QUESTIONS & ANSWERS
140P8121Q0107
Q1: Item 10 in the statement of work requests an option A for replacement of batteries. Should we make a separate line on the sf1442 for this amount and would you like the cut sheet for the proposed batteries.
Also do the batteries need to be BAA compliant?
A1: A line item for the “Option A: Batteries” has been created with amendment 001. Yes, please provide the “cut sheet” for any proposed batteries. Yes, the batteries need to be Buy American Act (BAA) compliant. Clauses 52.225-9 and 52.225-10 are listed in the solicitation.
Q2: Please provide the following specifications: installed Outback, provided Outback, Schneider charge controller, propane and diesel generators, as-built drawings (electrical and structural), three-line diagram
A2: The options with the charge controllers, they can use existing but whatever is decided they have to provide all the same model/manufacturer. They should spec the system for 32kw.
Propane Generator 35kw, Diesel Generator 25kw
Manuel transfer switch
Outback Inverters FX3648 current. JOTR will provide an additional inverter to be installed by the contractor
Outback MX80 Charge controllers (2) current
Schnieder XW60 Charge Controllers (3) current
No known as-builts for the system or electrical diagrams exist.
Q3: Does our proposal need to include removal or recycling?
A3: Removal, pallet, and band existing panels for future use within the Park. Removal and disposal/recycle of all other items off site.
Q4: The Scope of Work section 2.c. "Array will be assembled from east to west, allowing 10,000 watts nameplate to be functional at all times throughout the performance period." We do not want to be pulling unenergized conductors in the same raceway as energized conductors as this would be unsafe and violate
Federal OSHA safety requirements. Would the generator(s) be a suitable temporary solution during removal and installation? Or should ISC plan for renting portable generator?
A4: A diesel generator should be planned by the contractor suitable to provide power to CW. Currently a backup diesel generator is on site and can be used for a period of 7 days of constant running if project is estimated to take more than 7 days a contactor supplied generator will be required of 25kw or more.
Q5: What is the existing continuous load ________in watts?
A5: Currently we are using about 150 kWH per day with two houses being vacant.
Q6: What is the anticipated future continuous load _____in watts?
A6: The system should be designed to meet the current requirements of 32 kW for the addition of AC in staff housing. Currently no other future expansion is anticipated.
