DIVISION 1 GENERAL REQUIREMENTS
1.1 The work of this contract consists of providing all labor, supplies, and tools/equipment necessary to complete the specific work, including:
A. Removal and replacement of approximately 3600 square feet of siding, nails, trim lumber, and caulking materials on the gable ends of two historic structures at the Fort Scott National Historic Site; Old Fort Blvd., Fort Scott, KS 66701.
B. The two structures locally referred to as HS-1 and HS-2, are: 3 story, 1840s balloon framed, wood sided structures. The siding and trim lumber of the gable ends of each building will be removed and inspected. Sound lumber will be reused and new material will be in kind to existing size and species. Any reused lumber will require the removal of existing loose paint by sanding. Any reused lumber, without loose paint, will require sanding to assure proper adhesion of finish paint.
C. Existing insulation in the gable ends of HS-1 will be removed and new bat insulation installed. HS-2 will not be insulated.
D. All bare wood will be primed prior to installation. The Contractor shall securely fasten siding and associated trim with new cut nails that match existing material, all other materials shall be installed to meet the Uniform Building Code (UBC) standards and comply with the manufacture’s recommendations. Vertical joints/seams will have a latex caulk applied to prevent water penetration. Two coats of exterior latex paint will be applied by brush to match existing color and sheen finish.
E. Work must conform to all local, county, state and federal codes, laws, rules, regulations and requirements. The work includes site clean-up of all debris.
Contractor shall leave the job site in a manner acceptable to the project Contracting Officer’s Representative (COR), which will inspect/oversee all work on behalf of the Government.
1.2 LOCATION:
The work of this project will be performed at the Fort Scott National Historic Site, on the gable ends of Officer’s Quarters (HS-1 & HS-2), located on the National Park Service complex at Old Fort Blvd., Fort Scott, KS 66701
1.3 ABBREVIATIONS:

1.4 SPECIAL PROVISIONS:
A. Preservation of Historic Structures: The structures involved in the work of this contract are designated historic structures listed in the National Register of Historic Places as part of the Fort Scott National Historic Site. Every precaution shall be taken to prevent damage to existing historic fabric/elements of the buildings and to the surrounding landscapes. Should any damage be incurred as a result of the Contractor’s operations, it will be required that the damaged materials to be replaced in-kind by the Contractor, to the satisfaction of the COR, at no additional expense to the Government.
1. Should the Contractor’s operations or employee uncover or find any historic or archeological remains, the contractor will suspend operations at the site of discovery, and notify the COR immediately of the findings.
2. Should the temporary suspension of work at the site result in delays or additional work for the Contractor, the Contractor will be compensated by an equitable adjustment under the General Provisions of this Contract
B. Protection of Landscaping and surrounding structures: The Contractor shall take all necessary measures to provide protection for all people, wildlife, plants, walks and other landscape features and surrounding structures near the work site. The contractor will cover areas/features where debris may be created. Coverings will be removed at the end of every work day. Any such surrounding features damaged, scarred or broken as a result to the Contractor’s operation at the site shall be treated, repaired or replaced in-kind to the satisfaction of the COR at no additional expense to the Government.
C. All lead paint finishes have been previously removed from the exterior of the structure.
D. Apply all fasteners, sealants, primers, and paint; according to manufacturer’s printed instructions.
1.5 JOB REQUIREMENTS:
A. Examination of Site: Before submitting bids for the work, each bidder will be required to exam the existing conditions on the premises, under which they will be pledged to operate or that in any manner will affect the work under this Contract.
1.6 FIELD VERIFICATION:
A. The contractor will field verify all dimensions affecting the work of this contract before ordering products.
1. Any (if any) provided drawings show the general design, arrangement, and extent of the building system. Do not scale drawings for quantity take off measurements. Make field measurements and verify conditions and quantities of work.
2. Verify by field measurements/information indicated, by making any further measurements necessary for the execution of the work. All information is subject to field verifications by the Contractor.
3. The siding on HS-1 has approximately a 6.5”revel. The siding on HS-2 has approximately a 5.5” revel. Both are approximately .75” thick. Contractor will field verify these dimensions and overall widths of existing material.
1.7 SCHEDULES:
A. Submit: As soon as possible after receiving the Notice to Proceed and before beginning work, the Contractor shall submit a Progress Schedule, and a Schedule of Values. The CO, Contract Specialist, and COR will review the Progress Schedule and the Schedule of Values for content.
1. Progress Schedule: Submit a digital copy of Progress Schedule, showing estimated start and completion dates for each phase of the project.
B. Warranties and Guarantees: All workmanship shall be warranted free from defects in workmanship for a period of five (5) years from the date of the Letter of Acceptance. All products shall carry in effect, the manufacturer’s commercial limited product warranty.
The Contractor shall be responsible for correction of any deficiencies or failures which may result from normal usage at no cost to the Government during warranty period.
1.8 JOB-SITE OPERATIONS
A. Limitations at the Site: The Contractor shall be limited to certain areas of the site as designated by the COR for work operations and material/equipment storage. The Contractor will provide; Access to the building interior, to remain open for the normal use and operations by park visitors and employees, to the maximum extent possible.
B. Hours of Operations: The Contractor’s hours of operation at the site will be from 7:00AM to 4 PM, Monday through Friday. The Contractor will not be authorized to work on weekends, holidays or during evening hours without prior approval from the COR.
The contractor will be required to accommodate the park’s schedule of events.
C. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials on public roads beyond the limits of this project. Only light to medium duty vehicles and equipment will be allowed on the site unless otherwise directed by the COR. A special permit will not relieve the Contractor of liability for damage which may result from moving of equipment.
1.9 MATERIAL
A. The siding and trim lumber of the gable ends of each building will be removed and inspected. Sound lumber will be reused. Any reused lumber will require the removal of existing loose paint by sanding. Any reused lumber, without loose paint, will require sanding to assure proper adhesion of finish paint.
B. New material shall be Black Walnut lumber. All bare wood, new or salvage, will be primed prior to installation.
C. The Contractor will securely fasten siding and associated trim with new cut nails. The park uses: Box Hot-Dip Galvanized cut nails (various lengths) from Tremont Nail, http://store.tremontnail.com/cgi-bin/tremontnail/items?mv_arg=24
D. Vertical joints/seams will have an acrylic-latex caulk applied to prevent water penetration. The products shall be 50 year (or better) and be compatible with Sherwin- Williams primer and paints.
E. After primer and caulking, two coats of exterior latex paint will be applied by brush to match existing color and sheen finish. (The park uses: SW PrepRite ProBlock Interior/Exterior Latex Primer/Sealer 6504-30481 – White; & SW Duration Exterior Acrylic Latex 6504-05681 – Extra White/Flat)
F. When installation of work shall comply with manufacturer’s printed instruction, provide two copies of instructions to COR. Maintain one set of complete instructions at the job site during installation and until completion.
G. Perform work in accordance with manufacturer’s instruction and recommendations.
H. Arrange deliveries of materials in accordance with construction schedule; coordinate deliveries with the COR to avoid conflict with work and conditions/schedule at the site.
I. Deliver materials in undamaged condition, in manufacturer’s original containers or packaging, with identifying labels intact and legible.
J. Store materials in accordance with manufacturer’s instruction, with seals and labels intact, legible, and accessible for inspection.
1. Store products subject to damage by the elements in weather tight enclosures.
2. Perform work within temperatures and humidity within the ranges required by the manufacturer’s instructions.
3. Store products above the ground. Prevent soiling or staining. Provide adequate ventilation.
K. Protection after instillation: provide substantial coverings as necessary to protect installed materials from damage resulting from subsequent construction. Remove when no longer needed.
L. For each item proposed as an “approved equal” submit a separate request for approval.
With each request submit supporting data, including:
1. Drawings and samples as appropriate.
2. Comparison of the qualities of the proposed item with the specified.
3. Changes required in other elements of the work because of the substitution.
4. Availability of maintenance services, and source of replacement materials.
a. A request for approval constitutes a representation that the contractor:
1. Has investigated the proposed item and determined that it is equal to or superior in all respects to that specified.
2. Will provide the same warranties or bonds for the proposed item as for the item specified.
3. Will coordinate the installation of an approved item, and make such other changes as may be required to make work complete in all aspects.
4. Waives all claims for additional costs, under his responsibility, which may subsequently become apparent.
5. Has determined that the proposed item is compatible with interfacing items.
1.10 PRECONSTRUCTION CONFRENECE
A. A Contract Specialist will arrange a meeting with the Contractor. The meeting agenda may include, but not limited to, the following:
1. Correspondence procedures
2. Designation of responsible personnel
3. Labor standard provisions
4. Payroll reports
5. Changes
6. Payments to Contractor
7. Subcontractors
8. National Park Service regulations
9. Accident prevention program, (including name of responsible supervisor)
10. Safety Program
11. Tentative construction schedule
12. Submittal of shop drawings, project data and samples
13. Claim procedures
1.11 COORDINATION
A. The contractor shall coordinate the work of all trades to ensure the proper sequence and timely completion of the work.
1.12 CLEAN-UP AND PROTECTION
A. All debris shall be placed in appropriate containers and removed from the job site daily.
No burning of debris shall be permitted on site. Upon completion of the work, clean all surfaces using proper methods as indicated by the manufacturer’s specifications, taking care not to damage other finished surfaces.
B. Protect people, landscape, and existing structures, against injury/damage during the execution of the work. Correct any damage by cleaning, repairing or replacing as directed by the COR.
1.13 SUBSTANTIAL COMPLETION AND FINAL INSPECTION
A. The contractor shall submit written certification that the project is substantially complete and request, in writing to the CO, a final inspection. The COR shall make an inspection within ten (10) calendar days of receipt of such a request.
B. Completeness: Should the COR determine that the work is substantially complete, he/she will prepare a punch list of deficiencies that need to be corrected before final acceptance and issue a “Notice of Substantial Completion”, with the deficiencies noted.
C. Incompleteness: Should the COR determine that the work is not substantially complete, he/she will immediately notify the CO and Contractor, in writing, stating the reason(s).
After the Contractor completes the indicated work, the Contractor shall resubmit certification and request for final inspection.
1.14 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a Letter of Acceptance will be issued to the Contractor by the CO. Until receipt of Final Acceptance, the Contractor shall be responsible for all the work within this Contract.
1.15 CLOSE-OUT SUBMITTALS: Submit Warranties, Guaranties and Certificates, as specified in individual sections, before submitting final payment request.
1.16 POST-CONSTRUCTION INSPECTION: Prior to the expiration of five (5) years from the date of Final Acceptance, the COR will inspect the structures, to determine whether corrective work is required. The Contractor will be notified in writing of deficiencies. In accordance with terms of the General Provisions of this Contract, the Contractor must begin corrective work on the noted deficiencies within ten (10) days of receipt of Notification of Deficiencies.
1.17 ACCIDENT PREVENTION PLAN: Prior to the Pre-construction Meeting, submit to the CO a proposed accident prevention program (which must be approved before work is started), with the name of the supervisory employee designated to carry out the program. At a minimum, the program shall include weekly 5-minute “toolbox” safety meeting, conducted by a foreman and attended by all construction personnel at the work site; regularly scheduled safety meetings, at least weekly for all construction personnel at the work site. The program shall outline the hazards associated with each major phase of the construction and the methods proposed to ensure the safety of both the public and the Contractor’s employees from those hazards.
1.18 SUBMITTALS: Obtain approvals on all submittals before beginning work. Present all such submittals at least two weeks before Contractor’s need for such approval.
A. The listings of submittals given below are intended to be as complete and accurate as possible. However, the CO reserves the right to request additional submittals:
1. Designation of project supervisor
2. Designation of project safety officer, cannot be project supervisor
3. Safety Plan
4. Progress schedule
5. Individual materials by Section
a. Cleaning agents
b. Adhesives/sealants
d. Stain-blocking primer
e. Paint-finish
f. wood species of siding materials
1.19 SIGNS, SIGNALS, and BARRICADES: Provide and maintain, barricades and warning signs. Take all necessary precautions to insure the safety of the public, park staff, facilities, and grounds. The buildings will be open to the public and staff, during the execution of this contract. Because the work of this contract is on and around the Park Offices and exhibit spaces, all areas involved in the restoration work will need to be barricaded for the protection of all peoples. All signs and barricades must be approved in advance by the COR, prior to construction/demolition. Materials for barriers may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.
A. Fence or barricade the immediate work area to prevent unauthorized entry to the work area.
B. Erect and maintain barricades, lights, danger signs, and warning signs in accordance with
ANSI D6.7-78.
C. Cover pipes, hoses, and power lines crossing sidewalks and walkways with troughs using beveled edges.
D. Discuss installation locations with the COR.
E. Remove barriers no longer needed, when approved by COR.
1.20 SCAFFOLDING and STAGING
A. General: Provide, erect and maintain a complete scaffolding and staging system that complies with OSHA standard 1910.28 under the Code of Federal Regulation 29.
1. The contractor may choose to use hydraulic lifts, instead of scaffolding. If so, heavy equipment must not cross sidewalks. Consult the COR for best approach with heavy equipment.
B. Legal Requirements: Comply with Occupational Safety and Health Administration requirements and with all other applicable Federal, State, and local laws, codes, regulations and controls.
C. The public shall have access to the site during the Contract work. Provide adequate protection of pathways and sidewalk to the structure.
1.21 STORAGE FACILITIES
A. Place temporary storage container(s) (CONEX) in area designated by COR.
B. Remove temporary storage container(s) at completion of work.
D. Contractor must provide suitable storage for all combustible and flammable materials.
Type and location of storage must be approved, in advance, by the COR.
1.22 FIELD OFFICE
A. A field office will not be permitted.
1.23 VEHICLE ACCESS
A. Vehicle access to the immediate job site will be restricted in order to protect the cultural landscape. The COR will determine the necessity of vehicle access to the job site on a case by case basis.
1.24 UTILITY CONNECTIONS: Temporary utilities are available on site for the temporary use of the Contractor in the work of this Contract.
A. The Government will provide temporary electric connections to existing facilities and pay the costs of power used.
B. TELEPHONE: Not Available
C. WATER: Potable water for construction and personnel will be available near the buildings at no cost to the Contractor.
D. SANITARY FACILITIES: Public Facilities are available. The COR will designate the facilities to be used.
1.25 FIRE PREVENTION AND PROTECTION:
A. A capable and qualified person shall be placed in charge of fire prevention. The responsibilities shall include locating and maintaining fire protective equipment.
B. Hazard Control: Take all necessary precautions to prevent fire during performance. Do not store flammable or combustible liquids in historic structures or existing buildings.
Provide adequate ventilation during use of volatile substances.
C. Spark Arrestors: Equip all gasoline or diesel powered equipment with spark arrestors approved by the U.S. Forest Service.
D. Locate internal combustion equipment so that exhaust discharges away from combustible material, people, and historic structures.
E. Protection Equipment Required: Furnish a minimum of one ABC fire extinguisher for each 3,000 square feet of building area. Travel distance from any work station to the nearest extinguisher shall not exceed 50 feet. One extinguisher shall be supplied within easy reach of each isolated section of scaffolding/lift equipment.
F. NO SMOKING will be permitted on the job site.
G. Care must be taken not to disturb the building’s fire suppression and intrusion alarm system components.
1.26 MEASUREMENT AND PAYMENT
A. Payment for this work will be included under the lump sum price for the contract.
DIVISION 2 EXISTING CONDITIONS
2.1 REMOVAL and SALVAGE
A. The siding and trim lumber of the gable ends of each building will be removed and inspected. Sound lumber will be reused. New material will be in kind to existing size and species. Any reused lumber will require the removal of existing loose paint by sanding. Any reused lumber, without loose paint, will require sanding to assure proper adhesion of finish paint.
2.2 HOUSEKEEPING
A. Keep project orderly and in a safe condition at all times
B. Provide enough refuse containers for collecting construction debris
C. Keep wastes in containers
2.3 DISPOSAL:
A. Some removed materials become the property of the Contractor and shall be disposed of outside the park.
1. Siding boards in good/sound condition will be salvaged and reused.
2. Removed lumber not in good/sound condition will be disposed of.
B. Immediately remove hazardous rubbish from project site. Place other construction debris in refuge containers daily. Do not burn or bury refuse in the park.
2.4 AIR AND WATER POLLUTION CONTROL:
A. Take all necessary/reasonable measures to reduce air and water pollution by any materials or equipment used/created during construction.
B. Do not allow waste materials to enter the aquifer, streams, or river.
2.5 MEASUREMENT AND PAYMENT
DIVISION 7 THERMAL AND MOISTURE PROTECTION
7.1 INSULATION
A. Existing insulation in the gable ends of HS-1 will be removed and new bat insulation installed. HS-2 will not be insulated.
1. The Contractor will dispose of the existing insulation in HS-1.
2. The Contractor will install new, faced bat insulation in HS-1 of at least R-21.
7.2 Preformed Joint Seals
A. All bare wood of new or rehabilitated siding will be primed.
B. All exposed siding and trim will have two coats of paint applied by brush
C. Vertical joints will be sealed with an acrylic-latex caulk, to prevent water penetration.
1. The product shall be 50 year (or better) and be compatible with Sherwin- Williams primer and paints.
7.3 Gutters & Downspouts
A. The downspouts may be removed, if needed, then reinstalled.
7.4 SIDING
A. Replace gable end siding and associated trim with black walnut lumber, sized, primed and painted, to match color, sheen, and existing reveals.
1. In-kind replacement of lumber species, sizes, color, sheen, and existing reveals, as well as, hand applied fasteners and their current locations.
7.5 MEASUREMENT AND PAYMENT
DIVISION 8 OPENINGS
8.1 Wood Windows
A. The framing of the wood windows will be examined for soundness.
1. Any needed repairs to the window framing will be performed by the Government.
2. The contractor will apply a joint sealant around the window framing.
a. Around sound existing framing or Government repaired framing.
8.2 MEASUREMENT AND PAYMENT
DIVISION 9 FINISHES
9.1 PAINT AND FINISH PRODUCTS:
A. Apply all primer, paint, and caulking, according to manufacturer’s printed instructions for Hand/Brush application.
B. Allow to products to dry thoroughly, according to manufacturer’s instructions.
C. Provide the labor, tools, and equipment to prime any bare wood surface of siding and trim.
9.2 SURFACE PREPARATION:
A. Assure that surfaces to which primer and paint are to be applied, are smooth, sound, clean, dry, and free from defects affecting proper application/adhesion. Correct defective surfaces to satisfaction of the COR, prior to finishes application.
9.3 PRIMER
A. Use: Sherwin-Williams PrepRite ProBlock Interior/Exterior Latex Primer/Sealer 6504- 30481 – White
9.4 PAINT
A. Use: Sherwin-Williams Duration Exterior Acrylic Latex 6504-05681 – Extra White/Flat
9.5 PROTECTION
A. Cover and protect finished work. Use drop cloths of adequate size and material to protect adjacent areas.
B. No smoking is permitted on the job site.
C. Do not apply finish material in environmental conditions outside of labeled manufacturers’ recommendations.
D. Take necessary precautions to keep fire hazard to a minimum, remove from the area daily; all rags, waste, and other combustibles.
E. Cleanup: during the progress of the work, remove from the project at least daily, all discarded paint materials, waste, cans, and rags. Upon completion of painting work, clean all paint spattered surfaces. Remove spattered paint by proper methods of washing and scraping, using care not to scratch or damage finished surfaces.
F. All plants, etc., must be protected from paint and cleaning residue. Covers must be removed daily and left no longer than necessary to adequately protect from damage.
G. Repair all damage incurred in the course of the work to the structure and surrounding areas as directed by the COR at no additional expense to the Government.
H. Final Cleaning: Remove all tools, equipment and waste/rubbish from the site. Any surplus primer and paint shall remain property of the Government.
9.6 MEASUREMENT AND PAYMENT
A. Payment for the work of this Section will be included under the lump sum price for this Contract.
DIVISION 21 FIRE SUPPRESSION
21.1 EXISTING SYSTEM
A. The contractor is responsible to note the location of each buildings fire suppression system components and avoid any harm to the system.
DIVISION 26 ELECTRICAL
26.1 EXISTING SYSTEMS
A. The contractor is responsible to note the location of each buildings electrical distribution system components and avoid any harm to the system.
B. The contractor is responsible to note the location of each buildings lightning suppression system components and avoid any harm to the system.
1. Fasteners will need to be temporarily removed to perform the work of other divisions.
2. The contractor will replace the removed fasteners to match pre construction conditions.
C. The contractor is responsible to note the location of each buildings intrusion alarm system components and avoid any harm to the system.
