for pumping units 3 and 4:
a. 42-inch motor operated butterfly valves.
b. 42-inch tilted disc check valves.
c. Vertical Pumping Units.

3. Furnish, install, and test the following items for pumping units 3 and 4:
a. Pump discharge piping (steel manifolds) from 48-inch pump header to existing 42-inch blind flange.
1) 48-inch to 42-inch reducers.
2) Pipe couplings and harness stud assemblies.
3) Flange supports, including but not limited to:
a) Core drilling into existing concrete.
b) Adhesive anchors.
c) Nonshrink grout.
4) Modify metal building to accommodate and seal around new discharge pipes.
b. Vibration monitoring sensors.
c. Air Valves:
1) 12-inch throttling air and vacuum type.
a) 12-inch AWWA manually operated butterfly valve.
b) 12-inch surge check valve.
2) 6-inch combination type.
a) 6-inch AWWA manually operated butterfly valve.
d. Pressure gauges.
1) ¾-inch ball valve.
e. Diffuser panels.
4. Furnish, install and test the following items for pumping units 3 and 4:
a. 5kV cables from existing MCE to motor units 3 and 4, and from the new power factor capacitors to the MCC.
5. Design, furnish, install and test the following items for pumping units 3 and 4:
a. Power factor correction capacitors and corresponding capacitor fuses for motor units 3 and 4.
b. Extension of existing 2” RMC conduits for 5kV cables and control cables for units 3 and 4.
c. 480V power cable, control cable and corresponding conduit for discharge butterfly valve 3 and butterfly valve 4.
d. Grounding and bonding for the new equipment and interfacing to existing ground system.

6. Furnish complete spare parts that duplicate the existing equipment for unit’s 3 and 4 panels, located in the existing motor control center (MCE).
1.04 SPECIFICATIONS REQUIREMENTS
A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 53.
B. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.
C. Where specifications are written in streamlined form, the words “shall be” are included by inference where a colon (:) is used within the sentence or phrase.
1.05 DRAWINGS
A. Units 1, 2, 5 and 6 are existing installation. Units 3 and 4 are being installed in this contract as stated in the above Principle Components of Work.
1. Design drawings show items for pumping units 3 and 4 with darker object lines.
B. Where discrepancies between the drawings and specifications exist, the specifications shall take precedence.
1.06 DEFINITIONS
A. When the specifications use a word or term defined in the Federal Acquisition Regulations (FAR), the definition of the word or term shall be in accordance with FAR sections in effect at the time the solicitation was issued.

C. Government: Bureau of Reclamation.
D. Transfer Works: Facilities owned by the Bureau of Reclamation but operated and maintained by an irrigation district or other entity.

F. Quality Control: Activities performed by Contractor to ensure work conforms to contract requirements.
G. Contractor Quality Testing: Specified tests to be performed by the Contractor.
1. The Government may use the test results for Quality Assurance.
2. The Contractor may use the test results as part of Contractor quality control.

a. The Government anticipates that these tests will be part of the Contractor’s quality control program, however the tests do not relieve the Contractor of providing adequate quality control measures in accordance with the clause at FAR 52.246-12, Inspection of Construction.

A. All references below are to be the current adopted edition at the time of solicitation for this contract. If any conflict arises between installing the new equipment in the existing installation, the contractor is to notify the COR. 1.04 PROJECT CONDITIONS
A. Government land as shown on drawings may be used for required construction facilities.
B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.
C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of the COR.
D. Do not interfere with work of other contractors, the San Luis & Delta-Mendota Water
Authority (SLDMWA), or the Government in vicinity, or with reservations made by the Government for use of such land.
E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.
F. Canal embankment slope into the canal is steep. Vehicles and heavy load shall travel no more than 18 inches beyond edge of road. Contractor shall restore canal embankment at the Contractor’s expense, if disturbed.

LINE
A. In order to maintain clearance from the TANC 500kV Transmission Line, access to the site shall be in accordance with the following Zones as shown on Drawing 214-D-26575:
1. Zone 1: Area accessible by construction personnel and visitors.
2. Zone 2: Restricted personnel subject to background check. Refer to Section
01 35 50 - Site Security.
3. Zone 3: Restricted personnel and vehicle access. All equipment must maintain clearances in accordance to the RSHS or TANC requirements, whichever are more stringent.

A. Make preconstruction, post construction, and post repair digital recordings of the job site and graveled service road to the pumping plant.

3.01 IMPLEMENTATION
A. CDMS shall be in place and operating before Contractor transmits Contract Documents to Government, except RSN 01 31 30-1, Approval Data.
1. CDMS operation includes COR, or other authorized Government representative, having program control to assign users and user rights to Government personnel to access appropriate areas of system.
B. Contractor shall input Schedule of Submittals before making submittals. Include:
1. RSNs listed in Table 01 33 00A - List of Submittals.
2. Scheduled submittal date.
C. In accordance with Reclamation Directive and Standard RCD 05-01, all information received, created, or compiled by Reclamation officials, employees, contractors, and other staff (employees) is property of Federal Government and must be maintained in accordance with established standards. CDMS shall not be considered as storage of official records or correspondence.
D. Contractor shall provide a report of submittal status weekly for review at weekly coordination meetings. Submittal status report shall be in a table format and include:
1. Required Submittal Number (RSN).
2. Section Title.

3.02 TRAINING
A. Contractor shall provide at least four (4) hours of on-line CDMS training for Contractor and Government employees associated with the project. Training shall be performed by the system provider for Contractor and Government simultaneously at an agreed time prior to system implementation. The total four (4) hours training can be provided in a single session or in multiple sessions as recommended by the system provider. A list of up to ten (10) Government employees that require training will be provided to the Contractor by the COR with approval of RSN 01 31 30-1.

1.03 DEFINITIONS
A. Schedule: The Critical Path Method (CPM) of planning and scheduling a construction project where activities are arranged based on activity relationships and network calculations determine when activities can be performed and the critical path of the project.
B. Project Calendar: Cross reference of numerical work days with calendar days. The project calendar serves as the basis for the day/date conversion and assigns work days, rest days, and holidays.
C. Resources: Equipment, labor or crews, materials, subcontractors, fabricators, manufacturers, and consultants.

1.06 SCHEDULES AND TIME IMPACT ANALYSIS
A. Develop, maintain, and use approved Construction Program to plan, monitor, and evaluate, and report accomplishment of work.
B. Prepare Construction Program using Critical Path Method, under concepts and methods outlined in AGC Manual.
1. Use the Precedence Diagramming Method (PDM) in preparing the CPM networked schedule.
2. Prepare detailed activity network for accomplishing required work.
3. All activities except Award shall have predecessor activities and all activities except Contract Complete shall have successor activities.
4. Meet contract requirements; milestone(s) in accordance with the clause at FAR 52.211-10 - Commencement, Prosecution, and Completion of Work; and funding constraints in accordance with the clause at WBR 1452.232-80 - Limitation of Funds.
5. Prepare schedule based on required sequence and interdependence of activities.
6. Include work of subcontractors, Government interfaces, and contract milestones.
7. Adjust Construction Program/Schedule for seasonal weather conditions.
8. Define activities to a level of detail resulting in their durations being no greater than 15 workdays or 20 shifts unless otherwise accepted by COR.

Assign Government submittal review activities to a seven-day calendar with durations specified in Section 01 33 00 - Submittals. Include Required Submittal Number (RSN) in activity description.
C. Failure to include any element of the work will not release Contractor from completing all required work under the contract.
D. Performance will be evaluated by the Government using CPM schedules.
