140P5421R0026 Amendment 1 Attachment 1

Question #1: If we submit our bid, we would require being able to have our certified historic restoration company remove and temporarily board up the window openings, and then take the windows offsite to their location. Would the buyer permit this sort of methodology for the window restoration?

Answer: These windows are not historic

Question #2: Also, can you provide specific detail on the level of quality the window restoration shall be done? (Preservation, Rehabilitation, Restoration, Reconstruction) I do not believe the contractor should determine the level of repair or quality the buyer is requiring on a historic project of this magnitude.

This link ("Secretary of Interior's Standards for Treatment of Historic Properties") can help in determining the level of quality that will be required to repaint these historic windows.

https://www.nps.gov/tps/standards.htm Answer: These windows are not historic. They are all modern windows that were installed in the rehab project in the early 2000's. The contractor will remove the existing window and replace with a similar/like in kind window. For clarification, the SOW it doesn't state that the windows are not historic, but it does state the type of windows.

Question #3: The RFP asks for a bid guarantee in Section L.2, but block 13b of the SF 1442 is check “not required”. Which is correct?

Answer: Volume I, Tab 4 in Section L.2 should be deleted as a bid guarantee is not required for this project.

Note: An updated Statement of Work (SOW) will not be included with this amendment, however, any answers or clarifications that add to or change any information currently in the SOW will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated info.
