About this file

This document contains questions and answers regarding a solicitation to replace three chickees and an eco pond deck for Everglades National Park. The solicitation seeks contractors to install new aluminum-framed chickee structures and fiberglass decking at specified locations, replacing existing structures, according to provided construction drawings. Work must be completed between January and February to avoid crocodile nesting season restrictions from March through September that apply to the eco pond site. The National Park Service will empty portable toilets as needed during relocation and reinstallation.

Questions/ Answers

1) Are there drawings of the chickees for this project?

a. Yes, they are posted as an attachment to Amendment 1 of this solicitation.

2) Do restricted work times overlap project work times?

a. The work restriction for Crocodiles is from March to September and only applies to the Eco Pond Site. How the project time fits with that depends on when this contract is awarded. If at the time of award there is not enough time to complete this work before crocodile restrictions start, the contract time will be adjusted to allow completion after the restrictions end.

3) In section 3.2 WOOD PILES AND PILE WRAP of the Statement of work: are there any boring logs and what is their likely condition? Are the original pilings driven or drilled? Is the rock located close to the bottom? Will existing piling holes be allowed to be reused?

a. No borings were done, but a tile probe was used to measure the depth to the mud line and the depth to the top of the lime rock at each site. These measurements are shown on the construction drawings for each site. The existing piles were hand driven and have very little penetration into the lime rock. The installation method of the new piles is up to the Contractor, but typically what has been done in the past is drilling a hole the diameter of the pile, and then vibrated the pile into the hole. The existing pile holes can be reused, but they are expected to be too narrow and shallow to be of much use.

4) The SOW mentions plans & NPS drawing No 160/175,278 but we were not able to find these online. Are there plans available or with the contractor need to provide these along with structural design?

a. The plans will be uploaded to the site.

5) Is it possible to construct new chickee adjacent to existing one to be demolished or does the new structure need to be placed over the existing chickee footprint?

a. No, the new chickee must be in the same location as the existing.

6) Piles; SOW mentions ASTM D25 wood piles, no dimensions could be found other than load data requirements. Can you provide some detail on this subject ie; ?

a. Reply: Details are on the drawings.

Can square wood piles (4x4 or 6x6) be used ? Reply: No.

Can piles be driven until refusal depth? Sect 3.2 indicates potential predrilling to a depth found in plans? Reply: The plans show the depth the piles must installed to.

7) Sect 2.2 The SOW identifies an aluminum frame structure, is this proposed for the chickees, the Eco Pond dock or both?

a. Both, see drawings.

8) Sect 2.3 The SOW identifies fiberglass decking and Sect 2.4 mentions composite wood. Are these decking materials proposed for different structures ie, composite wood for chickees and grating for Eco Pond dock?

a. All decking is fiberglass. The composite wood is for fascia, fender piles, and railings.

9) Sect 2.12 existing portable toilets to be salvaged and reinstalled. Will these be emptied by NPS ? as they may need to be relocated to Flamingo and then reinstalled.

a. The NPS will empty the port-a-potties.

10) Work period- No work can be conducted between March-September, can we assume that a notice to proceed can be issued early January in order to allow work to be completed during Jan-Feb and prevent remobilization 8 months later on October?

a. When the notice to proceed will be issued is not known at this time. The March to September restriction only applies to the Eco Pond Site.
