About this file

This is a Questions and Answers document (Amendment #0001) for Solicitation #140P6425Q0010 regarding a fence replacement project at the William Howard Taft National Historic Site (WIHO).

The document clarifies that all wooden features are to be removed and replaced with new steel posts, with the gate posts requiring new installation rather than using existing holes. It addresses bonding requirements: bid guarantees are only required for quotes over $150K, payment bonds for quotes over $35K, and performance bonds for quotes over $150K. The document also clarifies that while site dimensions were not provided, contractors may visit the public site to take measurements but cannot interact with staff. Regarding materials and finish, the document specifies that the new fence shall be painted gray to match the existing fence (approximately 100 linear feet), with the existing fence to be repainted to match and freshened, rather than using hot-dipped galvanized finish as originally specified.

Fence Replacement – WIHO

Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response 1.

For the gate, the initial information sent to me makes it sound like the current post are staying? Or is it just referring to the existing holes?

Also does the gate area need to be set in sleeves in the ground as well so it can also be removed?

All wooden features are to be removed. New steel posts are to be installed in the place of the old wooden post as called out in the

SOW.

2.

How do I obtain a ‘Bid Bond’ to submit with the proposal?

The contractor is to retrieve all bonding through their bonding surety.

A bid guarantee is only required if the final quoted price by the contractor is equal to, or over $150K.

A payment bond will be required for all quotes that are equal to, or over $35K // a performance bond will be required for all quotes that are equal to, or over $150K // these two bonds are only required if awarded the contract and will be provided once the award is executed and accepted by all parties (government and contractor)

3.

We are reaching out to request information regarding the dimensions for the fence removal and replacement project at the William Howard Taft National Historic Site.

Unfortunately, due to scheduling conflicts, we were unable to attend the site visit.

Could you kindly provide the dimensions of the wooden fence that is slated for replacement?

Additionally, we would appreciate any details regarding the specifications for the railing replacement, including material, height, and any other relevant information.

The site is open to the public so the contractor may visit the park for dimensions. However, they are not to interact or ask questions to the staff.

The second part of the question is defined in the SOW.

4.

The new fencing is stated to be hot dipped “silver” galvanized. Can you confirm that “silver” is simply related to the color, and that it’s technically hot dipped galvanized ASTM123?

Upon further investigation the fence is painted gray. The new fence shall be gray, paint to be color matched with the existing fence. Then the existing fence to be repainted to match and be freshened.

5.

Hot dipped galvanized fence will have “imperfections” after being removed from the galvanizing “dip”; which is typical. It will also be shinier per se, than the existing metal railing that we are supposed to match….upon visual inspection, it looks like the existing steel handrail to match is actually painted, with a very smooth surface. I’m assuming this was not galvanized originally but painted. In short, a new galvanized railing would not match the existing steel railing in terms of aesthetics. Can you confirm this is expected and desired?

Upon further investigation the fence is painted gray. The new fence shall be gray, paint to be color matched with the existing fence. Then the existing fence to be repainted to match and be freshened. Approx 100 Lineal feet measurement of existing fence.
