Grounds Maintenance Service

STATEMENT OF WORK – 2021
STATEMENT OF WORK
Grounds Maintenance
SCOPE OF WORK:
Independently, and not as an agent of the Government, the Contractor shall furnish all labor/management, site supervision, communications, supplies, materials, tools, and equipment necessary to provide complete snow & ice removal, mowing and grounds maintenance services for Charles Young Buffalo Soldiers National Monument located 1120 US Route 42, Wilberforce, OH 45385, and as specified herein. Work descriptions including surface types, approximate overall dimensions, and frequency of service are detailed in the specifications and maps. The contractor shall submit a per season (annual) bid for items “A” through “D” (the contract will run from the first day of February to the last day of January each year) and a total bid for the work cumulatively from February 2021– January of 2025. For Example:

PERIOD OF PERFORMANCE:
Base Year: August 16th, 2021 through December 31st, 2021
Option Year (1) One: January 1st, 2022 through December 31st, 2022
Option Year (2) Two: January 1st, 2023 through December 31st, 2023
Option Year (3) Three: January 1st, 2024 through December 31st, 2024
Option Year (4) Four: January 1st, 2025 through December 31st, 2025
TASK 1 - Parking Lot Snow Removal & De-Icing:
A. Parking Lot Snow Removal & De-Icing Triggers:
Snow / Ice removal shall be performed when one or more of the below conditions occur.
1. 2” Trigger for snow removal.
2. 2” Trigger for slush removal.
3. 1/8” Trigger for ice removal
4. Surface covered by ice Trigger for de-icing (sidewalks, patio, ramps and stairs leading to and from the visitor center and parking).
5. Contractor shall not plow and/or de-ice at any other times, unless directed by the Contracting Officer (CO) or a designated Contracting Officer’s Representative
(COR).
B. Snow Removal Performance Standards:
1. Plow/Ice control shall include both the plowing of snow at each specified location and the application of an approved ice melt to all plowed/cleared surface specified otherwise herein.
2. The Contractor shall be responsible for removal of snow and ice on park-owned parking lots and roads.
3. Snow and ice removal may be accomplished using plows and/or loaders in parking areas and roads.
4. Snowbanks shall be pushed back or relocated when necessary to ensure access to park facilities and parking. Snow and ice will not be piled on wood surfaces.
5. All snow and ice removal work shall be completed prior to 8:00 a.m., daily no earlier than 5:00 a.m. Snow fall of two inches or greater: or ice accumulation of one-eighth inch or greater will be plowed or removed from the designated areas.
6. Slush shall be removed when accumulation is greater than two inches. Ice accumulation in roads and parking areas shall be treated between the hours of 9 a.m. and 5 p.m. daily.
7. If the snow or ice event continues throughout the day, the Contractor shall return when new accumulations reach two inches to maintain the parking lots, walks and steps in a safe and accessible condition through 4 p.m.
8. Snow may be allowed to accumulate between the hours of 4 p.m. and 8 a.m. so long as the surfaces are cleared of snow prior to 8 a.m. the next morning.
9. All parking areas, driveways and horseshoe drives will be maintained in a safe condition, free from snow and ice build-up. Salt may be used on these surfaces however an environmentally friendly de-icing agent that reduces salt use by at least 10% and includes anti-corrosive properties is required (sand/salt mix, magnesium chloride, sodium chloride, halite, calcium).
10. The Contractor shall obtain approval from the Contracting Officer’s
Representative (COR) for a specific de-icing product prior to the first application and at any time the Contractor desires to change products during the course of the contract.
11. Any damage to park resources or assets (including curbing, fencing, sidewalks, driveways, etc.) caused by the actions of the Contractor shall be repaired or replaced by the Contractor to National Park Service specifications. The Contractor shall provide emergency contact phone numbers to both the COR and the Park Superintendent. If equipment malfunctions or emergency situations render the Contractor unable to perform the duties specified, they shall notify either the COR or Park Superintendent as soon as possible.
12. Parked Government-owned vehicles must be cleared between, behind, and in front of each vehicle.
13. Contractor shall not plow and/or de-ice at any other times, unless directed by the

3. Snow and ice removal may be accomplished using snow blowers or small plows on patio and walks, and snow blowers or shovels for ramps, steps, brick and near stucco surfaces and finish work.
4. Snowbanks shall be pushed back or relocated when necessary to ensure access to park facilities and parking. Snow and ice will not be piled on wood surfaces.
5. All snow and ice removal work shall be completed prior to 8:00 a.m., daily no earlier than 5:00 a.m. Snow fall of two inches or greater: or ice accumulation of one-eighth inch or greater will be plowed or removed from the designated areas.
6. Slush shall be removed when accumulation is greater than one inch or more on sidewalks. Ice accumulations that cover the walking surfaces around the visitor center shall be treated to ensure safe walking surfaces to and from the visitor center and parking areas between the hours of 9 a.m. and 5 p.m. daily.
7. If the snow or ice event continues throughout the day, the Contractor shall return when new accumulations reach two inches to maintain the walks and steps in a safe and accessible condition through 4 p.m.
8. Snow may be allowed to accumulate between the hours of 4 p.m. and 8 a.m. so long as the surfaces are cleared of snow prior to 8 a.m. the next morning. All sidewalks, ramps, steps and decks as indicated on the attached map will be maintained in a safe condition, free of snow and ice build-up.
9. An environmentally safe de-icing agent such as potassium chloride or other similar product shall be applied to the sidewalks, ramps, steps porches and patio as necessary to melt ice. Salt products will not be used in these areas.
10. The Contractor shall obtain approval from the Contracting Officer’s Representative (COR) for a specific de-icing product prior to the first application and at any time the Contractor desires to change products during the course of the

TASK 3 - Mowing, Trimming, Edging, Litter Removal & Garden Maintenance:
1. Grass and debris shall NOT be discharge onto the highway.
2. Contractor shall mow (where designated), for the duration of the cutting season.
Cutting shall commence on or around the 15th day of April weather dependent and shall continue weekly through around the 31st of October. The lawn areas shall be cut to a height of approximately 3 inches.
3. After each cutting, clippings shall be removed from all concrete, asphalt and walking areas including, but not limited to, sidewalks, driveways, parking areas and trails.
4. A maintained path from the west parking lot through the west field to the tree line.
The path will be cut 8-foot-wide to a height of 3 inches and runs approximately 800 feet (6400 square feet).
5. In the event the National Park Service is hosting a special event, and with a minimum of two weeks advanced notice, the Contractor may be required to alter their normal mowing cycle to another day of the week or time to prevent conflict between mowing and pedestrian use.
6. All walkways will be edged and use of a trimmer as required for areas around trees, buildings, and other structures. Care should be taken when utilizing an edger or trimmer nearing wiring, electrical connection or other sensitive areas.
7. Weeding and mulching around flower beds, shrubs and trees areas will be done manually. This includes removing weeds / grass / foreign growth and roots as much as practical, ensuring that all mulched areas have at least 3 inch of mulch.
No excessive piles of mulch material will be applied to flower beds, shrubs and trees areas.
TASK 4 - Field Mowing & Brush Hogging:
2. Brush-hogging shall be conducted during hours and days with the fewest visitors present. A plan to ensure the safety of park visitors during mowing operations will be developed and implemented. The safety plan must include the minimum distance mowers and other power cutting equipment will remain from pedestrians and the direction of any mower discharge. All trash, cans, glass or other debris will be picked up prior to mowing and will not be mowed over or around under any circumstances. NPS staff will try to ensure all trash, cans, glass or other debris will be picked up prior to mowing when possible. Animal carcasses shall be removed by authorized personnel only (trained NPS or State Staff Only).
3. The 34 acres of designated meadow surrounding the maintained grounds will be mowed / brush removal / brush hogged three times per year to a height of approximately 8 inches to prevent deciduous trees from growing. Field mowing / brush removal / brush hogging shall be done in the mid months of March, July and November – and to be coordinated with COR to ensure the service will not conflict with any special events taking place for the month in which service is to be performed.
4. The ditch line along State Route 42 property line (approximately 1970 liner feet) will require clearing once a year in May.
TASK 5 – Ditch Line Clean-up:
2. Ditch Line Clean- up shall be conducted during hours and days with the fewest visitors present. A plan to ensure the safety of park visitors during mowing operations will be developed and implemented. TASK 6 - Spring Clean-up & Gutter Clean Out:
A. Spring Clean-up:
1. The maintained grounds shall be cleaned up in the spring before the mowing season commences (between March 15th and April 15th) and shall include the following:
2. The entire maintained lawn area (approximately 1.5 acres) and all shrub and planting beds areas shall be cleaned and raked removing all leaves, branches and debris from the site.
3. The entire grounds will be cleared of all vegetation litter including leaves, branches, etc.
4. Weed preventive materials (fabric) and organic mulch / chips will be used (and provided by the contractor) to control weed growth around trees and shrubs. A fire-resistant organic mulch / chips will be used in any area requiring much. Fire resistant organic mulch should only sustain a flame no more than 1inch high or less and burnout within 1-3 minutes of ignition.

B. Gutter Clean Out
1. All house gutters and down spouts will be cleaned out and flushed during Spring and Fall Clean-up to ensure proper drainage.
TASK 7 -Fall Clean-up & Gutter Clean Out:
A. Fall Clean-up:
1. The area will be cleaned up after the final cutting of the season, after a minimum of 90% of the leaves have fallen from the deciduous plants and trees. All leaves shall be removed from the planted beds, sidewalks, streets, and maintained lawn areas and disposed of off-site or as directed by the COR on-site. All gutters on the visitor center will be cleaned out when the last fall clean-up is being performed.
B. Gutter Clean Out
2. All house gutters and down spouts will be cleaned out and flushed during Spring and Fall Clean-up to ensure proper drainage.
SAFETY:
The Contractor shall comply with all current federal, state, county, and local safety and health requirements which apply to the type of work being performed under this contract and all revisions or changes thereto which come into effect during the period of performance hereunder.
The Contractor's vehicles may be subject to a safety inspection by the park Safety Officer, Law Enforcement park rangers, and/or the COTR. Failure to pass the safety inspection shall require removal of the vehicle from the park and replacement (no later than the following workday) by a vehicle that is able to pass inspection. At a minimum, the following items will be checked for unsatisfactory conditions: tires, hydraulic system(s), headlights, turn indicators, brake lights, caution lights, back-up lights, emergency brake, foot brake, steering, exhaust system, safety restraints, windshield wipers, glass, and mirrors.
All gates shall be left ‘as found’ (whether open or closed) by the Contractor, who is permitted to close an open gate for the duration of snow or ice control work at a location, provided the gate is returned to the ‘as found’ position upon leaving the location.
Snow shall not be piled or pushed against any gate or gate arm post(s).
LIABILITY INSURANCE:
The Contractor shall procure and maintain during the term of this contract, and any extension thereof, liability insurance by a reputable insurance company. The policy shall include an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The Contractor shall provide proof of insurance coverage to the Contracting Officer prior to beginning the work under this
EQUIPEMENT STORAGE:
Limited equipment or supplies maybe stored on-site. No equipment or supplies will be furnished by the government. A safety plan must be submitted and approved prior to beginning work.
QUALITY CONTROL:
The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. A point-of-contact phone number will be provided to the COR in event of any discrepancies.
QUALITY ASSURANCE:
The government will periodically at the discretion of the COR evaluate the contractor’s performance in accordance with the statement of work.
