STATEMENT OF WORK

TOILET VAULT & HOLDING TANK PUMPING

CRATER LAKE NATIONAL PARK

KLAMATH COUNTY, OREGON

SCOPE

The National Park Service (NPS) has a requirement for a quali ied Contractor to provide all equipment, materials, and labor required for the removal of human waste from holding tanks and public vault toilets at 12 locations in Crater Lake National Park (CRLA).

All sites are accessible to dual-axle commercial vacuum trucks up to 4,000-gallon capacity. Truck-trailer combinations are not permitted. All waste shall be transported out of the park and disposed of at an Oregon Department of Environmental Quality (ODEQ) permitted treatment facility.

Contractor shall be licensed and insured for this service. Service may be required between May 1 and October 31 each year. The NPS will contact the Contractor when vaults are almost full. The Contractor shall provide pumping within two business days of noti ication. To the greatest extent possible, each service call shall provide the contractor a full load with a minimum number of stops.

TASKS

Access to holding tanks is through service hatches located behind the vault toilets. The septic tank at Lost Creek Campground has standard size access vault lids.

Pump vaults so that no leakage from the truck, or hoses occurs. Any spills shall be cleaned up promptly. The Contractor shall have spill clean-up materials (shovel, absorption pads, etc.) on the equipment. Hoses shall be capped at all times during transport.

Remove waste and foreign debris to the greatest extent possible.

Re ill vaults with approximately two inches of clean water, if possible (not a requirement)

Upon Contractor’s request, a NPS employee will be provided to assist the Contractor with locating the vault toilets.

PERIOD OF PERFORMANCE

The Government intends to award a single irm ixed-price contract consisting of one base year and four option years. The dates listed are estimated. The actual dates will be adjusted at tme of award.

Base Year: May 20, 2024 – April 30, 2025

If option years are exercised, the period of performance of the contract shall be modi ied as follows:

Option Year One: May 1, 2025 – April 30, 2026

Option Year Two: May 1, 2026 – April 30, 2027

Option Year Three: May 1, 2027 – April 30, 2028

Option Year Four: May 1, 2028 – April 30, 2029

HOLIDAYS & CLOSURES

Work shall be performed Monday through Friday between hours of 0800 to 1530.

No work shall be performed on Holidays. contractor shall make every effort to schedule work on days other than those noted below.

DAMAGE TO GOVERNMENT BUILDINGS, EQUIPMENT OR VEGETATION

Damages to government buildings, equipment, or vegetation are addressed in FAR 52.237-2, Protection of Government Buildings, Equipment and Vegetation. The contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the contractor shall replace or repair the damage at no expense to the Government.

SAFETY

The contractor shall perform work in a safe manner as required by the Occupational Safety and Health Administration’s (OSHA) requirements. The contractor shall immediately provide a verbal report to the CO and COR for each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.

RAW SEWAGE SPILL NOTIFICATION

Notify the COR as soon as practicable within one day of all raw sewage spills and over lows.

VEHICLES & EQUIPMENT

Vehicles must be thoroughly washed and visibly free of dirt, mud, plant debris, and invasive pests. Areas of particular concern include bumpers, grills, hood compartments, under the battery, wheel wells, undercarriage, cabs, and truck beds.

All vehicles, equipment, and machinery shall park on pavement and not under trees (where possible).

Vehicles, equipment, and machinery will be subject to inspection by NPS personnel.

Vehicles, equipment, and machinery that do not pass inspection will be turned away.

INVOICING & PAYMENT

Invoices and payments will be based on a ixed- irm price per unit, per visit and will include ALL fees associated with the service provided, including but not limited to disposal of sewage and foreign debris found in the holding tanks not classi ied as sewage.

Invoices should be submitted as soon as practicable after services are performed, no more than monthly. Invoices must include the date of service, sites serviced, and contact information in case of questions Invoicing and payment requests must be submitted electronically through the U. S.

Department of the Treasury's Invoice Processing Platform System (IPP) located at www.IPP.gov.
