QUESTIONS:
Question 1: The drawings page A2 show a synthetic shake shingle on the roof. We have previous experience (not good) with this type of synthetic shingle at Pea Ridge National Park. Would it be possible to use a different roofing product?
Perhaps a standing seam metal roof would work better and last longer.
Answer 1: What is shown as specified on the drawings and specifications will remain. The specification does allow for "or equals" to be submitted (see Attachment 1 of the solicitation, Specifications, Page 10, Paragraph 9.3, Approved
Equals)
Question 2: The specifications call for white oak lumber or other equivalents to be used.
Considering the possible white oak supply demand, will treated pine or wolmanized lumber be acceptable equivalents?
Answer 2: The design intent is to use a hardwood species of lumber on the pavilion framing and construction that meet structural requirements and match the salient characteristics of surrounding Big Springs Historic CCC District facilities at the park (assumed to be White Oak).
Contractor shall field verify the species used at these facilities and provide lumber and trim submittals accordingly.
Question 3: Specification page 2 says "Existing site photographs are included in Appendix A of the specifications package". There is no Appendix
A included in the specifications. Does drawing sheet L0-1 include all the photos, or is there an
Appendix A missing?
Answer 3: Existing photos are located on drawings sheet L0-1; there is no appendix A.
Question 4. The Specification calling for Type V
Cement is pasted below. The local Ready-Mix companies do not produce type V. The plants which produce Type V are too far away from the jobsite to deliver acceptable concrete. Would Type II be an acceptable substitute?

2.5 CONCRETE MATERIALS
A. Cementitious Materials: Use the following cementitious materials, of the same type, brand, and source, throughout Project.
1. Portland Cement: ASTM C150/C150M, Type V.
Answer 4: Yes, Type II cement is acceptable substitute.
Question 5: The plans and specifications do not show the procedure to attach the Wood Rafters to the Steel structure. Are there drawings available for the brackets and specifications showing the method and type of brackets acceptable to the government?
Answer 5: The attached detail is acceptable, weld steel angle to fit top of beam and attach vertical leg to each side of rafter using lag bolts. Paint all metal fasteners to match painted hss beams and columns.
SEE AMENDMENT 1 - ATTACHMENT 7 FOR THE DETAIL.
Question 6: Are As built drawings available for the existing structures?
Answer 6: Existing conditions are identified in site removal plans on 1/L1-0 and 1/L2-0. No other as-builts are available.
Question 7: The roof plans do not Show the
Dimensions of the lumber to be utilized for the
Rafters. Are the wood joints to be connected by
Toenailing or connected with metal hangers such as Rafter U Hangers, Ridge Rafter Connectors? The
Specified requirements for "Method of attachments designed to adequately resist wind uplift for roof configuration project location", are to be
"Certified to 115 mph wind speeds", necessitate the use of metal hangers. Due to the historic nature of the project area, are metal hangers allowed? Does the government have a more detailed drawings for the roof structure? IS the government providing detailed plans for a roof certified to 115 wind speeds or is the contractors responsibility to have plans made?
Answer 7: Design intent is to use 4x10 dimensional lumber for rafters. Contractors shall provide shop drawings to detail roof

Question 8: Page 52 of the Specifications refers to "Under-eave Vents: Where shown on the drawings install aluminum under-eave vents to match the size and net free area of the existing under-eave vents being replaced." The drawings provided do not show Under-eave Vents. Are Under-eve Vents required and are detailed drawing available?
Answer 8: No under-eve vents required.
Question 9: The Specifications call for fasteners which protrude 1 ½" into the wood substrate. This standard could allow nails points connecting the
Shakes to the Roof Deck to protrude through the exposed areas on the bottom of roof deck. Are the nail points allowed to show on the exposed area of the roof deck? Would the Government consider 1
¼" fasteners attaching the Shakes to the Roof
Deck?
Answer 9: Design intent is not to allow nail points to protrude/show through the exposed 1" thick T&G roof deck. Penetration into wood substrate is 1-1/2" requirement for connections between decking and rafters. Synthetic shake roofing requires fasteners of a sufficient length for a penetration of 3/4" into the decking. (Spec
073136, Part 2.6.B). If 1-1/4" fasteners meet this roofing material installation requirement, then it may be used to achieve the design intent.
Question 10: There are many highly qualified subcontractors in the area capable of building this project to the quality specifications required by the government. However, the number of projects which would require: "ACI-certified
Flatwork Technician and Finisher and a supervisor who is an ACI-certified Concrete Flatwork
Technician" and "Installer Qualifications: A qualified Installer who participates in the AISC
Quality Certification Program and is designated an AISC-Certified Erector, Category ACSE" are so few it is not economically feasible for local subcontractors to undergo the expense of obtaining these certifications. Would the

Answer 10: The minimum requirements for flatwork technicians specified can be bypassed so long as a submittal is provided the subcontractors can demonstrate similar types of qualifications/ certification/ experience that exhibits their expertise. The qualifications/certifications/experience that exhibits the contractors expertise will need to be submitted through the Submittal process and must be approved prior to starting to work on site.
Question 11: Are Soffits required below the rafters?
Answer 11: No soffits required; rafters and T&G decking are exposed.
Question 12. Do we paint the rafters or do we just let it be. Or put a decking underneath?
Answer 12: Stain and seal all exposed column cladding, fascia's, rafters, and T&G decking -refer to Section 09 93 00.
Question 13: Plans Page L1-1 in the section "New
Accessible Parking Stalls" the plans call for "6"
Integrally Colored Reinforced Parking Stalls and access Aisle. Is this the only colored concrete for the Solicitation? Can the government please define Integrally Colored?
Answer 13: See construction details 1-3/L3-0 which note all concrete to have the integral colorant. See Specification section 321300, Concrete Paving, part 2.2 for description and acceptable manufacturers for the integral colorant. Colorant is essentially a powder type admixture incorporated at the batch plant to provide uniform pigment throughout the full depth/profile of the concrete pour.
Question 14: SECTION 06 10 63, EXTERIOR ROUGH
CARPENTRY page 42 under Lumber General it states ask to "Provide dress lumber, S4S, unless otherwise indicated. And in SECTION 06 20 13

Saw textured". Because the Rafters are to be exposed, Does the government wish to have the face surfaces dressed on the exposed areas?
Answer 14: Yes, the design intent is to have the pavilion's T&G decking and rafter's exposed surfaces dressed. Finish carpentry 2.2 Exterior trim and its face surface is for the wood column cladding.
Question 15: Plans Page A4 provides the detail for the Wood Colum Cladding. Does the Government consider the Column Cladding being in contact with ground, and Subject to Category AWPA U1;
UC4a for items in contact with ground? What are the approved methods to attach the 1x wood blocking to the steel columns?
Answer 15: Design intent is to have the columns' wood cladding offset 2" from the top of slab finish elevation. Recommend UC4a level treatment anyways, due to assumption of frequent exposure to flood events. Cladding clips, welded clips or angles to column that support wood blocking are acceptable methods of attaching cladding.
Fasteners are recommended means of connections, not adhesives.
Question 16: The specifications call for chemical treat white Oak and Kiln dry to be used. Some suppliers indicated that they could not chemically treat and kiln dry white oak. Please confirm if kiln dry white oak without treatment is acceptable.
Answer 16: Yes, it is acceptable to use kiln dry
White Oak without treatment.
Question 17: Page 82 of the Specifications notes that "if trees are removed, grubbing of roots are required if in protected zones, must hand grub¿.
Can a drawing of the protected zone's locations be provided?
Answer 17: Protection zones pertain to driplines of existing tree canopies and note pertains to the event additional trees are approved to be removed to do the work, the hand grubbing within protection zones is to take place only where new

140P6221B0003/0001 concrete footprint will exist. All expected tree removals are noted on the site removal plans L1-0 and L2-0 in order to complete the work. As additional tree removal is not expected and this note is provided to establish a requirement in the event of unforeseen conditions, tree removal will be a modification to the contract.
Subsequently, hand grubbing, if required due to location within remaining tree canopies, would be field determined to the extent required and be inclusive in the approval process of a contract modification. No drawing of tree canopy limits
(protection zones) are available to any degree of accuracy.
Question 18. On Page 9 of the Specifications, SWPP or UPP is only mentioned in pre-con submittals, and nowhere else in specs and/or plans. Is a permit required with the state? If so, who applies and pays for it?
Answer 18: No, a permit is not required for the
State.
Question 19: There is not currently a connection detail provided for the connections at the wood trusses and the structural steel columns/beams, please provide a detail for this connection.

Question 20: There is not currently a detail for any construction fencing to be utilized during the project. However, due to proximity, construction fencing around the project sites may be advisable. Please inform whether construction temporary fencing will be necessary to account for this project.
Answer 20: Provision of construction fencing and type of fencing falls under means and methods the contractor determines they prefer to employ to effectively provide protection of the public, securing of materials and equipment, or tree protection. See Access, Staging and Public
Protection notes on sheet L0-1. Determined means and methods should be accounted for in the bid submitted.

Question 21: In order to enable local subcontractor's ability to bid on the project it is requested that the specifications and certifications be changed to Missouri State standards such as MODOT standards. I have pasted some examples below. It is also requested that the bid date be extended to allow local subcontractors to examine the plans and specifications they could not bid because of certifications and specifications not required in the state of Missouri. The contractors have invested to meet Missouri certification and specification requirements.
MODOT requires Welding contractors to meet AWS
D1.1/D1.1M, and the AASHTO Specification.
Answer 21: For welding and protective coating of structural steel, it is acceptable should the minimum certifications submitted meet MODOT or any other US state DOT requirements. Any other
State certification is acceptable if it is equal to the MODOT certification. The certifications will be required to be submitted via the submittal process and approved before starting to work on the site.
