Question 1) Will the State of South Carolina be the only inspection required for the installation of this system? Will the engineer that submitted the permit be required as an inspector as well? It will require the backfill for things to remain open longer if we are waiting on the engineer review.

Contractor is required to coordinate all inspections required per the permit (which NPS has already obtained and provided with solicitation package).

The NPS provided permits specifically state the following:

SPECIAL INSTRUCTIONS/CONDITONS

THIS PERMIT IS SITE SPECIFIC. ANY CHANGES TO THE SYSTEM MUST BE APPROVED BY DHEC.

ALTERNATIVE TRENCH PRODUCTS APPROVED UNDER STATE RULES AND REGULATIONS MAY BE

SUBSTITUTED. ANY UNAPPROVED CHANGES WILL VOID THIS PERMIT.

Installers must contact the local Environmental Affairs office by 10:00 AM on the day prior to installation in order to schedule a time for the final inspection.

If a Department representative does not arrive within 30 minutes of the scheduled time, the installer may conduct the final inspection. When a contractor self-inspection occurs, the installer must complete the DHEC form 3978, Approval to Operate Contractor Self-Inspection.

The installer must submit DHEC form 3978 within 2 business days of the completion of the installation.

Additional information regarding permit coordination may be found in the following sections of the contract specifications:

A. Remove or abandon designated existing subsurface utilities, including septic tanks and sanitary sewer lines, and other utilities as indicated on the Drawings and specified in the following paragraphs. B. Where applicable, piping shall be removed back to the nearest joint from the limit of removals indicated on the Drawings. C. Cap sanitary sewer lines and other designated utilities at exposed ends of pipes to be abandoned in-place. Capping of pipelines shall be performed in accordance with applicable codes and standards. D. If damaged during pipe cutting and removals, the exposed ends of existing pipes to remain in place shall be repaired as necessary to provide a smooth end at right angles to the axis of the piping. The repair work shall be accomplished using materials and methods approved by the Contracting Officer at no additional cost to the Project. E.

Manhole frames, covers, and all other iron castings shall be disposed off-site or salvaged for reuse by the Owner. All structures that will not be salvaged shall be demolished as required and removed from the Site. Disposal of structures and iron castings shall be as specified in subsection 3.3. F.

Pump out all liquid and solid waste from the septic tanks before removing the tanks.

PART 3 EXECUTION 3.1 INSTALLATION OF TANK

C. Make piping connections to tank. Set piping and sanitary tees at required elevations. Fill annular space between pipe and structure with non[1]shrink grout to provide a watertight joint. D. Fill lifting holes and unused knockouts with non-shrink grout.

Question) Do the old tanks have to be hauled off site?

DHEC specifications require the tank walls collapsed and buried on site where they are.

DHEC has no specification that says such.

3.2 REMOVAL AND ABANDONMENT OF SUBSURFACE UTILITIES

B. Liquid and solid waste removed from the septic tanks shall be transported off-site and disposed of at a permitted wastewater treatment facility in accordance with applicable local, state and federal regulations.

Question) Also the battleground does understand the area for the drainfields will have to be clear cut? If there is any issue with that, the existing permit will be invalid. These include several large trees. Will the trees need to be disposed of off site?

3.1 PREPARATION

A. Protection

1. Contractor shall preserve, protect, and prevent damage to buildings, pavement, pipes, conduits, poles, other structures, and park infrastructure above and below ground that are adjoining, adjacent to, or included in the contract area. Contractor shall be responsible for damage to structures and infrastructure resulting from operations on site. Contractor shall repair damage resulting from their performance of the contract work.

2. Contractor shall preserve and protect all existing vegetation such as trees and shrubs to remain in place, and turfgrass within and adjacent to the contract area, and outside of the limit of disturbance. Woody vegetation to remain that is damaged during the performance of work shall be pruned if determined salvageable by the COR, or removed if tree is determined by COR to be a potential hazard. Repair pruning shall consist of cutting broken limbs back to nearest branch node, and removing limbs with damaged bark.

3. A root protection zone is defined as an area equal to a radius of 1.5 feet for each inch of trunk diameter measured 4.5 feet above the ground (ie. diameter at breast height, or dbh). For example, a 10 inch dbh tree will require a root protection area equal to 15 feet from the main trunk in all directions. Trees in the landscape (not wooded) adjacent to the work area and within striking distance of buildings shall be protection with the establishment of a root protection zone. Root protection zones must be established with a temporary visible barrier at a minimum height of 4 feet, such as post and rail fencing, orange laminar safety fencing, or chain link fencing. Materials and equipment must be utilized, staged, and stored outside of the root protection zone. Contractor shall exercise caution to prevent employees and equipment from trampling over woodland, existing vegetation, and established lawns.

3.2 REMOVALS

A. Remove all living or dead tree and shrub growth where indicated or specified in contract plans.

B. Top and limb all trees before felling, unless otherwise approved by the Contracting Officer.

SITE CLEARING

C. Stumps in landscape areas (not wooded) shall be ground to a depth of 12 inches and a width of two times the stump. Stumps in wooded areas shall be cut flush to the ground.

3.3 CLEAN UP

A. Remove and dispose of all logs, tree trimmings, and debris from the project area. Leave work area in a neat uncluttered condition.

B. Properly dispose of all waste material. Provide Contracting Officer with proof of proper disposal to include tare weight and manifest of disposed materials.

No burning is permitted on the park grounds, all debris will need to be removed to offsite facilities that recycle or repurposes waste within reason.

Question) Also Is the permit the final design? Are there any changes going to be made before we send a quote?

The scope of work made in the specifications and the drawings are the final design

Question) Also do the manhole risers behind the houses need to be removed?

3.3 CONNECTIONS TO EXISTING MANHOLES

A. Sewer pipelines shall be connected to existing manholes as shown on the Drawings

Question) Does the existing plumbing from house need to be plumbed to the new septic tanks?

That will have to be done under the house with pipe plumbed from tank to existing plumbing. Is that withing our scope of work required for this project or are you sourcing a plumber to perform that work?

IAW the drawings all new sewer pipes will be connected to existing building sewer immediate outside of the foundation of the structure

Question) Also, where will we submit quote?

Quotes should be submitted to the Contracting officer at william_leady@nps.gov no later than 13 June 2024.

The local septic companies are getting bombarded by several companies wanting to subcontract the work and looking for quotes for this project. These companies are not from the battleground.

We will only send quote to the authorized entity that handles the battleground work.
