The below questions were received regarding the CHYO “Grounds Maintenance” Solicitation # 140P6421Q0048:

Vendor Question # 1: Because the statement of work (SOW) does not require the contractor (Ktor) to have an onsite project manager, who will notify the Ktor that services are required for SOW Tasks 1 and 2?

Answer: The COR will contact Ktor’s point of contact.

Vendor Question # 2: So that the offeror does not either over price or underprice the de-icing product for its quote will the government provide the names of acceptable de-icing products (reference SOW Task 1-B.10)?

Answer: Calcium Chloride Magnesium Chloride, Potassium Chloride, MG104. Must be safe to use on new concrete. Salt can be mixed in with other de-icing products for use on parking lot, driveway entrances, and horseshoe drive. Salt or salt-based products will not be used on sidewalks, porches, steps or plaza.

Vendor Question # 3: Task 3 of the SOW addresses the required mowing height of the brush-hogged area, 5” to 8” but not the required height for general mowing. What is the required height?

Answer: The lawn area and paths must be cut to a height no closer than 3 inches.

Vendor Question # 4: SOW Task 3 – 2 requires the brush-hogged area to be mowed at a height of 5” to 8” but SOW Task 4 – 3 requires the brush-hogged area to be mowed at a height of 6” to 8”. Is the minimum for one of them incorrect or the two area require different minimum heights?

Answer: Contractor will brush-hogg no closer than 8 inches.

Vendor Question # 5: SOW Task 3 – 4 and Task 4 – 5 requires the height of the path to be between 3” to 5”, and Task 3 – 4 but the path is to be mowed with the brush-hogged area moved. The brush-hogged will only be mowed if the minimum height is either 5” or 6” (see question 5 above). Should the height of the path be revised based on foregoing information?

Answer: Maintained yard and paths will be cut to 3 inches. Brush-hogging will be cut no closer than 8 inches. Mowing of the path should occur with the regular lawn mowing.

Vendor Question # 6: SOW Task 3 -1 states the mowing season is 15 Apr thru 31 Oct. The Price Schedule (PS) Basic Year has a performance period of 1 Aug 2021 – 31 Dec 2021, and the cover page of the SOW has the basic period as 16 Aug – 31 Dec 2021. PS Line Item Number (PSLIN) 13, Mowing has 14 units (14 weeks of cutting). With an award date 16 Aug 2021 the last week of mowing would be 15 Nov 2021 if the cutting season continues. Should the units be 14 or 11 (week of 25 Oct 2021)?

Answer: 11 Units.

Vendor Question # 7: If an animal carcass is located, who does the Ktor inform to have it removed (SOW Task - 4)?

Answer: Ktor will contact the COR. NPS staff will remove any animal carcass.

Vendor Question # 8: Has the ditch line along State Route 42 property line been cleared (SOW Task 4 - 4)? If it has not been cleared, when does the government want it clear during the performance period ending on 31 Dec 2021 (PSLIN 15)?

Answer: No, the ditch line is not entirely clear. The Contractor will initially clear the ditch lines this year at the end of September. After that point the ditch lines will be cleared when the fields are brush-hogged.

Vendor Question # 9: SOW Task 4 – 3 required the 34 areas of meadows to be serviced during the mid-month of March, July and November. Have the meadow areas been serviced per SOW Task 4 – 3 during 2021? If not when does the government want the meadow areas serviced?

Answer: No. The meadow area should be serviced in November.

Vendor Question # 10: Does the type of mulch require the government’s approval?

Answer: Prior approval is not required, however Fire-Resistant Woodchip Mulch must be used to reduce the potential for fire due to disposed cigarettes or other sources of flame.

Vendor Question # 11: Since the fall season is within seven weeks should clean-up SOW Tasks 5 and 6 be combined? If so, which months does the government want the effort performed?

Answer: The end of September.
