AWARD SELECTION PROCESS:

An active SAM.gov registration is required to be considered for a contract award. No contractor will be considered for award that does not have an active SAM.gov registration at the time of quote submission. Your quote will be considered non-responsive. Please validate your SAM.gov registration prior to submitting a quote to ensure your company is actively registered.

The Government does not contemplate entering discussions or negotiations. Offerors are advised to provide their best offer as their initial offer, to include a best initial offer that reflects the Offeror’s best pricing and technical solution that satisfy the requirements of the solicitation.

In accordance with FAR Part 13.106-2(b)(3), the evaluation will be conducted through comparative evaluation of offers. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and, if applicable, sub-factor in accordance with FAR 13.106-1(a)(2).

Evaluation Factors The following factors shall be used to evaluate offers:

1. Price: Provide extended pricing for all materials and include pricing for each type of material required by Attachment 1, Specifications (“Specifications”). A lower price is preferred to a higher price.

2. Technical: Technical is the documentation of the firm’s ability to meet the Specifications

• Technical Sub-factor 1: Provide a Project Narrative that demonstrates how the company will successfully meet the needs of the Specifications and address logistical considerations related to coordination of delivery of the required equipment to the park. Please include schedule information, as appropriate. Limit the Project Narrative to two pages. Succinct yet comprehensive narratives that address logistical considerations such as how equipment will be shipped (i.e., collectively vs. piecemeal), planned delivery carriers and methods, logistical risks, and other pertinent information are preferred.

• Technical Sub-factor 2: Provide a Delivery Term that would allow your company to successfully meet the needs of the Specifications while also factoring for supply chain considerations and delivery of the required equipment to the park. Please provide with your quote your delivery term in at least a number of days after contract format.

(e.g. 180 days after contract award, 200 days after contract award, etc.) Additional delivery term information may be provided. A shorter delivery term is preferred to a higher delivery term.

• Technical Sub-factor 3: Provide a Warranty that guarantees at least 1 year after the actual operation of the equipment. The warranty shall, at a minimum, include the manufacturer’s warranty, and the Offeror shall have facilities that customarily offer warranty work under manufacturer’s warranty programs. The facilities that shall provide the warranty work in the event of a warranty claim shall be identified by the quote. Warranty work facilities more proximal to the park are preferred.

Proposal Review Prior to making award of this contract, the offeror's proposal will be reviewed for the following:

1. Technical Responsiveness: By submission of its offer, the offeror assents to the terms and conditions in this solicitation document and in any attachments hereto. The Government will assess whether the offer proposed satisfies in an acceptable manner all solicitation requirements.

2. Price Reasonableness: The Contracting Officer shall estimate the fair market price of the work to be performed. In estimating the fair market price, the Contracting Officer shall use cost or price analysis and consider other quotes received, commercial prices for similar products and services, available in-house cost estimates, data (including cost or pricing data) submitted by the SBA, and data obtained from any other Government agency. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately. Pricing will be evaluated based on what is determined to be the best value to the Government. The Contracting Officer will determine whether the final price is fair and reasonable.

3. Past Performance: Regardless of whether past performance is included as an evaluation factor or sub-factor, the

Government shall perform a review of a prospective awardee’s past performance information. This review may be limited to a review of the prospective awardee’s past performance information available on SAM.gov or may entail a more thorough review of the other past performance information available to the Contracting Officer.

INSTRUCTIONS TO OFFERORS:

Quotes must be developed in accordance with these instructions and provide all information indicated in paragraphs a, b, and c below. Failure to submit quotes according to the instructions provided within this solicitation may result in the respondent’s quote not being considered for award.

All interested parties shall be registered in the System for Award Management (SAM.gov) at the time an offer or quotation is submitted.
