Sam.gov inadvertently added one hour to the responses due date and contradicts the SF 1442 of this Solicitation. This amendment hereby corrects
Sam.gov's incorrect responses due date. The responses due date remains 08/31/2021, at 14:00 local time as indicated in Block 13 of the SF1442.
The awarded contractor employees and sub-contractors that will be working on site at
Hot Springs National Park will be required to undergo a background check conducted by Hot
Springs National Park. This background check will be at no cost to the awarded contractor or sub-contractors.
QUESTIONS AND RESPONSES
1. Sheet 01-Y602: Can you please confirm the length for the fiber routing from cold water station to the Mountain Tower?
Response: From pumproom at cold water station to
LWL is approximately 500 ft. From LWL to Tank
Building is approximately 3300 ft. Contractor to confirm.
2. Can you please confirm the existing conduit:
what's installed currently size, spare?
Response: Conduit from pump to LWL is 2-inch PVC.
Conduit from LWL to Tank Building is 1-inch PVC except at road crossing. Road crossing is 1/2 inch Pex. Contractor to confirm.
3. What type of material are the pull boxes up the mountain? (composite, metal, etc.?)
Response: Combination of PVC and Composite quasite pull boxes. Contractor to confirm total numbers and exact locations.
4. Will we be able to see all questions and responses?
Response: Provided in this amendment.

6. There is existing fiber noted on Dwg# 16, however the drawing shows two fibers. Are both existing?
Response: Refer to drawings 04E602 showing existing MM Fiber from Network Panel to CW Panel and MT Panel.
7. The drawings show WS in the maintenance building (dwg # 16), is this existing?
Response: That piece of equipment will be new.
8. In drawing #16 for the lower elevation detail there is a notation "fiber panel", can you please expound upon the intent?
Response: See sheet 04-E603 for detail of Lower
Elevation Fiber Panel.
9. There is a mag meter (FIT-111) that is to be replaced. Can you please give us the lay length of existing mag meter (FIT-111)?
Response: Approximately 9.25 inches. Contractor to verify.

Contracting Officer.
Please confirm if an RCDD will be added as a requirement to ensure standards and compliance and allow a detailed review by the ISO
(Information Security Officer) prior to deployment and installation.
Response: Yes
2. Upon conducting a site walk thru and reviewing the solicitation, it appears the headend equipment for the control system will be housed within the same IT control space containing secure government servers/network systems. In the solicitation, there is not a requirement for the
SCADA System to be designed, reviewed, and approved by a Registered PSP (Physical Security
Professional) prior to submission to the
Contracting Officer.
Since the project involves the potential for civilian exposure and network security breach, please confirm if a Registered PSP (Physical
Security Professional) will be added as a requirement to ensure equipment validation, threat assessments, standards compliance, and allow a detailed review prior to deployment and installation.
Response: Yes
3. The solicitation specifications require the new SCADA system to be installed within the existing control space that already houses other various IT systems.
Due to limited room in the existing control space and the potential of equipment overheating because of poor ventilation, please confirm whether the contracting officer will consider adding a requirement for alternative housing options of the new SCADA system to include relocating the SCADA server to another space, and/or putting in a separate cabinet with cooling units in the existing space to separate the new
SCADA system from the existing the IT system.
Response: The Park is adding a vent to facilitate
AC to this space. The contractor is not responsible for any added AC ventilation.
4. Because the SCADA system and the IT system, as the solicitation is written, will share a rack, there is a potential for issues to arise where switches and ports are being shared.

Please confirm whether a project requirement will be added to physically separate the SCADA and IT networks from one another.
Response: Yes
5. The solicitation states that all hand-digging and trenching is to be overseen by an
Archeologist.
Please confirm whether the National Park service will provide an Archeologist onsite or if it will be the responsibility of the contractor to obtain an Archeologists' services to oversee the hand-digging/trenching required.
Response: The Park Service has an onsite
Archeologist. The contractor is not responsible for providing an Archeologist.
6. The solicitation does not specify a warranty period after project completion.
If there is one, please confirm the warranty period.
Response: See FAR 52.246-21, Warranty of
Construction, paragraph (b). The solicitation provides the link for the Federal Acquisition
Regulation in clause 52.252-2 on page 33 of 45 of the solicitation.
7. The technicality of proposed bids for this solicitation, per the "Special Notice for
Bidders", on the front end appears to be price-based only, with qualifications of the contractor and proof thereof being presented after an award is made.
Please confirm whether the contracting officer would prefer to a see a short, minimal statement, as to qualifications accompanying the proposal.
Response: This solicitation is an IFB with the award based on price and price related factors.
The bidder is stating, by submitting their bid, they will meet all the requirements of the solicitation. The solicitation does include a statement on page 3 of 45 that states: By submitting a bid, the contractor agrees that they will follow the specifications provided and complete the work accordingly.

Response: Same application, contractor to confirm.
2. The 42U rack layout on sheet 16 of the drawings mentions 'Redundant HMI Servers'. Is this redundancy a hardware redundancy such as two hardware redundant servers or is the redundancy strictly VM?
Response: Two hardware redundant servers, contract shall confirm during shop drawing review.
3. On sheet 16 there is both a laptop HMI Viewer and a Desktop HMI Viewer connected to the NPS corporate network at the Maintenance Building.
Is the contractor responsible for providing these two items?
Response: Yes
4. When will the site visit sign in sheet be available?
Response: This amendment incorporates the Site
Visit Sign-In Sheet as SolicitationAtch8_ Site
Visit Sign-In Sheet_08-17-2021.
5. The SD4 radio has a transmit power of .1 to 5 watts. Is there a limitation or specification that states what power the licensed radio is allowed to broadcast at?
Response: Contractor shall confirm this requirement.
6. If required can the mountain tower be used as a repeater site for the radio network?
Response: Requires further investigation by software used for radio study.
