Question #15: Since all hinges appear to be installed on the window trim and some hold opens are installed on wood blocks affixed to the siding, is the contractor expected to paint all window trim and wood blocks for the hold opens?
Answer: Are you referring to the current hinges and hold opens? If so, those will be removed, along with wood blocks. The hinges and hold opens are to be fabricated to look like the ones in Appendix 3.
Question #16: Section 4 Specifications L. touch up paint on sashes, siding and trim due to damage from shutter installation. So if no damage from the shutter installation occurs, no touch up in these areas is expected?
Answer: Correct
Question #17: Would a lift be required to access the second floor windows, would the contractor be able to step on the roof is needed, is the roof stable enough to support 1 worker approximately 200 pounds?
Answer: Lift is needed. There is no way the shingles are stable enough to support anybody without them breaking or the worker sliding down the roof.
Question #18: Please verify OSHA fall protection would be required?
Answer: Yes.
Question #19: Is EM-385 the safety standard or OSHA or both?
Answer: OSHA
Question #20: Section 4 Specifications paragraphs g, h, i, specify ACME style mortice hinges. The photos show a face mounted with screws ACME hinge. Please verify that the intent is to use hinges as shown in the photo, same size hinges on all shutters. Please identify any windows that the Architect requires more than 2 hinges per shutter due to size of shutter Answer: Yes.
Question #21: Section 4 Specifications paragraphs g, h, i, specify ACME style hinges, and these paragraphs require all hardware to be aluminum-bronze alloy Mil-B-16033, QQ-C-390 G5, QQ-B-671, Class 3, SAE J461 or J462, ASTM B505 or B505M for strength and maximum corrosion resistance.
Chemical Composition: Cu - 83.0% minimum; Fe – 3to5%; Ni(including Co) – 1.5%; Al – 10to11.5%; Mn – 0.5%. Density: 0.269 lbs/cubic inch.
All suppliers we have contacted only make the ACME style hinges in cast iron. Please verify cast iron is acceptable, please verify you would like cast iron hinges to be power coated. Please verify if the screws to be used for all hardware are to have the above referenced alloy metal type and corrosion resistance as specified.
Answer: 4, g, ii, Shutter hardware may be from a manufacturer of period-replica hardware, if they meet specifications, or may be custom fabricated to fit the project.
4, h: All hardware and fasteners shall be made and cast from C95400 aluminum bronze
This project requires hardware to be custom fabricated with C95400 aluminum bronze if the specified hardware is not readily available in that material. Powder-coated cast iron does not have the corrosion resistance required for this location and park.

Page 4 of 7 Pages
Attachments, including screws, must be the same aluminum bronze in order to avoid galvanic corrosion.
Question #22: Section 4 Specifications aluminum bronze hardware. Is this referring to the screws that will attach the hinges, latches and hold opens? Can the heads of the screws be square, philips or torks?
Answer: Yes, it is referring to screws too. Philips. Screws will need to be at least 2-1/2” to hit the framing of the house.
Question #23: Section 4 Specifications j. “Operable”. Please verify if the louvers on the shutters are to be operable or just the shutter frames to be hinged to open and close “operable”.
Answer: No, louvers are not to be operable. We just want to the shutter to close when the hurricanes are inbound.
Question #24: Section 4 Specifications k. “Large repairs using replacement of “Dutchman repair”. Are large repairs to be excluded form the initial proposal and will be treated as unforeseen conditions during the course of the contract? The contractor will advise NPS designer of record Architect of any large areas needing repair during the demolition and construction phase. Please confirm “Large” is any repair that exceeds caulking of putty.
Answer: Yes. Large repairs are to be excluded from initial proposal. Any unforeseen conditions exceeding caulking or puttying will be brought to the attention of the COR (Contracting Officer Representative) and be addressed on a case-by-case basis.
Question #25: Section 4 Specification h. ii. Primer and paint all bronze hardware. Please confirm hinges, latches and hold open devices will be cast iron powder coated?
Answer: Please refer to question #21.
Question #26: Paint colors to match. Does NPS have a paint color or is the contractor to color match from a shutter being removed?
Answer: Yes.
Question #27: Please confirm the park will be open to visitors during construction, will the “Main Kingsley house” be open for visitors and tours while demolition and construction are taking place?
Answer: The park will be open. But the house will be closed during the demolition process, and the installation process.
Question #28: What is the expected contract period of performance, duration for demolition, submittals, fabrication and then installation?
Answer: As stated in the solicitation, it is expected to take no longer than 60 days, however, you are required to submit your proposed timeline as part of your Volume II package. Refer to section L.2
Question #29: Is the contractor schedule to provide initial Safety and Quality Control submittals, mobilize for removal, demolition and field measuring and verification, then provide submittals and shop drawings and then remobilize to install?
Answer: Shutters should be left in place until replacement shutter is ready for installation.
Question #30: Should all sets of 34 shutters be 1.75" thickness?
Attachment 1
Page 5 of 7 Pages
Answer: Yes. All of the shutters should be the same thickness
Question #31: Shutter hardware size - Off-set is what? Include screenshot of description. I reviewed all documents before attending the site visit, yet I assumed that would be a provided-for spec if we are custom-building the hardware.
Answer: Hinge offset is to be verified in the field by the contractor. Task # 3 requires a site visit to complete measurements of and verify required sizes for each opening. The hinges and offset must allow for the shutters to properly open and close without the use of additional wood blocks, like the ones that are currently being uses on the exterior. The current hinges and shutter dogs are not appropriate for this location.
Question #32: How close to the chemistry composition does a piece of hardware have to be to meet the spec as being custom-built?
Answer: Contractor may provide a submittal for the proposed metal, including the chemical composition. Provide a designation by testing agency, such as UNS, ASME, ASTM, etc.
Question #33: Shutter - verifying please that we don't need a tilt rod.
Answer: No tilt rod is required. Note that the louvers must be fabricated with the slant fixed away from the window opening when the shutters are in the closed position so that water won't come towards the window when it rains.
Question #34: Can work hours be expanded beyond 7a - 4:30p and what’s the process?
Answer: No
Question #35: Please be specific about spare parts/hardware parts as referenced on page 4 under #4- Shutter Installation.
Answer: 20% of all hardware sets to be provided, with a minimum of 6 sets
Question #36: Assuming we get the contract, are we able to get inside the building at all/ever?
Answer: Yes
Question #37: I assume if we are bringing a lift to the site, it's our responsibility to protect the grass as well as anything else between the parking lot and the site.
Answer: Yes. The park requests that you use rubber mats or plywood as a pathway
Question #38: Just to clarify, 4. Specifications; p. on page 6 of the SOW, you don't mean all interior + exterior trim; just paint all exterior trim after installation, correct?
Answer: Correct
Question #39: For CPR/lift training, are you requiring a certain body (e.g. the Red Cross) to certify that training?
Answer: No
Question #40: Where can al-bz fasteners be sourced from?
Answer: That is the responsibility of the contractor.

Question #41: During the 04/21/2023 Site Investigation, the on-site Park representative stated that Questions and Answers (Q&As) have occurred prior to the Site Investigation, and said that they will be posted onto Sam.gov. Will these other Q&As be posted as an amendment for contractor reference?
Answer: They are included in this list of questions.
Question #42: We respectfully request that the Site Visit sign in sheet be posted as an amendment.
Answer: That is not releasable information.
Question #43: The architect is saying to use Acme hardware. Typically, the Acme hinge is made from cast iron, which will not last more than a few years in the North Florida environment. Additional, the material specified is to be cast using an aluminum-bronze material. Our supplier has reached out and spoken with six separate vendors, and has not yet located any that are familiar with this material utilized in this application. Because of the relatively small amount of hinges required for this project, is does not seem likely that the manufacturer can justify a custom run. In reference to SOW Items g-I, is the Government open to contractor utilizing strap and pintle options?
Answer: No
Question #44: Reference Statement of Work, PMIS 320370, March 2023, 4. Specifications Item e): “ . . .
replacement wood for damaged wood at siding, window frames, and exterior trim:
Contractor is to submit a replacement material for all wood for the project, which is to have the characteristics of the original, old-growth wood. Replacement wood is to be dimensionally stable and long-lasting. Wood shall be highly rot-resistant and still workable for the specified repairs.”
Specifications Item k).: “The contractor shall fill holes, cracks, gaps with compatible patching material;
finish patch to match surrounding surface shape, texture and color. Larger repairs should be completed with replacement or a dutchman repair using a compatible wood match.”
There are areas of existing wood rot noted on a few windows along the sill (and around the window framework) that are not directly related to the replacement and installation of new shutters, hardware and hardware blocking, and are part of the window structural framework – they are not part of the trim.
Please clarify if the contractor is responsible to repair these areas that are not directly related and/or would be disturbed by during the execution of the shutter and hardware removal/replacement as noted in SOW k.?
Answer: If the hinges need to be attached to the frame then the frame should be repaired as a part of this contract. All wood repairs due to shutter and shutter accessory removal is a part of the contract.
Question #45: To clarify from the potential hardware manufacturer “ Silicon bronze screws and alloy is readily available. Don't understand the spec of aluminum bronze.” So depending on the answer to number #40 for the Acme shutter hardware, is it possible to change the hardware specs?
Answer: At this moment the hardware specs should not be changed.
Question #46: It was mentioned at the site visit that the windows were going to be replaced including any associated trim that was rotted. Is this going to be completed before the shutter project is started?
Answer: No. The windows project will be after the shutters project.
Attachment 1
Page 7 of 7 Pages
Question #47: If not, are we going to put the new shutters on the rotted trim or come back after the windows and trim are completed?
Answer: Refer to question #44.
Question #48: Will there be an area for a small dumpster?
Answer: Yes.
Question #49: Does the lawn area need to be protected from the lift?
Answer: Yes.
