COMBINED SYNOPSIS SOLICITATION
REQUEST FOR QUOTATION NUMBER: 140P6219Q0019
Rebuild Elevator at Fort Smith NHS
This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format in FAR Part 12, Subpart 12.6, as supplemented with additional information in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document, with incorporated provisions and clauses, are those in effect through Federal Acquisition Circular (FAC) #Fac 2020 - 01, effective 10 October 2019. This procurement is a Small business set- aside. The North American Industry Classification System (NAICS) Code 811310, Commercial & Industrial Machinery Equipment Repair & Maintenance applies, and the small business size of $8.0M. The resultant contract will be a firm-fixed price purchase order with one contract line item. U.S. Department of Labor Wage Rates, Wage Determination No. 1967-0495; Revision No: 60, Dated: 3/1/2019 applies.
Notice of Pre-Bid Site Visit: One pre-bid site visit will be conducted at Fort Smith National Historic Site, 301 Parker Ave, Fort Smith, Arkansas on November 6 at 9:30 AM Central Time for the purpose of examining the site and verifying conditions. Offerors are highly encouraged to attend this scheduled site visit. Meet at the park’s Visitor Center. RSVP to neal_hause@nps.gov. Offerors are requested to submit questions to neal_hause@nps.gov no later than 12 November, 2:00 PM Central Time. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
To be considered, offerors must be registered in the System for Award Management (SAM.gov) and possess and maintain a valid Dun & Bradstreet number at the time of submitting their offer.
Lack of an active registration in SAM will make an offeror ineligible. For more information on SAM Registration, please visit the Small Business Administration's website, sam.gov, or your local Association of Procurement Technical Assistance Center.
Responses are due to National Park Service, Missouri Major Buying Office on or before 2:00 PM Central Time, 19 November 2019. Late quotations may not be considered. Quotations shall be emailed to neal_hause@nps.gov on or before the specified due date/time.

52.219-6 Notice of Total Small Business Set-Aside (DEVIATION 2019-01)
(a) Definition. Small business concern, as used in this clause, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.
(b) Applicability. This clause applies only to—
(1) Contracts that have been totally set aside or reserved for small business concerns; and
(2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F).
(c) General.
(1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
(2) Any award resulting from this solicitation will be made to a small business concern.

(d) Agreement.
A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $25,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply to construction or service contracts.
[(1) For a contract at or below the simplified acquisition threshold, a small business concern may provide the end item of any firm. For a contract exceeding the simplified acquisition threshold and the requirements of CAAC Letter 2019-01 Limitations on Subcontracting for Small Business Concerns Attachment 1 paragraphs (d)(1)(i) through (iii) of this clause have not been waived by SBA in accordance with 13 CFR 121.1204, a small business concern that provides an end item it did not manufacture, process, or produce, shall—
(i) Provide an end item that a small business has manufactured, processed, or produced in the United States or its outlying areas;
(ii) Be primarily engaged in the retail or wholesale trade and normally sell the type of item being supplied; and

• 52.212-2 Evaluation-Commercial Items. (Oct 2014)
• Addenda to FAR 52.212-2: IAW FAR 13.106-1(a)(2) award will be made to the offeror who represents the best value to the Government. Price will be evaluated in accordance with the procedures at FAR Subpart 13.1. It is anticipated that adequate price competition will exist;
thus, the Government intends to evaluate prices by comparison among offerors. Award will be made to the lowest price offeror that provides “acceptable” experience and is determined to be responsible. The following evaluation factor(s) will be used to determine acceptability:
a. Technical: Offeror’s proposal must clearly demonstrate the experience and satisfactory performance to meet all requirements of Attachment 1 – Statement of Work.
i. Standard of Acceptability for Past Performance: The offeror adequately demonstrates they have provided similar services in the past at a satisfactory level. This is done by submitting past performance information with their quote. This information would include the individual contact information for the past work. The Past Performance references can be different than the experience references since we are looking at past performance and not necessarily the same work as required by the SOW. Be sure to inform the contacts you provide that we may be contacting them for input.
ii. Standard of Acceptability for Past Experience: The offeror adequately demonstrates they have provided the same or very similar services in the past. This is done by submitting past experience information with their quote. This information shall include the individual (owner) contact information, the dollar amount of the work, a brief summary of the work that was done and when the work was completed. The Experience references can be different than the past performance references since we are looking the same work as required by the SOW.
Be sure to inform the contacts you provide that we may be contacting them for input.
b. Price: Offerors shall submit pricing for the CLIN listed in the SF1449. Comparison of proposed prices received in response to this solicitation (competition) is the preferred and intended price analysis technique. Other analysis techniques, if deemed necessary, may be used to ensure a fair and reasonable price, such as comparison of previously proposed prices or asking the offeror to submit other than cost and pricing data. The government may reject any quote that is evaluated to be unrealistically high or low in cost when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity of this requirement

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Award will be made the lowest-priced with demonstrable satisfactory experience.
52.237-1 Site Visit. (Apr 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
