SECTION 1: PROJECT INTRODUCTION_______________________________________________
1.1 PROJECT BACKGROUND
This project will modernize the existing elevator located that the Fort Smith National Historic Site Courthouse (Visitor Center). The elevator was originally installed in 1999 when the building underwent a completed renovation. The elevator components have reached the end of their useful life and need to be upgraded to provide safe and dependable access. The existing elevator is a hydraulic system manufactured by Schindler. It is a 3-stop hydraulic passenger lift with a basement hydraulic cylinder pit.
The elevator is located within the Park’s Visitor Center, which houses not only the displays and exhibits within the museum for the public to visit, but also the park’s administration staff, the education and interpretation staff and a bookstore. It is critical that the park modernizes the outdated elevator in order to maintain access to all floors in a manner that is consistent with the principles of universal accessibility. The Visitor center will need to remain open during the elevator modernization.

SECTION 2: PROJECT REQUIREMENTS_______________________________________________
2.1 SCOPE OF WORK AND PROJECT REQUIREMENTS
2.1.1 Summary of Project
This specification describes the minimum requirements for the modernization of the one hydraulic passenger elevator located at Fort Smith National Historic Site Visitor Center, located on Fort Smith, Arkansas. The modernization of the
140P6219Q0019 Attachment 1 Page 5 of 22 passenger elevator will be complete in every aspect, which includes making code and ADA required changes, and to meet the requirements as indicated and/or specified.
If these specifications are not complete as to any minor detail of a required feature, or with regards to the manner of combining or installing parts, material or equipment, but there exists an acceptable trade standard for good and workmanlike practices, such detail shall be deemed by implication to have been required by these specifications in accordance with such standard.
Any component listed as retain existing in this document must be fully inspected by the contractor to meet current Code requirements. Any repairs or refurbishment of retained devices or components is to be included in Contractor’s price.
2.1.2 Project Scope
Provide all shop drawings, equipment, materials, labor, shipping and methods for the modernization of the one elevator as described in these specifications.
2.1.3 Disposal of Elevator Equipment and Rubbish
A. The Elevator Contractor shall be responsible for the disposal of all existing elevator equipment that is removed, and all other ancillary rubbish directly related to completing the work, legally and off of park property.
B. Any equipment or materials the National park Service (NPS) decides to retain shall be set aside and put in a location as designated by the NPS.
C. The Elevator Contractor shall ensure the proper disposal of any environmentally sensitive materials and may be requested to provide evidence of proper disposal including but not limited to asbestos containing controller components or contaminated oil.
2.1.4 Codes and Regulations
Comply with applicable building codes and elevator codes at the project site, including but not limited to the following:

2.1.5 Permits, Certificates and Licenses, (the State of Arkansas has oversight jurisdiction in the operations of the Visitor Center elevator systems and equipment)
A. The Elevator Contractor shall be able to provide evidence that they have the appropriate license through the State of Arkansas to complete the work listed in these specifications.
B. The Elevator Contractor shall provide all necessary State of Arkansas permits to complete the work listed in these specifications. No work shall start until the proper permit has been received by the contractor from the Authority Having Jurisdiction.
C. The Elevator Contractor shall provide and arrange for all necessary inspections through the State of Arkansas to obtain a license to operate the elevators listed in these specifications.
2.1.6 Warranty
Provide warranty to replace, repair, or restore parts or components that fail or do not operate properly due to poor field or factory workmanship, engineering or design for a period 12 months from the date of signed final acceptance.
2.1.7 Noise, Disturbance and other Considerations for an Occupied Building
A. The work is taking place in an occupied building, and for this reason special care and attention to avoiding disturbances must be taken by the Elevator Contractor.
B. Where excessive, extended periods of noise are anticipated, discuss with the Contracting Officers Representative (COR) and make arrangements to minimize the time and complete the work at a time deemed acceptable by the Government at no extra cost to this contract.
C. The contractor shall take steps to minimize odors from any metal grinding or cutting by ensuring this work is carried out in a well-ventilated environment away from sensitive areas in the building.

2.2 ENVIRONMENTAL IMPACT MITIGATION MEASURES
2.2.1 Contractor Orientation: The National Park Service will provide contractors working in the Park orientation concerning proper conduct of operations. This orientation is provided in both written form and verbally at a “kick off meeting”. As new sub-contractors are introduced to the project, advise the COR so that this orientation may be given to contractors new to the project. Give the parks COR 14 calendar days’ notice. Orientation topics will include:
i. Wildlife policy: Wildlife should not be approached or fed.
ii. Park physical resources: Collecting any Park resources, including plants, animals, and historic or prehistoric materials, is prohibited.
iii. Contractor’s Safety Policy: The contractor must have a site-specific safety policy in place and follow it.
2.2.2 Preservation of Natural Features: Confine all operations to limits shown for the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the government.
i. Provide temporary barriers to protect existing trees and plants and root zones.
ii. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with Contracting Officer Representative and remove agreed-on roots and branches that interfere with construction.
iii. Do not fasten ropes, cables, or guys to existing trees.
iv. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
v. Avoid wetlands in project vicinity.
i. Limitation of Area Affected: The following mitigation measures will be implemented to minimize the area affected by construction activities.
i. Staging Areas: Staging is limited to locations approved by the Contracting Officer. All staging areas will be returned to pre-existing conditions once work is complete. Standards for this, and methods for determining when the standards are met, will be developed in consultation with the Contracting Officer.
ii. Hazard zones will be temporarily fenced with barrier fencing, steel, plastic
(orange in color) or portable fencing, before any work starts. The fencing will define the work zone and confine activity to the minimum area required for work activity. All protection measures will be clearly stated in the specifications, and workers will be instructed to avoid conducting activities beyond the work
140P6219Q0019 Attachment 1 Page 8 of 22 zone as defined by the work zone fencing. The type of fencing will be approved by the Contracting Officer in consultation with the COR.
iii. Contractor is responsible to provide secure and safe storage for all equipment and supplies
ii. Special Construction Requirements:
During the performance of the work, the government and the Contractor shall have continuous, coordinated access to the site.
Parking of Vehicles: Parking of vehicles will be limited to existing roads, in legally designated areas, or as noted on the drawings.
iii. Visitor Experience:
The following mitigation measures will be incorporated into the action alternatives to minimize the impacts of work activities on the visitor experience.
Air quality impacts of the action alternatives are expected to be temporary and localized. To minimize these impacts, the following actions will be taken:
To reduce tailpipe emissions, equipment will not be left idling any longer than is necessary for safety and mechanical reasons.
Unless otherwise approved by COR, operation of heavy work equipment will be restricted to 7:00 am to 3:30 pm. Exceptions will only be approved in limited cases where the work cannot be accomplished during the above hours.
2.3 COORDINATION
The Contracting Officer’s Representative (COR) will coordinate the contractor’s work efforts with the park’s daily operations.
2.4 WORKING HOUR RESTRICTIONS
All work shall be limited to the weekday hours of 7:30 am to 4:00 pm unless otherwise approved by the Contracting Officer. The CO shall be informed in writing of the Contractor’s intended work hours within this range at the preconstruction conference. No work shall occur outside these hours, on National Park Service holidays, or on weekends without prior approval. Approval must be obtained from
140P6219Q0019 Attachment 1 Page 9 of 22 the Contracting Officer 5 workdays in advance of the proposed schedule change, holiday, or weekend work.
2.5 TEMPORARY SERVICES
2.5.1 Fire Protection Equipment:
Observe and enforce standards of fire prevention. No open fires shall be allowed. Vehicles and Equipment: Provide one fire extinguisher on each vehicle or piece of equipment. Extinguishers shall have a minimum UL rating of 2-A: 10- B: C. A capable and qualified person shall be placed in charge of fire protection.
The responsibilities shall include locating and maintaining fire protective equipment and establishing and maintaining safe torch cutting and welding procedures.
2.5.2 Hazard Control:
Take all necessary precautions to prevent fire during all work. Do not store flammable or combustible liquids in structures not approved for such storage.
Provide adequate ventilation during use of volatile or noxious substances.
i. Spark Arresters:
Equip all gasoline or diesel powered equipment used in potential forest or grass fire locations with spark arresters approved by the U. S. Forest Service. Written determinations of areas and periods of potential fire hazard will be issued by COR. Locate internal combustion equipment so that exhausts discharge well away from combustible materials. Locate service areas a minimum of 50 feet from buildings. Shut down equipment before refueling.
ii. Smoking:
Smoking within buildings or temporary storage sheds is prohibited.
iii. Welding:
Cutting by torch or welding shall be performed only when adequate fire protection is provided.

iv. Electricity and Lighting:
Electrical hook-ups are available within the building.
v. Telephone:
A phone number is required for on-site contact.
vi. Water:
Potable water is available from the NPS at no charge.
vii. Sanitary Facilities:
Facilities do not need to be provided. Restrooms are available within the building.
2.6 ACCIDENT PREVENTION
2.6.1 Accident Prevention Program:
Before on-site work begins, submit to the Contracting Officer a accident prevention program. The program shall comply with OSHA and project requirements. Include the following:
1. Name of responsible supervisor to carry out the program; monthly safety meetings.
2. First aid procedures.
3. Outline of each phase of work, hazards associated with each phase and method proposed to ensure property protection, and safety of the public, National Park Service staff and DBC employees.
4. Training; planning for possible emergency situations; housekeeping and fire protection.
2.6.2 Accident Reporting:
Reportable accidents, defined as death, occupational disease, traumatic injury to contractor’s personnel, NPS employees or the public, property damage of any accident in excess of $100 and fires, must be reported within seven days.

Complete an Accident/Property Damage Report (Form CM-22) and forward to the Contracting Officer. Form may be obtained from the Contracting Officer.
2.6.3 Employee Quality Assurance:
Ensure that all employees are physically qualified to perform their assigned duties in a safe manner. Do not allow employees to work whose ability or alertness is impaired.
Operators of all equipment shall be able to understand signs, signals and operating instructions, and be capable of operating such equipment.
Elevator shall not be used for temporary service or any other purpose during the rebuild period or before acceptance by the COR.
2.6.4 Accident Prevention Products: Provide the following:
i. First aid facilities.
ii. Personnel protective equipment: Meet requirements of NIOSH and
MSHA.
iii. Emergency instructions, including telephone numbers and reporting instruction for ambulance, physician, hospital, fire department and park police. Place in conspicuous locations at the worksite.
iv. Adequate egress at all times in accordance with the Life Safety Code
(NFPA 101 -00).
v. Hard hats for all employees and for up to 6 visitors.
vi. Designate and post signs in all hard hat areas.
vii. Training: for first aid and hazardous material handling and storage.
SECTION 3: DESIGN CRITERIA AND SPECIFICATIONS____________________________________
3.0 EXECUTION
3.0.1 EXAMINATION
1. Before starting elevator installation, inspect hoistway, hoistway openings, pits and/or control room, as constructed, verify all critical dimensions, and examine supporting structures and all other existing conditions under which the elevator replacement work is to be done associated with the project requirements. Do not proceed with elevator installation until unsatisfactory conditions have been corrected in a manner acceptable to the installer.

2. Installation constitutes acceptance of existing conditions and responsibility for satisfactory performance.
3.0.2 INSTALLATION
1. Install elevator systems components and coordinate installation of hoistway wall construction.
a. Work shall be performed in accordance with ASME A17.1, manufacturer’s installation instructions.
b. Comply with the National Electrical Code for electrical work required during installation.
2. Welded construction: Provide welded connections for installation of elevator work where bolted connections are not required for subsequent removal or for normal operation, adjustment, inspection, maintenance, and replacement of worn parts. Comply with AWS standards for workmanship and for qualification of welding operators.
3. Install machinery, guides, controls, car and all equipment and accessories to provide a quiet, smoothly operating installation, free from side sway, oscillation or vibration.
4. Lubricate operating parts of system, where recommended by manufacturer
3.0.3 CLEANING
1. Before final acceptance, remove protection from finished surfaces and clean and polish surfaces in accordance with manufacturer's recommendations for type of material and finish provided.
2. At completion of elevator work, remove tools, equipment, and surplus materials from site. Clean equipment rooms and hoistway. Remove trash and debris.
a. Use environmentally preferable and low VOC emitting cleaners for each application type. Cleaners that contain solvents, pine and/or citrus oils are not permitted.
3.0.4 PROTECTION

At time of elevator work acceptance, provide suitable protective coverings, barriers, devices, signs, or other such methods or procedures to protect elevator work from damage or deterioration.
3.0.5 DEMONSTRATION
1. Instruct government personnel in proper use, operations, and daily maintenance of elevators. Review emergency provisions, including emergency access and procedures to be followed at time of failure in operation and other building emergencies. Train government personnel in normal procedures to be followed in checking for sources of operational failures or malfunctions.
2. Make a final check of each elevator operation, with government personnel present, immediately before date of inspection. Determine that control systems and operating devices are functioning properly.

All other work to ensure project is code compliant
3.1.3 Quality Assurance:
All replacement equipment to meet previous mentioned Standards, Codes, and Regulations.
Contractor will install all elevator equipment along with any additional work needed in the existing hoistway to be code compliant, i.e. moving any conduits or installing fire alarm equipment.
Design and installation of elevator equipment will comply with the latest version of ANSI A17.1 Elevator Code, followed by the authority having jurisdiction and any State of Arkansas and/or local requirements, if more stringent.
Provide licenses and permits and perform required inspections and test before the elevator is turned over to the NPS.
3.2 EQUIPMENT
3.2.1 Hoistway Wiring
Contractor will remove all existing wiring from the hoistway and new wiring will be provided. Multi-conductor type wiring for light and signal circuits will be used in the elevator hoistway. Connections to the controller will be made in a manner that minimized transmission of vibration or noise. Existing hoistway and machine room duct and conduit may be reused. New conduit and duct will be installed, when and where it is deemed necessary by Contractor at no additional cost to the government.
3.2.2 Non-Proprietary Controller
1. Controller:
A non-proprietary controller and landing system that are specifically designed for elevator service, for motor control, easily accessible for adjustments and of substantial construction will be provided. The operation will be accomplished utilizing microprocessor computer logic control. The control program will be contained in the non-volatile, programmable read only memory, which will be constructed such that future alterations in the elevator operations may readily be made. Safety circuits will be monitored and controlled by the programmable logic control with redundant protection. Any inspections tools, keys, and/or
140P6219Q0019 Attachment 1 Page 16 of 22 inspection devices required to perform preventive maintenance or used to gain emergency entrance to the elevator equipment will be provide to the owner at the time of completion of the project. These tools or devises will become the property of the owner at this time, without cost, lease or renewal of any point in the future and may not be removed from the premises.
2. Operation:
The automatic operation of the elevator is by means of selective collective one button in the car for each landing served and one call button at the terminal ends indicating the direction of travel possible and two buttons at each intermediate landing with one for the up direction and one for the down direction. Arranged that if any car or landing button has been pressed the operation of the elevator will be as such that all calls will be answered as the elevator reaches the floor in the direction the car is traveling. When the elevator has reached the last call in the direction it is traveling, it will reverse direction and answer all calls in the new direction of travel.
3. Emergency Fire Service:
The elevator will be provided with Fire Service and proper signage as required by National Elevator Code. Contractor will supply contacts in the controller for the provisions of heat and/or smoke detectors.
4. Electronic Motor Starter
A digital controlled motor starter initiating smooth, stepless starts will be provided. The starter will have built-in phase loss and phase reversal protection as well as a Class 10 overload relay. The electronic starter will use LED fault indicators to indicate motor over-load, shorted SCR or single- phase condition.
3.2.3 Elevator Car
1. Cab The entire cab enclosure will be reused.
2. Door Equipment
a. New door operator with variable frequency motor will be provided to open and close the car and hoistway doors simultaneously. Door movement will be cushioned at both limits of travel.
b. An electro-mechanical interlock and pickup assembly will be reused at each hoistway entrance to prevent the operation of the elevator unless all doors are closed and locked.

c. Door tracks, hangers and sheaves will be reused on the car and all hoistway doors.
d. New zone restrictors will be provided for each car door. The zone restrictors will mechanically lock the car door until the car is within approximately one foot of the landing.
e. Provide new master door operator with the “closed loop” feature, capable of opening doors at not less than 1 ½ fps and accomplishing reversal in 2 ½ inch maximum of door movement on passenger elevator.
Doors shall open automatically when car arrives at floor to permit transfer of passengers; after timed interval, doors shall automatically close. Arrange operator so doors can be opened by hand from inside car in case of power failure, if cars are within leveling zone.
f. No Un-Necessary door Operation: The car door shall open only if the car is stopping for a car or hall call, answering a car or hall call at the present position or selected as a dispatch car.
3. Proximity Door Protection Device
The passenger car door will be protected with a 36 or more, light-ray device extending to a height of approximately 5’ 0” above the floor. The interruption of the light rays will cause the doors to remain open as long as the obstruction is in the path of one or more of the light rays.
4. Nudging
The doors shall remain open as long as the electronic detector senses the presence of a passenger or object in the door opening. If door closing is prevented for a field programmable time, a buzzer shall sound. When the obstruction is removed, the door shall begin to close at reduced speed. If the infra-red door protection system detects a person or object while closing on nudging, the doors shall stop and resume closing only after the obstruction has been removed.
5. Car Top Inspection Station
a. Provide a car top inspection station with an “Auto-Inspection” switch, an “emergency stop switch” and the constant pressure “up-down” direction buttons will be provided when activated making normal operation devices inoperative and give the inspector complete control of the elevator. The car top inspection station will be mounted in the door operator assembly.
b. It will also have a GFCI receptacle, light and guard, if required by the State of Arkansas.
c. Install a code compliant emergency exit with electrical switch.
6. Toe Guard
Install a code compliant toe guard.

3.2.4 Signal Equipment
1. Car Station:
The main car control in the car shall contain the devices required for specific operation mounted in an integral swing return panel requiring no applied faceplate. The car station will be manufactured with #4 stainless steel finish, including the following operation devices: one button for each floor served; alarm bell button; keyed emergency stop button; door open button; door close button; door hold switch; digital dot matrix car position indicator; keyed light and fan switch. Code compliant ADA telephone will be incorporated in car station and emergency light with rechargeable battery pack. Also included are any other buttons, lamps or keyed switches as required by the State of Arkansas.
2. ADA Telephone
A new telephone will be installed at required height in car station. A working dedicated telephone line to the elevator controller in the elevator equipment room will be supplied by the government.
3. Car Riding Lantern and Passing Chime
a. A car-riding lantern will be mounted in the return jamb of the car door entrance. The lantern will contain one arrow for the up direction and one arrow for the down direction. The arrow corresponding to the direction the car is traveling will be lit. The lantern will be equipped with audible tones corresponding to the direction of travel one tone for travel in the up direction and two tones for travel in the down direction. Faceplates will be finished in #4 stainless steel.
b. A passing gong that will sound as the elevator stops at or passes each floor.
4. Hall Call Stations
a. One hall station will be located at each landing beside the hoistway entrance at proper ADA height, one button at terminal landings and two buttons at intermediate landings indicating the direction of travel possible. Vandal resistant buttons with center jewels which illuminate to indicate that a call has been registered at that floor for the indicated direction. Each button shall be provided with an internal automatic stop to prevent damage of switches that register the call. The buttons will light and stay lit until the hall call is answered. Faceplates will be finished
140P6219Q0019 Attachment 1 Page 19 of 22 in #4 stainless steel and will be made to cover the opening in the wall where the existing push button is located.
b. A code compliant “DO NOT USE IN CASE OF FIRE” pictograph at each hall station will be provided by Contractor.
c. Phase 1 firefighter’s service key switch, with instructions, shall be incorporated into the hall station at the designated level.
3.2.5 Operation of Elevator Under Fire or Other Emergency Conditions
1. Fire Service:
It is the Contractor’s responsibility to install Fire Service in compliance with all current applicable codes.
2. Key Operated Switch at Main Floor:
A three-position key operated switch shall be provided at the floor closest to the grade level (i.e. main floor). The key shall be removable in the ON or OFF positions only. When the switch is in the ON position, the elevator is controlled by this switch (which are on automatic service) shall return non-stop to the main floor where the door shall open and remain open.
3. Sensing Devices:
Prior to installation, “Heat and Smoke” or “Products of Combustion” Sensing Devices must be reviewed and approved by the NPS Authority Having Jurisdiction and in accordance with NFPA No. 72E in the elevator lobby at each floor and in the elevator machine room. The activation of any elevator lobby- sensing device shall cause the elevator to serve the lobby to return non-stop to the main floor. When the sensing device at the main floor elevator lobby is activated, the elevator that serves the lobby shall return non-stop to a predetermined alternate floor. Activation of a machine room Sensing Device shall cause the elevator to return to a predetermined landing.
The key operated switch at the main floor (described above), when turned to the RESET position, shall restore normal service independent of the sensing devices.
4. Special Service Signal:
When either the main floor key switch or a sensing device is activated and elevators are operating under a Special Service condition (including Inspection Service), both a visual and audible signal shall be activated in the cars, alerting the “attendant” to return non-stop to the main floor.

5. Key Operated Switch in Cars:
A three-position (OFF, HOLD & ON) key operated switch shall be provided in the operating panel. It shall be effective only when the main floor key-operated switch (previously described) is in the ON position or when a sensing device has been activated and the car has returned to the main floor.
The key shall be removable in each position. When the switch is in the ON position, the elevator shall be placed on Emergency Service:
(1) The elevators shall be operable only from in the elevator.
(2) Elevators shall not respond to the elevator corridor (hall) calls.
(3) The opening of doors shall be by continuous pressure on the DOOR OPEN button. If that button is released prior to the doors reaching the fully open position, the doors shall automatically close. Fully open doors shall be closed by continuous pressure on the DOOR CLOSE button.
(4) When the switch is in the HOLD position, the car shall remain at the floor with doors open and with the DOOR CLOSE and CAR FLOOR pushbuttons inoperative.
(5) Each car shall be equipped with a CALL CANCEL button. When the switch is in the ON position, pressure on the CALL CANCEL shall cancel all registered car calls. A traveling car shall stop at or near the next available floor.
6. Emergency Power Operation:
Provide battery powered emergency lowering for the car. Car shall lower and park with the doors closed after a door time out period. The door open button shall remain activated.
3.2.6 Hoistway Doors and Frames
1. Hoistway Door Panels and Frame: Retain.
2. Interlocks: Equip each hoistway entrance with an approved type interlock tested as required by code. Provide door restriction devices as required by code.
3. Door hangers and Tracks: Retain.
4. Hoistway Sill: Retain.
5. Jamb Braille: Retain.
3.2.7 Power Unit
A. Power Unit (Oil Pumping and Control Mechanism): A self-contained unit consisting of the following items:
1. An oil reservoir with tank cover.

2. An oil hydraulic pump.
3. An electric motor.
4. An oil control valve with the following components built into single housing; high pressure relief valve, check valve, automatic unloading up start valve, lowering and leveling valve, and electro-magnetic controlling solenoids.
Install multiple oil hydraulic silencers (muffler device) at the power unit location.
The silencers shall contain pulsation absorbing material inserted in a blowout proof housing.
B. Pump: Positive displacement type pump specifically manufactured for oil-hydraulic elevator service. Pump shall be designed for steady discharge with minimum pulsation to give smooth and quiet operation. Output of pump shall not vary more than 10 percent between no load and full load on the elevator car.
C. Motor: Standard manufacture motor specifically designed for oil-hydraulic elevator service. Duty rating shall be selected for specified speed and load.
D. Oil Control Unit: The following components shall be built into a single housing. Welded manifolds with separate valves to accomplish each function are not acceptable. Adjustments shall be accessible and be made without removing the assembly from the oil line.
1. Relief valve shall be adjustable and be capable of bypassing the total oil flow without increasing back pressure more than 10 percent above that required to barely open the valve.
2. Up start and stop valve shall be adjustable and designed to bypass oil flow during start and stop of motor pump assembly. Valve shall close slowly, gradually diverting oil to or from the jack unit, ensuring smooth up starts and up stops.
3. Check valve shall be designed to close quietly without permitting any perceptible reverse flow.
4. Lowering valve and leveling valve shall be adjustable for down start speed, lowering speed, leveling speed and stopping speed to ensure smooth "down" starts and stops. The leveling valve shall be designed to level the car to the floor in the direction the car is traveling after slowdown is initiated.
5. Provided with constant speed regulation in both up and down direction.
Feature to compensate for load changes, oil temperature, and viscosity changes.
6. Solid State Starting: Provide an electronic starter featuring adjustable starting currents.

7. Oil Type: Provide a zinc free, inherently biodegradable lubricant formulated with premium base stocks to provide outstanding protection for demanding hydraulic systems, especially those operating in environmentally sensitive areas.
3.3 CLOSEOUT
3.3.1 Permits and Testing
1. At completion of installation and before final acceptance, Contractor shall perform all tests and inspections required for certification by the State of Arkansas and regulatory agency. Elevator Installer shall obtain and pay for all required inspections, tests, permits and fees for elevator installation.
2. The COR before final acceptance shall conduct test and inspection, to certify compliance with all requirements of this section.
3. Contractor shall obtain required permits and schedule tests with jurisdictional code authority.
4. Deliver to the COR upon completion and acceptance of elevator work.
3.3.2 Schematics and Capacities
1. Show equipment arrangement in the pit, hoistway and control room.
Provide plans, elevation, sections and details, erection anchorage and equipment location.
2. Indicate elevator system capacities, sizes, performances, safety features, finishes and other pertinent information.
3. Show floors served, travel distances, maximum loads imposed on the building structure at points of support and all similar considerations of the elevator work.
