About this file
This is a Justification & Approval (J&A) for Other Than Full and Open Competition document from the National Park Service for emergency repair of propane line leaks at Death Valley National Park Headquarters. The document justifies a sole source award under urgent and compelling circumstances, as the propane leaks pose an immediate health and safety risk to park staff and visitors at the HQ building, Visitor Center, and nearby Furnace Creek Campground.
The repair work requires comprehensive services including labor, supplies, travel costs, and equipment to restore the propane system to full operational status within 5 days of contract issuance. Suburban Propane (formerly Shoshone Propane) was identified as the contractor due to their experience with the park's systems, immediate availability, SAM.gov registration, and proximity to the park. Market research was limited due to urgency, with historical data showing Suburban Propane as the only local company willing to perform short-notice repairs in Death Valley's remote location. The J&A was signed on January 15-16, 2025 by the Park Representative and Contracting Officer.

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Urgent attention is required for the emergency repair of propane line leaks at the Headquarters (HQ) building located within Death Valley National Park. The HQ propane system serves the Headquarters building and a back-up generator. The HQ Building is fully occupied by park staff. This poses a health and safety emergency to the HQ, Visitor Center, and nearby Furnace Creek Campground. This is a situation that demands immediate action and rises to the level that the CO believes the government will be at risk of serious injury if there is a delay to the procurement. See section 2 explanation below to support the CO’s decision that it is considered urgent and compelling.
The repair work is comprehensive and shall include all labor, supplies, travel costs, and equipment necessary to restore the propane leaks and infrastructure to a fully operational status, ensuring a thorough and complete solution.
The anticipated cost for the work is based on the Independent Government Estimate (IGE).
The completion date anticipated is within 5 days from CO issuance of the order.
2. Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
__X___ Urgent and compelling circumstances exist.
______ Other _____________________________________________________
Explain:
The propane leaks represent a significant risk to the health and safety of Park staff and visitors. The propane infrastructure will need repairs to bring it to an operational status that meets or exceeds life safety
