140P8123Q0094 Amendment 0001

The purpose of this amendment is to answer contractor questions, revise evaluation criteria, and post the visit site sign in sheet.

A. Contractor questions and answers are provided as follows:

Question 1: Is the project only going to allow California Contractors to participate (Section M-2B)

Answer 1: NPS reviewed requested and removed requirement to be a licensed California contractor.

B. Below is the revised Section M. Requirement for Licensed California contractor has been removed.

M.1 – Evaluation Factors for Award

Evaluation will be made in accordance with the simplified acquisition procedures outlined in FAR

Part 13.106. The Government anticipates issuing an order resulting from this request for quotation to the responsible quoter whose quotation provides the lowest price offer that meets the technical specifications and prior experience:

1. Price: Price evaluation will be based on the quote’s Total Evaluated Price. Total evaluated price is the total pricing of the quote for the basic requirement.

2. Technical Requirements: Quoter must meet the criteria below

a) The quoter must be a Licensed California Contractor.

b) The quoter must show a minimum of 3 years (from the issuance of solicitation) of prior experience installing irrigation systems.

3. Evaluation process: The quotes received will be ordered from lowest to highest by total evaluated price.

The quote with the lowest total evaluated price will be reviewed for technical acceptability, conformance to the RFQ, and responsibility. If the quote is found to be technically acceptable, the quote conforms to the

RFQ, and the quoter is found to be responsible, then the award will be made to that quoter. If the quote is found to be not technically acceptable, the quote does not conform to the RFQ, or the quoter is found to be not responsible, then the quote with the next lowest total evaluated price will be evaluated. This process will be continued until a quote is found to be technically acceptable and award can be made to a responsible quoter that conforms to the RFQ requirements.

C. Attached is the site visit attendance.

D. The quote due date remains the same, Aug 30, 2023, at 2pm PDT.
