NATIONAL PARK SERVICE
HOMESTEAD NATIONAL MONUMENT OF AMERICA
DESIGN BUILD AUDIOVISUAL PRESENTATION SYSTEM
I. BACKGROUND
Homestead National Monument of America (HOME) was authorized on March 19, 1936, to commemorate the passage of the Homestead Act of 1862. The park is located five miles west of Beatrice, Nebraska.
The park encompasses approximately 100 acres of tallgrass prairie and includes several historic structures, the Homestead Heritage Center (HC) and the Homestead Education Center (EC).
II. PURPOSE
The purpose of this task order is to rehabilitate the Audiovisual (AV) systems at the Homestead Heritage Center Theater and exhibits and the Education Center multi-purpose room. The Contractor shall install new equipment and materials that shall be integrated with some existing equipment and materials to create more contemporary electronic systems. Current systems were installed in 2007. The Heritage and Education Centers are in separate buildings approximately one mile apart.
III. SCOPE OF WORK
The contractor shall provide the National Park Service with all labor, materials, and services necessary to provide complete, working, and accessibility-compliant Audio Visual presentation systems at HOME. The contractor shall perform the work in accordance with Attachment A, file name “StandardSpec_AVDB”.
The contractor shall upgrade the Audiovisual systems at Heritage Center theater and exhibits and the Education Center multi-purpose room to current digital technologies and equipment. Current drawings and photos of HC equipment and space is included as Attachment B, file name “HC_Drawings&Photos”. No technical drawings exist for the Education Center. Photos of EC equipment and space is included as Attachment C, file name “EC_Photos”.
Current functions and capabilities of all systems shall remain available.
A. Homestead Heritage Center Theater
Equipment is located in a room adjacent to the theater. Equipment is rack mounted.
The contractor shall perform, provide, and/or install the following:
1. Redesign the presentation system so all video signals are digital.
2. Control system with the capability to source and operate all players and devices.
Programming of all systems and equipment.
3. A presentation system that includes a; lampless projector, 5.1 surround receiver, Blu-ray player, digital media player, remote computer terminals with HDMI (High-Definition Multimedia Interface), and a control system.
4. Assistive Listening and Audio Description Wi-Fi transmission. Four discrete audio channels are required. Three devices for testing and verification of the accessibility systems. Devices shall possess vibrate capability. The current accessibility systems shall remain available for use.
5. Crestron Control Processor shall be replaced with current model or model of equal or greater capability. Rack and office controllers and docks shall be replaced by iPad’s with docks or equivalent (three total).
6. The capability to power the system on/off automatically and manually via a graphic user interface (GUI). Times shall be adjustable and set by the park.
7. The capability for the park to set the movie show schedule and play intervals, set first show time, and a last show time. Initial setting shall be first show starts at 8:00 am (ante meridiem), last show at 5:30 pm (post meridiem) at half hour intervals.
8. The scheduler and intervals capable of setting; days of the week, hours, and minutes via a scroll type graphic user interface.
9. During automatic mode the system shall play an attraction loop between scheduled movie showings.
10. In manual mode the projector shall turn on, and the movie shall start. When the movie is over the projector shall then turn off. Other AV equipment and systems shall remain on when the projector is off. Movie start shall be programmed with a delay sufficient to allow for projector startup.
11. A control system programmed so that when turned off manually the system will not automatically turn on the next morning. In the event of an after-hours presentation the system shall be capable of automatically turning on the following morning when the user turns on the scheduler prior to manual shut down.
12. For manual operation a linear two push button panel with audio monitor and volume control shall be installed on the outside of the equipment rack and at the information desk. Button one shall start the show, button two shall stop the show.
Each button shall light when pressed and remain lit while active. Each button shall be a different color, red for stop and green for play.
13. The current theater lighting sequence configuration shall be remain available in automatic and manual modes. Current lighting configuration is the theater lights dim to half during the intro, turn off during the movie, return to half when the credits begin, and turn to three-quarters on when the movie to over. The lighting control system is Lutron.
14. Ultra-high definition (UHD) rated cables shall be used throughout the system.
15. A UHD digital player for playback of the main park movie. The player shall provide 5.1 surround sound program audio, and provide concurrent playback of an audio file. The player shall send video and program audio out the HDMI port and a separate synced audio description file out the analog audio port.
16. Three memory cards for each digital media player provided. Each card shall have the identical media and programming. microSD cards shall each have a separate SD adapter. Memory cards shall be Class 10 and sized to twice the required space of the installed media.
17. Apple TV. System controllers shall interface directly with this source.
18. A volume page that provides audio presets for each source. A return to preset button shall be included for each source. Audio shall return to preset automatically at system on.
19. A lampless projector, 5,000 lumens minimum. Throw distance in the HC Theater is 16 feet seven inches, screen size is 156 inches wide by 91 inches high. Throw distance in the EC multi-purpose room is 12 feet, screen size is 91 inches wide by 68 inches high with a 85 inch diagonal. The selected projector shall be interchangeable between the HC and the EC with no control code change. Lens change is acceptable. Cable from the rack to the projector shall be UHD the length of the run. Current projector is pole mounted.
20. A surge unit for the projector.
21. A UHD computer connection on the equipment rack.
22. A retractable shelf mounted under the computer connection.
23. Replacement of the existing computer input in the theater with a UHD port. The signal shall pass over an HDBaseT extender. Power for the extender shall originate at the receiver. An external, powered VGA converter with audio shall be provided. Interface cables shall be provided by the contractor. HDMI interface cables for legacy and current Mac, Apple, and PC products is required.
24. Electronic mixing and/or distribution amplification all audio sources, including microphones, to the loudspeaker system and accessibility systems.
25. A Blu-ray player. The player shall be capable of; playing multiple disk formats, have a menu screen, have automatic play and movie loop capabilities, and up-resolution to ultra-high definition. The touch controller shall include all available functions for the device.
26. A lighting control option for the Blu-ray. Lights shall dim when the play is selected and raise at a user set time.
27. Rack mounted manual push button source select and power controls. Push buttons shall include system on/off and source selection for rack mounted computer port, receiver aux, Blu-ray player, digital player, and theater computer.
28. Two key fob remotes. The remotes shall perform start and stop of the main movie.
When start is pressed the system shall switch from whichever source is currently selected to the movie source.
29. Real-time status reporting of operations. Reporting shall include system status and function execution confirmation. Battery status and Wifi signal strength shall be included.
30. Rack mount all equipment. Equipment not rack capable shall be mounted on a contractor provided rack shelf.
31. Rewire the equipment rack. All unneeded cables and hardware shall be removed from the system.
32. AV Receiver shall be removed and replaced with current model. All equipment not required for an operational system shall be removed and surrendered to the park.
33. An Infra-Red (IR) extender to enable manufacturer manual remote control from inside the theater. Location determined during the postaward site visit.
34. The system shall be capable of functioning manually in the case of electronic control failure.
35. Marquee to replace current monitor and system with a monitor that will better and completely fill the space. Height limit is 31 inches. The marquee will provide a window showing park images, crawl with RSS weather information, and a window with movie status. Movie status information shall be provided by the AV system.
36. Subtitle the movie. The movie is 24:55 minutes long. A script will be provided, edits may be required.
37. A VHS to DVD converter and 19”-27” television.
B. Homestead Heritage Center Exhibits
The contractor shall perform, provide, and/or install the following:
1. Assistive Listening and Audio Description Wi-Fi transmission. Twenty-four discrete audio channels are required. The current accessibility systems shall remain available for use.
2. Digital players for playback of the media. Six player are required. The player shall be capable of providing, 5.1 surround sound program audio, and provide concurrent playback of an audio file. The player shall send video and program audio out the HDMI port and a separate synced audio description file out the analog audio port. Current monitors are VGA - converters are required.
3. Eighteen memory cards. Each card shall have the identical media and programming. microSD cards shall each have a separate SD adapter. Memory cards shall be Class 10 and sized to twice the required space of the installed media.
4. A volume page that provides audio setting for each source and provides volume control of each audio channel. A return to preset button shall be included for each source.
5. Programming of all systems and equipment. Current system functions and capabilities shall remain available.
C. Homestead Education Center Multi-Purpose Room
Equipment is located in a room adjacent to the multi-purpose room. Equipment is rack mounted. The contractor shall perform, provide, and/or install the following:
1. Redesign of the presentation system so all video signals are digital.
2. Control system with the capability to source and operate all players and devices.
Programming of all systems and equipment.
3. A presentation system that includes a; lampless projector, 5.1 surround receiver, Blu-ray player, digital media player, remote computer terminals with HDMI (High-Definition Multimedia Interface), and control system.
4. Assistive Listening and Audio Description Wi-Fi transmission. Four discrete audio channels are required.

13. Replace the existing 4x3 with a larger 16x9 screen. Current screen size is 91 inches wide by 68 inches high with a 85 inch diagonal. Current screen is electric retractable and remotely controlled. New screen shall be 133” diagonal. Remote functions shall remain.
14. A lampless projector, 5,000 lumens minimum. Throw distance is 12 feet. The selected projector shall be interchangeable between the HC and the EC with no control code change. Lens change is acceptable. Cable from the rack to the projector shall be UHD the length of the run. Current projector is pole mounted.
15. A surge unit for the projector.
16. Replace the existing ceiling mounted speakers and wire. There are currently six
12 inch and two 8 inch speakers.
17. Upgrade existing control panel located to the right of the entrance to the AV equipment room.
18. A UHD computer connection on the equipment rack.
19. A retractable shelf mounted under the computer connection.
20. Replacement of the existing computer input located on the wall to the right of the theater door with a UHD port. The signal shall pass over an HDBaseT extender.
Power for the extender shall originate at the receiver. An external, powered VGA converter with audio shall be provided. Interface cables shall be provided by the contractor. HDMI interface cables for legacy and current Mac, Apple, and PC products is required.

SECTION 1. DEFINITIONS
The contractor shall perform all work in accordance with this Section as contained in Attachment A.

The contractors Project Manager shall attend a post award site visit at Homestead National Monument of America after award of the contract. Duration of the visit shall be one eight hour day on site. Address for the park:

The contractor shall perform all work in accordance with this Section as contained in Attachment A.
SECTION 5. AUDIOVISUAL EQUIPMENT
The contractor shall include the following:
Video and Audio Sources
Moving Picture Experts Group coding layer 2 (MPEG2) High Definition (HD) video player – Quantity 1: Provide a digital media player that uses industry standard memory card for storing the video/audio files; provides HDMI, VGA (component) video output; stereo analog audio output that can be derived from the video file or a separate simultaneous audio file. Player shall have a built in control system with a Recommended Standard (RS)-232 port and eight assignable Input-Output ports.
BrightSign XD1030 or equal.
Secure Digital High Capacity (SDHC) memory cards – Quantity 3: Provide 16GB (Gigabyte) Class-10 or higher SDHC memory cards. Memory cards shall accept files larger than 4GB in size.
BrightSign or equal.
Blu-ray player – Quantity 1: Provide player capable of playing Blu-ray, DVD, and Compact Disks (CD). Unit shall provide HDMI output and have IR remote control. Unit must provide on-screen playback of both closed captioning and subtitling information.
LG BP540 or equal.
VGA Converter: Quantity 1: Provide interface for VGA video and audio signal to interface with HDMI computer connections.
KanexPro VGARLHD or equal
Interface cables and Adapters – 1, 15ft. VGA w/Audio cable; 1, HDMI to HDMI Mini adapter; 1, 15ft. HDMI cable, 1, HDMI to DVI (Digital Video Interface) adapter, 1 Apple 30pin to HDMI adapter.
Video Display and Processing
HD Video Projector – Quantity 1: Provide a high definition projector with a minimum resolution of 1920 x 1080 and a minimum of 5,000 ANSI Lumens.
Projector shall be a professional install style designed for operating 8+ hours a day seven days a week all year long. Unit shall be designed for maintenance free operation. Unit shall have lens shift capability.

Audio / Video Processing
AV Surround Receiver – Quantity 1: Provide and install unit capable of switching all AV sources locally and by RS232 control. Audio inputs shall include stereo analog signals, and both optical and coax (Sony-Philips Digital Interface Format) SPDIF digital audio. Video inputs shall include composite, component and HDMI with conversion between analog signals and analog video to HDMI scaling up to 1080p. It shall include front panel aux AV inputs. Audio digital decoding shall include Dolby Digital 5.1. It shall provide audio line level preamp program outputs. Power amplification shall deliver 100 watts/channel into 8 ohms. Frequency Response shall be 20 Hz~20 kHz (Kilohertz) with 0.08% Total Harmonic Distortion (THD). Power Consumption shall be less than 650 watts.
Marantz SR5009 or equal
Control System
Control System Microprocessor – Quantity 1: Provide and install an integrated microprocessor based control system for remote operation and control of the audiovisual systems. It shall have at a minimum six RS232 bidirectional ports, eight isolated relays, eight Input/Output (I/O) ports, eight (Infrared) IR/Serial ports and Ethernet capability. The processor shall have a built in power supply. It shall provide control of the UHD player, Receiver, Uninterruptible Power Supply (UPS), Projector, and lighting contact closure.
Crestron AV3 or equal
System Controller – Quantity 1 Rack, 1 Working Spare: Provide and install a rack docking station to hold the system control device. Control device shall be Wi-Fi only with a minimum of 32 Gigabytes of memory. The park name shall be engraved on the devices.
iPad Air2 or equal
Wireless Double Push Button Fob – Quantity 3: Provide wireless keyfob transmitter with 3-buttons operating on 433MHz. The remote data transmitter's ID
Page 10 of code shall be factory preprogrammed from more than 16.7 million possible codes, providing a very high degree of security.
Applied Wireless KTX24SS3 or equal
Wireless Push Button Receiver – Quantity 1: Provide wireless receiver with three 12 amp/120VAC relays. Typical range shall be 300-400 feet when used with the standard detachable whip antenna.
Applied Wireless RCR24SS3 or equal
IR Control Extender Kit – Quantity 1: The extender kit shall be able to work in the vicinity of LED, (Liquid Crystal display) LCD & plasma TV’s and (Compact Fluorescent Lamp) CFL lights. It shall use a surface mount IR receiver with feedback LED. The kit shall also include a connection block, power supply and
(4) IR emitters. It shall work with IR modulation frequency bandwidth of 25-60 kHz. This unit shall be installed to provide IR link from the theater to the rack.
Install an emitter on the Blu-ray player and the receiver.

IV. TIME FOR COMPLETION
Equipment installation shall be complete no later than August 1, 2018.
All work, including review and approval, shall be completed by September 30, 2018.
V. DELIVERABLES AND DESTINATION POINT
All deliverables shall be shipped F.O.B. Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be tracked, if lost.
The F.O.B. Point for deliverables shall be one of the following:
