About this file
This document is an amendment (Amendment 0002) to a solicitation (Solicitation 140R1724Q0005) issued by the Department of the Interior Bureau of Reclamation for the procurement of HH-Wayside Exhibits.
The key details are:
- The closing date for this solicitation has been extended from 4/19/2024 to 4/26/2024.
- There is no installation required for this requirement, it is strictly a supply purchase. The only travel required is a single site visit during the planning phase to view the exhibit placement locations.
- The sign panels do not need to be permanently embedded and can be removable. The material for the panels must be durable, weatherproof, and resistant to scratches and vandalism. Acceptable materials include aluminum, fiberglass embedded, high pressure laminate, or porcelain enamel.
- All text on the exhibits must be accompanied by adjacent tactile braille. The braille translation will be provided and proofed by the client.
- There is no requirement for a warranty beyond the manufacturer's standard warranty.
- The materials listed in the specification (powder coated surface and painted aluminum base) are the minimum required characteristics, but the contractor may propose alternate materials that meet the same performance requirements.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
THE PURPOSE OF THIS AMENDMENT IS TO ANSWER QUESTIONS AND EXTEND THE CLOSING DATE.
A. THE CLOSING DATE OF THE SOLICITATION IS EXTENDED FROM 4/19/2024 TO 4/26/2024.
B. QUESTION 1: Under Section V. (Meetings), it is stated that the contractor shall conduct one site visit to better understand placement of exhibits and resources available to them.
This is the purpose of item #00020, to price out that trip. The solicitation further states that all deliverables should be shipped FOB to destination, implying that there is no need to travel and install the physical exhibit. However, under section VI. (Deliverables and
Destination Point), the solicitation mentions travel for installation. Is this required?
And if so, how are we supposed to budget for this trip?

ANSWER: THERE WILL BE NO INSTALLATION
ASSOCIATED WITH THIS REQUIREMENT. THIS IS
STRICTLY A 'SUPPLY' BUY. THE ONLY TRAVEL THAT
NEEDS TO BE ACCOUNTED FOR IS THE ONE TRIP IN THE
PLANNING PHASE TO SEE THE VIEWPOINTS FROM WHERE
THE EXHIBITS WILL BE PLACED IN ORDER TO HELP WITH
DESIGN CONCEPTS. THE MONETARY VALUE OF CLIN
00020 WILL BE THE COST OF TRAVEL FROM YOUR
LOCATION TO THE HUNGRY HORSE DAM BASED ON CURRENT
GSA FEDERAL TRAVEL REGULATIONS.
C. QUESTION 2: IV.E specifies the sign panel to be "embedded in a powder coated surface".
"Embedded" can imply that the panels be permanently attached to the base. "Embedded" can also refer to certain methods of sign panel construction (e.g. fiberglass embedded sign). Can you provide clarification?
ANSWER: IT IS OKAY FOR THE PANELS TO BE ABLE
TO BE REMOVED. THEY DO NOT HAVE TO BE PERMANENTLY
ATTACHED TO THE BASE.
D. QUESTION 3: Is there a specific material or substrate preferred for the sign panel itself? Or is this decision up to the contractor?
ANSWER: THE MATERIAL NEEDS TO BE SOMETHING
DURABLE, WEATHERPROOF (FREEZING AND HOT
TEMPERATURES), HOLD UP TO SCRATCHES AND POTENTIAL
VANDALISM. THE CONTRACTOR SHOULD PROPOSE A
MATERIAL THAT WILL MEET THE NEEDS OF THE
REQUIREMENT DESCRIBED IN THE SPECIFICATION.
ACCEPTABLE EXAMPLES INCLUDE, BUT ARE NOT LIMITED
TO: ALUMINUM PRINTED DIRECTLY ON ALUMINUM SHEET
WITH A FINISH COATING; FIBERGLASS EMBEDDED
INKJET; HIGH PRESSURE LAMINATE; PORCELAIN ENAMEL.
E. QUESTION 4: Is there a material or production method desired for the tactile elements? (e.g.
cast bronze, epoxy, etc.)
ANSWER: PLEASE REFER TO AMENDMENT 0001 FOR THE
TACTILE ELEMENTS.
F. QUESTION 5: Sign panel fabrication methods and materials come with different life expectancies.
Is there an expectation of a certain material warranty beyond 10 years?
ANSWER: NO; PER PROVISION 52.212-1, THE
MINIMUM REQUIREMENT IS A MANUFACTURER'S STANDARD
WARRANTY.

G. QUESTION 6: IV.E specifies a "powder coated" surface, and IV.F specifies a "painted aluminum" base. Are these materials and fabrication methods required? Is the panel mount expected to be powder coated aluminum, or steel, and/or finished differently than the base?
ANSWER: THE MATERIALS LISTED IN THE
SPECIFICATION ARE 'MINIMUM REQUIRED
CHARACTERISTICS'. THE FINISHED PRODUCT PROPOSED
BY THE CONTRACTOR SHALL, AT MINIMUM, MEET THE
SALIENT FEATURES/RUGGEDNESS/WEATHERPROOF ABILITY
OF THE MATERIALS LISTED. NO, IT IS NOT NECESSARY
FOR THE BASE AND PANEL TO BE FINISHED
DIFFERENTLY, SO LONG AS THE FINAL PRODUCT MEETS
THE MINIMUM SALIENT CHARACTERISTICS.
H. QUESTION 7. There is only one mention of a braille translation. Is all of the text expected to be translated into and accompanied by adjacent tactile braille?
ANSWER: YES. PER PART IV - SCOPE OF WORK, ALL
DESIGNS MUST BE COMPLIANT WITH ACCESSIBILITY
REQUIREMENTS.
I. QUESTION 8. Will the braille translation be provided and proofed by the client?
ANSWER: YES
ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
