STATEMENT OF WORK
2024 Ford Expedition SSV Upfit for
Crater Lake National Park
Changes are in Bold Font
BACKGROUND: The National Park Service (NPS) at Crater Lake National Park (CRLA) has a requirement for the upfitting of a 2024 Ford Expedition SSV (VIN 1FMJU1G86PEA49478), leased from the General Services Administration (GSA), for use by NPS Law Enforcement Officers at CRLA.
OBJECTIVE: The Contractor shall provide all equipment, labor, and supplies, unless otherwise noted, to successfully complete the work resulting in a fully functional turn-key law enforcement patrol vehicle.
GENERAL INSTALLATION GUIDELINES: The contractor will source and install only new, unused equipment and supplies. The Contractor will source, install, and configure all parts, materials, wiring, brackets, hardware, and any miscellaneous equipment in accordance with industry standards unless special instructions are provided directing otherwise. The Contractor shall not disable OEM vehicle components – especially safety features – without permission from the Contracting Officer. While standard installation kits are typically included, the Contractor may be required to modify, fabricate, or acquire any necessary mounting brackets. Items listed below are examples of items requested that may or may not be brand specific.
DELIVERY OF VEHICLES: The vehicle(s) will be shuttled to/from the Contractor by NPS staff if the Contractor’s facility is within 250 driving miles or less of 1 Sager Bldg. Crater Lake OR, 97604. If the Contractor’s facility is outside of this area, they will provide DOT licensed and insured transport of all vehicles to and from their facility by car carrier.
LOCATION OF WORK: Work will be completed at the Contractor’s facility. The vehicle shall be kept in a secure location with controlled access while at the Contractor’s facility.
PERFORMANCE PERIOD: The anticipated/estimated performance period, allowing for ordering, receiving, installing, and testing, is 235 days from award of contract to completion. The actual time required may be more or less. Quotes must include a proposed schedule. Therefore, Quoters should verify availability of, and lead times for, the major build components.
INSPECTION AND ACCEPTANCE: The Contractor shall demonstrate full functionality of all equipment upon completion of vehicle. Equipment will be tested to ensure proper workmanship prior to final acceptance of vehicle by NPS. All work shall be accomplished in accordance with all Federal, State, and Local laws and regulations as well as all Occupational Safety and Health (OSHA) codes.
WARRANTY: The Contractor shall provide a minimum one-year warranty on all labor and equipment they install. Government-provided items are exempt from needing equipment warranty and are the responsibility of the government. If installed equipment malfunctions within a year of completion, the Contractor shall assess the malfunction to determine if there was faulty labor or equipment. If labor is found to be at fault, the Contractor shall fix or replace the equipment at no cost to the government. If the equipment is found to be at fault, the Contractor shall supply a quote to replace the faulty equipment and replace under factory warranty if applicable. The government reserves the right to obtain a second opinion.

GOVERNMENT PROVIDED & CONTRACTOR INSTALLED EQUIPMENT:
DRIVER AREA:
o Radio – Bendix King KNG-M150 mobile radio ▫ Location: Center console o Cell booster – WeBoost Drive Reach, wired into center console power ▫ Location: Amplifier mounted under front passenger seat; interior antenna mounted on front of center console
EXTERIOR:
o Municipal Graphics NPS Large Graphics Package ▫ Shall include striping and assorted stickers and lettering to be placed in accordance with instructions provided.
▫ Any factory lettering shall be removed to accommodate NPS graphics.
▫ Any deviation required to fit graphics onto vehicle shall be done in consultation with
NPS representative.

CONTRACTOR SUPPLIED & INSTALLED EQUIPMENT:
BRAND NAME OR EQUAL: This section lists manufacturers and models that meet the government’s requirements. Quotes may substitute alternative equipment if it is equivalent in terms of form, function, and quality. See Section II of the Clauses & Provisions for the full text of FAR 52.211-6, Brand Name or Equal. These parts will be procured and installed by the Contractor.
LIGHTING:
o Front facing, front visor-mounted low-profile lightbar – Whelen Inner Edge Duo/Code3 thin or equivalent o Front facing, grill-mounted emergency lights – Whelen ION LED or equivalent, Duo-Colors red/blue - Equal numbers of red and blue (at least 3 of each) o Front facing headlight/grill flasher – Whelen UHF2150A or equivalent o Front facing, bumper-mounted emergency lights – Whelen ION LED or equivalent, Dual Color red/blue, 45-degree angle bumper mount o Side/front facing side mirror mounted emergency lights – SoundOff Dual Color Intersector or equivalent under side view mirror light – red driver side, blue passenger side o Side emergency lights - Whelen ION T-Series LED light or equivalent, Red/Blue/White Combination with Independent Control of Red and White Light
▫ Location: 2 each side, mounted high in cargo window o Rear facing emergency lights – Whelen Vertex Duo, or equivalent, red/blue - minimum 4 o Rear facing lightbar – Code 3 Outliner Perimeter Bar surface mount or equivalent – Blue/White/Red/White mounted across top of rear lift gate o Spotlight – Whelen Arges remote spotlight or equivalent
▫ Location: Spotlight mounted on driver-side fender in front of A-pillar, controller mounted in center console o Front bumper floodlight – Rigid E Series Pro 10 Spot driving combo or equivalent
▫ Location: Mounted at bottom of grill area o License Plate emergency lights – Whelen ION T-Series LED or equivalent, Two Tri-Colors Red/Blue/White with individual control of each color
CARGO AREA:
o Lighting – 16"+ LED strip light with independent switch for cargo area work light
▫ Location: Light mounted on lift gate; switch mounted high on interior back pillar.
ELECTRICAL:
o Power Distribution Panel – 911 Circuits Model 27 w/single-stage timer or equivalent o Circuit Breaker – 150-amp manual, resettable o Timer cutoff for extra electronics and low power shutoff o Essential light control and power supply management units
SIREN SPEAKER:
o Whelen speaker SA315 Series or equivalent – Mounted behind grill as high as is practical
PRISONER COMPARTMENT:
o Prisoner partition – Setina #10VS Coated Poly Partition, with Model 10C Horizontal Coated Poly Sliding Window with expanded metal window security screen and recess panels, or equivalent o Rear Cargo Partition – Setina #12VS Coated Poly Partition or equivalent o Rear Passenger Window Barrier – Setina Steel Vertical bar or equivalent o Lighting - LED light strip for illuminating prisoner area
▫ Location: Mounted on rear of prisoner partition at 45-degree angle, light control in center console
DRIVER AREA:
o Weapon Mount – Setina Double T-Rail Mount 2 Universal Locks with #2 key override or equivalent o Console – Havis 12” 25-degree angled Series Console or equivalent – Console needs to be low profile between the seats, keep the control units within reach of the driver, allow for some storage and cupholders but not interfere with lateral space - especially near the seatbelt o Console - Self-adjusting double cup holder compatible with standard Nalgene size bottles or equivalent o Console – Havis accessory bracket kit with 4 lighter plug outlets or equivalent– passenger side of console mount o Console – All faceplates, floorplates, bulkheads to give a fully finished appearance o Whelen CenCom Core-S control system or equivalent
▫ Location: Center console o Whelen 295 Series Siren or equivalent with public address system, radio repeat capability connected to radio and hands-free operation – Siren programmed to be shut off when vehicle is in park. Airhorn and Manual buttons should still allow siren and airhorn to sound while the vehicle is in park if possible.
▫ Location: Center Console o Radar – Kustom Signals Eagle 3 with front and rear antennas or equivalent, hard wired into vehicle power supply with timed power cutoff
▫ Location: Front antenna hard mounted to driver side dashboard adjacent to A pillar with left/right adjustability. Rear antenna hard mounted on driver side rear roof. Counting unit mounted on dashboard, centered over driver instrument cluster.
o Microphone Clip – Magnetic Mic, or equivalent, insulated slotted metal disc for both radio and PA systems o Microphone clip – Jotto desk microphone bracket o Radio speaker – Motorola or equivalent
▫ Location: Mounted in center console, driver's side o Lighting - Dome light, Red/White LED with switch on light ▫ Location: Front seating area ceiling, centerline of vehicle to the rear of the rearview mirror and any other factory-installed, ceiling-mounted accessories
